The Board of County Commissioners of Weld County, Colorado, on February 4, 2015,
conditionally approved a Site Specific Development Plan and Use by Special Review Permit,
USR14-0067, for the property and purpose described below. Conditional approval of this plan
creates a vested property right pursuant to Article 68 of Title 24, C.R.S., for a period of three
years.

Substation; less than 0.1 mile of new 230-kV tie-line between the new Greenhouse Substation
and the existing J.M. Shafer Substation; approximately 6.5 miles of single-circuit 230-kV
transmission line from the new Greenhouse Substation south to Tri-State's existing Henry Lake
Substation, subject to the provisions of Section 23-3-420 of the Weld County Code, and facility
construction laydown yards at the Henry Lake, Davis and Greenhouse Substations (consisting of
two construction trailers, multiple storage containers, and other associated equipment) in the
A (Agricultural) Zone District.
