The annual meeting for The Weld County Underground Water Users Association (WCUWUA) is
scheduled for January 21, 2015 at 1:00 p.m. at the Association's office in Lucerne, Colorado located at
the address above.
Please execute the ballot enclosed and return it to the office.
The directors are providing you with the enclosed proxy and voting ballot to fill out and send back
to the Association in lieu of your attendance at the annual meeting. The items to be voted on at the annual
meeting include electing two directors for three-year terms and setting assessments according to the annual
schedule set by the Cache La Poudre Water Users Association.
The board currently consists of seven directors, Mike Hungenberg (President), Lynn Fagerberg
(Vice-president), Frank Eckhardt, Keith Amen, Bryan Hoffner, Bruce Johnson and Dale Trowbridge
(Secretary).
The directors whose terms expire this year are Mike Hungenberg and Keith Amen. These two are
on the enclosed ballot.
The well pumping fees for 2015 are recommended by the directors to meet the budget needs of the
company. The directors are recommending the well assessments be $2.00 per acre-foot of pumping (same
as 2014).
If you would prefer to attend the annual meeting rather than fill out the enclosed proxy and ballot,
or if you have questions or comments about the Association, the items of business, the proxy or the annual
meeting, please contact Dale Trowbridge, Secretary of the Association, at the number above for further
details and so that we can obtain a head count of those who plan to attend in person.
Questions have been raised as to the possibility of well owners using their well for hydraulic
fracking of oil & gas wells. The CLPWUA well augmentation plan does NOT augment wells for this use.
Therefore, using a well for this purpose is outside of the policy of the company. Those who do use their
well for purposes outside of the augmentation of the Association are risking future use of their well.

Pursuant to Article II, Sections 2.11 and 2.12 of the Weld County Underground Water Users
Association's (the "Association" or "WCUWUA") Bylaws, the undersigned hereby appoints Dale
Trowbridge, Secretary of the Association, with respect to any votes the undersigned is entitled to cast by
virtue of the undersigned's ownership of wells or other structures in the Association as proxy to attend the
annual meeting of members of the Association to be held on Wednesday January 21, 2015 at 1:00 p.m. in
Lucerne, Colorado; and any adjournment thereof, and to cast all votes the undersigned is entitled to cast
on the business of the Association as indicated below and, at his discretion, on such other matters as may
properly come before the meeting. If you sign and return this Proxy and Confidential Voting
Instruction Ballot without marking, this proxy will be treated as being FOR the Items listed below.
This Proxy and Confidential Voting Instruction Ballot is solicited by the Board of Directors of
The Weld County Underground Water Users Association. Pursuant to Article II, Section 2.2 of the
Bylaws the undersigned acknowledges and understands that each member of the Association is entitled
to one vote per well or structure upon each matter submitted to a vote at a meeting of the members.

County Water Rights
Here is a list of water rights that Weld County owns. I have also included the number of shares that we have and what
we use the water rights for.
Poudre River Basin
Greeley Wastewater Effluent — 300 ac -ft, used for augmentation of dust control wells and gravel pits
Weld County Underground Water Users Association —116 ac -ft, used to augment our irrigation system for our buildings
in the Weld County Business Park
South Platte River Basin
Fulton Ditch —28 shares, no current use in an augmentation plan so rented out annually to agricultural users so that we
can show continued use of the water
Lupton Bottom — 2 shares, no current use in an augmentation plan so rented out annually to agricultural users so that
we can show continued use of the water
Lupton Meadows — 52 shares, used to augment the Bearson Gravel Pit
St. Vrain River Basin
Rural Ditch — 3.75 shares, used to augment the Hokestra Gravel Pit
Big Thompson River Basin
Lake Loveland —0.25 shares, no current use in an augmentation plan but we have been unsuccessful in renting this
water out to agricultural users. Have not used this water right since we obtained it many years ago.
