Friede Wedding Venue
The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues
may arise during the remaining application process.
COMMENTS:
General Project Information/Location:
This project proposes to use the property for a wedding venue.
This project is north of and adjacent to CR56 and is northwest of CR15. Parcel number 095718400054.
Access is from CR56.
Roads:
No traffic counts are available in the area.
Traffic:
A traffic narrative was submitted with the application materials. During weddings the range is expected to
be between 30-150 cars assuming two people per vehicle plus delivery vehicles. 90% of the traffic is
expected from the north from HWY34 down CR15.
Access:
An access permit has been approved for the access to the site (AP15-00198). Two accesses to the west
have been approved for small commercial. The agricultural access nearest the intersection of CR15 and
CR56 is required to be closed.
When feasible, there shall be no net increase in the number of accesses to a public road. Contact Public
Works to discuss your access.
Tracking Control:
Tracking control is required to prevent tracking from the site onto the County Roadway. Minimal standards
are listed below. Temporary Tracking Control shall be used during construction unless permanent
tracking control is installed ahead of construction activities. Minimum requirement for all projects include
300ft of road base or recycled asphalt. For this project, gravel on the drive isle is adequate for tracking
control.

o An Improvements Agreement is required for sites with required offsite improvements. Collateral
is required to ensure the improvements are made.
o Road Maintenance is typically included as a section of the Improvements Agreement when the
County feels that the site activities may impact the County roadways. Possible mitigations
included in the road maintenance agreement may include but are not limited to: dust control,
specified haul routes, damage repairs, and future improvement triggers.
An Improvements Agreement between the Applicant and the County will be required for this project. It will
detail the approved haul route(s), outline when offsite improvements will be triggered, and include a
maintenance agreement for the haul routes.
A development standard will be applied to the recorded map indicating any impacts to the road must be
mitigated by the owner. There shall be no tracking from the site onto publically maintained roads. The
applicant is responsible for mitigation of any damage or offsite tracking and upgrading and/or maintaining
onsite tracking control.
Geologic hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a Floodplain.
Drainage Study:
No water quality design was submitted with the application materials. Please contact Planning-
Engineering for assistance with water quality design calculations. 970-353-6100.
No stormwater detention shall be required for redevelopment of commercial or industrial sites where the
change of use does not increase the imperviousness of the site; however, water quality capture shall be
required.
o Water Quality Feature Design: A Water Quality Feature is required onsite downstream of the
business activities such as parking, buildings, storage areas etc... The area can be an existing
low point or excavated area that will capture the stormwater and contaminants prior to flowing
offsite. Methodology for sizing is outlined in Volume 3, Section 3.3.0 of the Urban Storm Drainage
Criteria manual. The web site address is as follows www.udfcd.orq. Please contact Planning

The applicants will be required to maintain historic drainage flows and run-off amounts on the property.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Contact the Planning
Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303-
692-3575.
CONDITIONS OF APPROVAL:
A. An accepted Water Quality Feature drainage design is required. (Planning-Engineering)
B. An Improvements and Road Maintenance Agreement is required for offsite improvements at this
location. Road maintenance including dust control, damage repair, specified haul routes and future
traffic triggers for improvements will be included. (Department of Public Works)
C. The map shall be amended to delineate the following:
1. County Road 56 is a gravel road and is designated on the Weld County Road Classification Plan
as a local road, which requires 60 feet of right-of-way at full buildout. The applicant shall verify
and delineate on the plat the future and existing right-of-way and the documents creating the
existing right-of-way. If the existing right of way cannot be verified it shall be dedicated. All
setbacks shall be measured from the edge of right-of-way. This road is maintained by Weld

2. Show and label the approved access(es)and access permit number(s) on the map (AP15-
00198). (Department of Public Works)
3. Show and label all easements with the recorded document reception number and date on the
map. (Planning)
4. Show and label road base on all driving surfaces on the map. (Planning-Engineering)
5. Show the accepted water quality feature on the map and label as WATER QUALITY FEATURE,
NO-BUILD or STORAGE AREA , VOLUME= ) (Planning-Engineering)
6. Show and label the accepted drainage features, drainage flow arrows, access turning radii, and
parking and circulation on the map. (Planning-Engineering)
Prior to Construction:
A. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

DEVELOPMENT STANDARDS (NOTES ON THE SITE MAP)
1. Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Chapter 15, Articles I and II, of the Weld County Code. (Planning-Engineering)
2. There shall be no tracking of dirt or debris from the site onto publically maintained roads. The
applicant is responsible for mitigation of any offsite tracking and maintaining onsite tracking control

3. There shall be no parking or staging of vehicles on public roads. On-site parking shall be utilized.

4. The historical flow patterns and runoff amounts will be maintained on the site. (Planning-Engineering)
5. Weld County is not responsible for the maintenance of onsite drainage related features. (Planning-

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and Use by Special Review Permit for any use permitted as a use by
right, an accessory use, or a use by special review in the commercial or industrial zone
districts, provided that the property is not a lot in an approved or recorded subdivision
plat or lots parts of a map or plan filed prior to adoption of any regulations controlling
subdivisions (conference center, executive retreat; wedding venue, wedding or other
celebratory receptions, seminars, life celebrations, reunions, bridal showers, baby
shower, bar mitzvahs, music recitals, wakes, and community gatherings for example;
guest farms and hunting lodges; and commercial roping arenas) in the A (Agricultural)
Zone District.
There is a septic system which serves the existing residence (SE-0800059).
Commercially designed septic systems will be required for the event center and various
other facilities such as guest cabins. Water is supplied by Little Thompson Water
District.
The dust abatement plan indicates roads will be watered, entrance will be hard surfaced
and vehicle speeds will be reduced. The primary parking area will be surfaced with
recycled asphalt.
The waste handling plan indicates trash bins will be distributed over the site during
events. Waste Management will provide a dumpster for temporary disposal which will
be emptied weekly.
All food vendors must adhere to the Colorado Retail Food Establishment Rules and
Regulations.
We have no objections to the proposal; however, we recommend that the following
requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions. The applicant shall operate in accordance with Chapter 14,
Article 1 of the Weld County Code.
4. Fugitive dust shall attempt to be confined on the property. Uses on the property
should comply with the Colorado Air Quality Commission's air quality regulations.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Non-specified Zone District, as delineated in Section 14-9-30 of the Weld County
Code.
6. Adequate drinking, hand washing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. Sewage disposal for the
facility shall be by septic system. Any septic system located on the property
must comply with all provisions of the Weld County Code, pertaining to Individual
Sewage Disposal Systems. The facility shall utilize the existing public water
supply.
7. The applicant shall comply with Colorado Retail Food Establishment Rules and
Regulations governing the regulation of food service establishments.
8. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

include the code analysis in order to conduct the plan review. The proposed business
appears to be an assembly and we would like to address the possible needs of
emergency vehicle access, water supply, Automatic fire sprinkler system, and
Automatic fire alarm system.
