WELD COUNTY COUNCIL
November 16, 2015
The Weld County Council met in full conformity with the Weld County Home Rule Charter,
Monday, October 19, 2015, at the Weld County Administration Building, Greeley, CO.
ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the
following members were present, constituting a quorum of members thereof:

Councilman Brett Abernathy
Councilman Don Mueller
Councilman Jordan Jemiola
Councilman Charles Tucker
Also present Tom Parko, Director of Planning Services, and Sarah Mundt, Council Secretary.
APPROVAL OF AGENDA: Councilman Abernathy made a motion to approve the
November 16, 2015 agenda. The motion was seconded by Councilman Mueller and the
motion carried.
APPROVAL OF MINUTES: October 19, 2015 Minutes. The motion was made to
approve the minutes by Councilman Jemiola and the motion was seconded by
Councilman Tucker and the motion carried.
REVIEW PROGRAM:
Tom, Director of Planning Services
Planning Services and Building Services are the two divisions within the Department of
Planning Services. Planning Services is composed of Planning, Zoning, Floodplain
Administration, Oil and Gas, Economic Development, Zoning Compliance and
Engineering (Design Review). Building Services is comprised of Building Inspections,
Plan Review and Building Compliance. Planning Services has had a steady increase in
work demands since 2010 and it continues to increase. Oil and Gas is a huge influence
on the Department. One thousand, one hundred and twenty five drilling permits have
been issued since April of this year. Weld County has almost 23,000 active wells, about
85% of all the active wells operating in Colorado. The County has about 23 active rigs
operating and the major operators are Anadarko, Noble, PDC, Whiting, Bonanza,
Synergy and Extraction. During the peak, Weld County had 94 active rigs. The number
of operators and rigs may have dropped, but Oil and Gas is still quite profitable and
influential for Weld County. Weld County holds about 62% of the drilling permits within
the State. The Department has proposed and received permission to offer a Small
Business Credit to any business that has 25 or fewer employees, at least 50% of their
workforce is are residents of Weld County, the applicant must be record owner of the
property or tenant, the business must have begun after the date of the adoption of the

program. The program helps the business reduce land use application fees, building
permit fees, and impacts fees. The funds cannot cover consultant fees, attorney fees,
on-site and off-side bonding or collateral requirements. The Department is getting the
word out about this new program since they still have a substantial amount of money
left from the half a million granted.

• Pay Bills: Councilman Jemiola made a motion to pay the bills and the motion was
seconded by Councilman Tucker and the motion carried.

ADJOURNMENT: By acclamation, the meeting was adjourned at 7:06 p.m.
The next Regular Meeting of the Weld County Council will be on Dece er 14, 2015 at
the Weld County Administration Building. Councilman Abernathy will on act
