WELD COUNTY COUNCIL
July 20, 2015
The Weld County Council met in full conformity with the Weld County Home Rule Charter,
Monday, July 20, 2015, at the Ault/Pierce Firehouse, Ault, CO.
ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the
following members were present, constituting a quorum of members thereof:
Councilwoman Marge Klein
Councilman Brett Abernathy
Councilman Don Mueller- Excused
Councilman Jordan Jemiola
Councilman Charles Tucker
Also present: Sean Conway, Weld County Commissioner, Weld County Director of Public
Works, Jay McDonald and Sarah Mundt, Council Secretary.
APPROVAL OF AGENDA: Councilman Jemiola made a motion to approve the
July 20, 2015 agenda. The motion was seconded by Councilman Tucker and the
motion carried.
APPROVAL OF MINUTES: June 15, 2015 Minutes. The motion was made to
approve the minutes by Councilman Klein and the motion was seconded by Councilman
Tucker and the motion carried.
REVIEW PROGRAM:
Jay McDonald, Director of Public Works
Mr. McDonald presented the organization of his Department. The Department has 56
seasonal workers, 275 employees, 725 miles of paved roads, including 48 subdivisions,
2300 miles of gravel roads, 4000 square miles and 26 grader stations. Heavily used
roads are being redone (remove asphalt and rebuild), 429 bridges are maintained and 5
active surface mines are under maintenance. Both in-house and contract engineers are
used on projects, utilizing in-house engineers first, but contracting is necessary at times.
Asphalt that is torn up is recycled and any leftover is sold back to the asphalt plants.
The scheduled completion date for the Hwy34/I-76 Project is December 31, 2017.
Citizens are able to contact the Department of Public Works with complaints or
concerns or reports of needs for road maintenance.
Commissioner Conway affirmed that rural Weld County does tolerate a larger proportion
of road challenges in Weld County. The Oil and Gas boom started just 5 years ago
today and the tax intake has gone from $5 million to $11 million in those years. It is
obvious that the rural roads are being affected by the boom. Public Works and the
County are listening and trying to come up with solutions to provide maintenance on the
roads. Weld County is also weather affected and the challenges are ever changing, also
creating a challenge and need for continual consideration on maintenance options.

Update: WCR 49 Corridor project was fast tracked after the flood in 2013, it was fast
tracked from 10 years to 3 years. Weld County Parkway will involve 2 bridges and
connect to HWY 34. The County hopes to have the ribbon cutting by September 2015
and then break ground on the other section heading towards 1-76. This whole project is
being paid for with preplanned, in the bank, cash. New to present is the Northern
Integrated Supply Project is a 2 reservoir supply project (Glade and Galeton).
Seventeen participants are paying for the project and July 22, 2015, is first Public
Comment meeting at the Ft. Collins Hilton. The second Public Comment meeting will
be July 24 2015, at the Weld County Administration Building in Greeley. The Open
House begins at 6:00 pm and Public Comment at 7:00 pm. Galeton Reservoir is a 2 tier
reservoir and is designated for agricultural use only. This is significant for the Buy and
Dry threat in Weld County. Commissioner Conway encouraged the audience to show
up and speak their opinions. The County is a month away from rolling out a workforce
development project called Bright Futures Weld County. It will have a citizen-run Board.
Donations to the project will have a 50 percent tax abatement/credit that is rolling and is
also considered a charitable donation. For every $100 donation, it will only cost a
citizen $8 out of pocket. A new youth education program, Bright Futures Weld County,
is available to Weld County residents which allows for a $3,000 scholarship over and up
to 4 years for Weld County residents who meet the application requirements. Weld
County is investing in our youth.
PUBLIC COMMENT:
Ralph Sauter 233 W Main, Pierce- Lives on RD 33 (90 and 96), trucks tore up road.
Open up 96 (nonmaintained county access/right-a-way) from 33 to 85, shooting range,
gravel pits, feed lot and dairy, opening up to 85 will alleviate truck traffic.
Bob Grand 105 Woodward, Keenseburg- 87.3 of the oil production in Colorado came
out of Weld County. Unincorporated Weld County has 96 percent of the County's land
usage, so he asks that the Council as the Board to provide more funding to the rural
unincorporated roads.
Bruce Rancier 9359 Gray Ave, Carr- Petition in 2015, CR 15 south of 110, maintained.
What is the status? Answer: Jay McDonald stated that that is a road that the County
does not have right-a-way and it is unlawful to be County maintained.
Phil Lukens 9378 WCR 124, Carr- his home was flooded by the 2013 flood and
unfinished County maintained roads caused more than necessary devastation, Public
Works was great at helping, but he is stating that the County could have handled the
request for assistance better.

ADJOURNMENT: By acclamation, the meeting was adjourned at 7;51 p.m.
The next Regular Meeting of the Weld County Council will be on August 17, 2015 at the
Weld County Administration Building. Council Secretary has contacted Tami Grant,
Special Programs Manager, for a program review.
