ASSOCIATED WITH GAS PROCESSING OR WHICH COMPRESS GAS TO ENTER A
PIPELINE FOR TRANSPORT TO MARKET AND ONE 100-FOOT IN HEIGHT
COMMUNICATION TOWER IN THE A (AGRICULTURAL) ZONE DISTRICT - WELLS
RANCH LLLP, C/O DCP MIDSTREAM, LP
A public hearing was conducted on October 21, 2015, at 10:00 a.m., with the following present:

The following business was transacted:
• I hereby certify that pursuant to a notice dated September 17, 2015, and duly published
September 23, 2015, in the Greeley Tribune, a public hearing was conducted to consider the
request of Wells Ranch LLLP, c/o DCP Midstream, LP, for a Site Specific Development Plan and
Use by Special Review Permit, USR15-0053, for a Mineral Resource Development, Oil and Gas
Support and Service, including oil and gas processing facilities and related equipment, including,
but not limited to, two (2) compressors associated with gas processing or which compress gas to
enter a pipeline for transport to market and one 100-foot in height Communication Tower in the
A (Agricultural) Zone District. Bruce Barker, County Attorney, made this a matter of record.
• Chair Kirkmeyer advised Kent Naughton, representing the applicant, that, since
Commissioner Freeman was not able to be present, it will require three affirmative votes, or in the
case of a tie vote, Commissioner Freeman will listen to the record and make the determining vote.
• Kim Ogle, Department of Planning Services, presented a brief summary of the proposal
and stated the location of the site is not within the three (3) mile referral area of any municipality.
He further stated there are no residences in the area and staff did not receive any correspondence
regarding the proposed application. Mr. Ogle reviewed the operational process, construction of
the smaller compressor station and the communication tower, and stated the facility will be
unmanned and monitored remotely. He clarified that the site is located within a 20-acre lease hold

site created under Subdivision Exemption, SUBX15-0024, of which 3.25-acres will be used to
construct the facility. Mr. Ogle stated the site will be fully fenced and the area inside will be gravel
and the area outside the fence will be re-vegetated to natural grasses. Staff sent out 14 referrals
and three responses were received with comments. He displayed images of the site and
surrounding area and entered the favorable recommendation of the Planning Commission into
the record as written.
▪ Jennifer Petrik, Department of Planning Services Engineer, provided a brief overview of the
transportation plans and stated County Road (CR) 68 is a paved road with gravel portions
requiring 80 feet of build out and the relevant section lines in the area appear to be vacated. She
reviewed the average daily traffic counts and stated the traffic information submitted indicated
one pickup truck will visit the site for 60-90 minutes twice per week, after construction and the
access permit has been previously approved for the site, AP#12-00236. Ms. Petrik reviewed the
requirements relative to Public Works.
IR Lauren Light, Department of Public Health and Environment, reviewed the water and sewer
provisions stating a portable toilet will be provided for the employee visiting the site, and she
reviewed the requirements relevant to Environmental Health, further stating there are no issues
with the application.
• Kent Naughton, Attorney, represented the applicant and stated the request is for another
smaller compressor station and a communication tower to handle the increase in development.
He clarified there are already two larger compressor stations on-site and this is a smaller addition.
Mr. Naughton requested the removal of Development Standard (DS) #3 due to security concerns
with other service providers visiting the site.
kR No public testimony was offered concerning this matter.
• In response to Commissioner Cozad, Mr. Naughton stated it is an unmanned site and the
purpose of the tower is to allow the site to be monitored remotely and they are not expecting
anyone out there except for repairs.
In response to Chair Kirkmeyer, Mr. Naughton, representing Wells Ranch LLLP, c/o DCP
Midstream, LP, indicated they have no requested changes to the Conditions of Approval or
Development Standards.
• Commissioner Cozad suggested changing DS #3 to read, "Co-location of other antennas
by other service providers may be allowed, if feasible."Mr. Barker suggested language to assist
in changing DS #21 to read, "This is an unmanned facility with intermittent occupancy for the
purposes of working in the facility."In response to Chair Kirkmeyer, Commissioner Cozad clarified
the nearest fire district, after which Chair Kirkmeyer recommended a change in language to
Condition of Approval (COA)#2.A to reflect "an adjacent Fire District"due to there being no exact
Fire District designated for this particular location. (Clerk's Note: This change was also made to
DS #27 for consistency.) The Board agreed with all the suggested changes.

E] In response to Chair Kirkmeyer, Mr. Naughton, on behalf of the applicant, stated they have
no concerns with the changes and agree to abide by the Conditions of Approval and Development
Standards, as amended.
Commissioner Conway moved to approve the request of Wells Ranch LLLP, c/o DCP
Midstream, LP, for a Site Specific Development Plan and Use by Special Review Permit,
USR15-0053, for a Mineral Resource Development, Oil and Gas Support and Service, including
oil and gas processing facilities and related equipment, including, but not limited to, two (2)
compressors associated with gas processing or which compress gas to enter a pipeline for
transport to market and one 100-foot in height Communication Tower in the A (Agricultural) Zone
District, based on the recommendations of Planning staff and the Planning Commission, with the
Conditions of Approval and Development Standards as amended and entered into the record.
The motion was seconded by Commissioner Moreno, and it carried unanimously. There being
no further discussion, the hearing was completed at 11:17 a.m.
This Certification was approved on the 26th day of October, 2015.
