If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1 . Explain, in detail, the proposed use of the property. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). 5. Describe, in detail, the following: a . Number of people who will use this site b. Number of employees proposed to be employed at this site c. Hours of operation d. Type and number of structures to be erected (built) on this site e. Type and number of animals, if any, to be on this site f. Kind of vehicles (type, size, weight) that will access this site and how often g. Who will provide fire protection to the site h . OV\SWCCS \-1-1,\\ Ct SITE SPECIFIC DEVELOPMENT PLAN & USE BY SPECIAL REVIEW (USR) QUESTIONAIRE 1 . The property is currently a dry land farm and will be continued as a dry land farm. We will be using septage to help increase crop production. 2. As stated with the Weld County Code 22, this site is currently a dry land farm and will be continued in use as a dry land faun which is consistent with the area. The location is very rural with no utilities located in the area and very few residences, which are also farms. 3. As stated above, the location of area is very rural and zoned agricultural. The surrounding area is also undeveloped dry land farming. 4. The surrounding area is dry land farming, we will also be dry land farming on our location. 5. A. Number of people approximately 1 -2 very part-time as farming requires. B. 1 -2 very part-time. C. Hours of operation varying, dependent on farming needs. D. No structures at this time, no structures planned. E. No animals. F. Farm tractors for farming, tank delivery truck 1 -2 possible delivers a day, approximately 60,000 lbs. G. Fire Protection (?) H. Water Source- N/A I. Sewage disposal will be a porta-potty. J. Farm machinery stored onsite. 6. N/A 7. Reclamation will not be needed, since we are not changing the farm site. 8. Storm water drainage will be handled by current natural drainage in the area. 9. No construction is needed at the site. 10. Driver will keep their trash with them in their trucks, a small trash can will be located at the porta-potty location. 11 . Since the site is currently used as a dry land farm, there will be no need to do onsite or offsite improvements, since we will be continuing a dry land farming operation. Department of Planning Services Comments: 1 ) No usr application form was provided with the submittal. A complete application form needs to be provided. Please see attached application. Environmental Health Comments: tanks must be buried to meet definition of a vault. Secondary containment and alarm shall be addressed. Odor shall be addressed. A dust abatement plan was not included. more detail shall be included in description of request so people understand exactly what is being requested. A high water alarm will be a red flag level indicator on each tank. Dust abatement will be a water trailer when needed, for dust control. Odor control will be taken care of by tanks being sealed and charcoal vents installed to control odor. Tanker will be unloaded into storage tanks with leak proof cam-lock fittings (OPW) on hoses. We are requesting a permit to inject domestic septage waste water on our farm, for farming purposes. Upon submittal of a complete application — the application fee of $2,500.00 shall be submitted. Before the disposal and loading ports were installed on the top of storage tanks (tanks are horizontal-laying flat on skids). We performed vacuuming testing by pulling 7 Hg of vacuum on each tank and having it stay there for approximately 10 minutes, after releasing the vacuum to zero, we then pressured each tank up to 10 PSI and had it hold there for approximately 10 minutes. This testing procedure is similar to the testing done on sewer manholes and sewer mains, to ensure their integrity. Also these tanks were designed as wastewater storage tanks for the oil field industry and will be satisfactory in storing seepage wastewater. Sincerely, • id, Wade D.
