Dear Chairwoman Kirkmeyer:
Thank you for providing the additional application documents requested, including the completed environmental
review requirements. I have reviewed the documents and found them to be complete and acceptable. I'm pleased to
inform you that you may now begin the contracting process with the Department of Local Affairs for the
Community Development Block Grant (CDBG) you were awarded on May 28th in the amount of$648,500 for
project # 15-504. Please contact Don Sandoval at 970.679.4501 for information on how to proceed with the
contract process.
Please note that no State funds may be obligated before the grant agreement contract is fully executed by the State.
Expenditures made prior to the contract being fully executed cannot be reimbursed by the State.

The Department received the published combined notice, completed environmental review, and other
required supplemental documentation for the project listed above and I agree with the conclusion finding
no significant impact.
Activities
New Construction
The environmental clearance required prior to the execution of your contract is now complete. This
determination applies only to the project listed above. Any other activities you wish to consider as part of
this project must have a separate written release. Please inform the recipients that they are agreeing to
abide by the special conditions, procedures, and requirements of an environmental review and are to
advise the State of any changes in the scope of the project or environmental conditions.
With the receipt of the Release of Funds (ROF) letter,you may now complete the contracting
process with the State for the above activities.

RE: CDBG#15-504--Wattenburg Water System
Dear Chairwoman Kirkmeyer:
The Department of Local Affairs has completed its review of your application for Community Development Block
Grant (CDBG) funds for the above referenced project. I am pleased to offer a grant award in the amount of
$648,500 to assist in the construction of a new water storage tank and improvements to the current system. This
offer is contingent on the State receiving its 2015 CDBG allocation from the U.S. Department of Housing and Urban
Development(HUD) and Weld County achieving the following by September 30, 2015:
• Completing and submitting the remaining CDBG application requirements available at
dola.colorado.gov/cdbg under the"Application" tab, including conducting a public hearing;
• Completion of the Wattenberg Income Survey and determination of eligibility to receive award;
• The project involves new construction and will require the completion and submission of an
Environmental Assessment and the publication of a Combined Notice. All forms and instructions are
available in the CDBG Guidebook on-line at www.dola.eolorado.gov/environmentalreview;and
• Completing and submitting the Signatory Delegation Form, also available in the CDBG Guidebook.
Please refer to Signatory Delegation Instructions,Exhibit II-F.1,for more information.
Upon completion of the above requirements, a Final Award Letter will be issued and you can begin the contracting
process with the Department. These funds may not be obligated before a grant contract is fully executed.
Expenditures made prior to the full execution of the contract cannot be reimbursed by the State. Additionally,
Federal regulations prohibit obligating or expending CDBG funds until an environmental review has been
completed and funds formally released by the State.
