BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 5, 2015
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, January 5, 2015, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Sean P. Conway
Commissioner Julie A. Cozad
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno
Also present:
County Attorney, Robert T. Frick

El ELECTION OF CHAIR: Commissioner Conway moved to elect Commissioner Kirkmeyer as Chair
of the Board of County Commissioners for the year 2015. The motion was seconded by Commissioner
Freeman, and it carried unanimously.
El ELECTION OF CHAIR PRO-TEM: Commissioner Conway moved to elect Commissioner
Freeman as Chair Pro-Tem of the Board of County Commissioners for the year 2015. The motion was
seconded by Commissioner Cozad, and it carried unanimously.
El ASSIGNMENTS: Commissioner Cozad moved to approve the annual Commissioner Coordinator
assignments for 2015. Commissioner Moreno seconded the motion, and it carried unanimously.
E MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of December 31, 2014, as printed. Commissioner Freeman seconded the
motion, and it carried unanimously.
E AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as
printed. Commissioner Moreno seconded the motion, and it carried unanimously.

NEW BUSINESS:
El 1) CONSIDER RESOLUTION RE: SCHEDULING OF REGULAR MEETINGS OF THE BOARD
FOR 2015: Commissioner Conway moved to approve said resolution. The motion was seconded by
Commissioner Freeman, and it carried unanimously.
.El 2) CONSIDER RESOLUTION RE: AUTHORIZE PUBLICATION OF PROCEEDINGS FOR 2015:
Commissioner Cozad moved to approve said resolution authorizing the publication of proceedings for
2015. Seconded by Commissioner Moreno, the motion carried unanimously.
El 3) CONSIDER RESOLUTION RE: DESIGNATION OF PARTICULAR PUBLIC PLACE FOR
POSTING OF PUBLIC NOTICES: Commissioner Conway moved to approve said resolution. The
motion, which was seconded by Commissioner Freeman, carried unanimously.
e 4) CONSIDER RESOLUTION RE: DESIGNATION OF PARTICULAR PUBLIC PLACE FOR
POSTING OF NOTICES OF TAX LIEN SALES AND NOTICES OF PROPERTIES GOING TO DEED:
Commissioner Freeman moved to approve said resolution. Commissioner Conway seconded the
motion, and it carried unanimously.
• 5) CONSIDER APPOINTMENT OF COMMISSIONER BARBARA KIRKMEYER TO CERTAIN
ADVISORY BOARDS: Commissioner Conway moved to approve said appointment. The motion which
was seconded by Commissioner Cozad, carried unanimously.
6) CONSIDER APPOINTMENT OF COMMISSIONER MIKE FREEMAN TO CERTAIN
ADVISORY BOARDS: Commissioner Moreno moved to approve said appointment. The motion was
seconded by Commissioner Conway, and it carried unanimously.
e 7) CONSIDER APPOINTMENT OF COMMISSIONER SEAN P. CONWAY TO CERTAIN
ADVISORY BOARDS: Commissioner Cozad moved to approve said appointment. Seconded by
Commissioner g Freeman, the motion carried unanimously.
!CJ 8) CONSIDER APPOINTMENT OF COMMISSIONER JULIE A. COZAD TO CERTAIN
ADVISORY BOARDS: Commissioner Conway moved to approve said appointment. The motion, which
was seconded by Commissioner Moreno, carried unanimously.
El 9) CONSIDER APPOINTMENT OF COMMISSIONER STEVE MORENO TO CERTAIN
ADVISORY BOARDS: Commissioner Freeman moved to approve said appointment. Commissioner
Conway seconded the motion, and it carried unanimously.
10) CONSIDER APPOINTMENT OF DONALD D. WARDEN AS DIRECTOR OF FINANCE AND
ADMINISTRATION: The motion to appoint Mr. Warden, which was made by Commissioner Conway,
and seconded by Commissioner Freeman, carried unanimously. Commissioner Cozad requested future
discussion regarding a plan of succession for Mr. Warden.

IE 11) CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES — FORT DRILLING,
LLC: Christopher Woodruff, Weld County Assessor, reviewed the petition for abatement filed in 2012,
E9521214 — Fort Drilling, LLC, for a drilling rig that operated in Weld County in 2012. The property
owner misfiled data in 2012 and desires correction. The original valuation of the drilling rig was
$1,748,966.00, the corrected value is $842,524.00 resulting in a refund of $32,241.55. Commissioner
Conway moved to approve said petition for abatement of taxes. The motion was seconded by
Commissioner Cozad, and it carried unanimously.
ELI 12) SECOND READING OF CODE ORDINANCE #2014-15, IN THE MATTER OF REPEALING
AND REENACTING, WITH AMENDMENTS, CHAPTER 9 INFORMATION TECHNOLOGY, OF THE
WELD COUNTY CODE: Commissioner Conway moved to approve the reading of said Ordinance by
title only. The motion was seconded by Commissioner Freeman, and it carried unanimously. Ryan
Rose, Director of the Department of Information Technology, stated revisions were made per work
session discussion of Chapter 9, Article 1, regarding overview of specific duties for the department of IT
as it relates to county operations. Commissioner Conway made a motion to approve the Second
Reading of Code Ordinance #2014-15. Commissioner Freeman seconded the motion, and it carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance#2014-15 was approved on Second Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:13 a.m.
