Good morning. I didn't see a green sheet associated with this one but if you would like to forward this
response to the Commissioners please do so. I also copied Commissioner Moreno on it. This particular
complaint is associated with an existing USR located at WCR 37 and Hwy 392. The original USR (USR 737)
was approved for a grain operation in 1987. The USR was amended several times over the years with the last
amendment approved in 2012 for Northern Plains Trucking. Since this is an existing USR we have assigned it
to a planner who will initiate a probable cause. If staff determines that there is a violation with one or more of
the development standards and the business does not remedy the violation we will forward to the
Commissioners and schedule a probable cause/ show cause hearing.

County Commissioners. You are all receiving this letter of concern because,
We would like to call attention to several items that we don't think would fall into compliance with Weld
County Codes, Concerning Northern Plains Trucking located at 18302 HWY 392, Greeley, CO 80631.

List of concerns:
1. NPT is utilizing the residence which is located on the North West parcel connected to the Main
truck yard, as an office building and conference room. This house also has 2 or 3 office ladies
inside performing administrative functions. This house is also used for supervisor meetings with
anywhere from 10 to 20 people at a time. We are not sure if the septic was designed for this or
the residence was zoned for office space and meeting room facility?
2. NPT washes their semi-trucks and other equipment in a "wash bay" located on the east edge of
their main shop. All of the rinse water travels down to the lower parking lot of the property
where is runs into a concrete septic vault,and we are instructed to load it into our water hauler
trucks and mix it in (comingled with production water from oil companies, Noble energy,
Anadarko, Bonanza Creek, whiting petroleum ) and disposed of at the local disposal well sites.
(NGL or was High Sierra). We don't think this is legal because the disposals are only allowed to
take specific oil field liquids with a lease number attached. Is car&truck wash rinsate supposed
to go to special disposals? We don't want to get caught breaking the law because our CDL's are
our livelihood.
3. We would encourage someone from the county to count the number of vehicles that enter and
leave this property during peak hours. Surely there is some type of traffic count that is deemed
safe for entering HWY 392 during busy morning hours?? There are 50 or 60 big trucks along
with all of the employees that drive the trucks, work in the shop, and administrative people.
4. NPT constructed a rather tall retaining wall on the east side of their lower parking lot, rumor
has it that it was never inspected. It is probably 9 ft tall in spots. It that a safety concern? What
is the strength of this wall? We walk by it every morning and night getting to our trucks.
We have intentionally not placed a name or return address on this letter for fear of retaliation. Please
accept it as questions from concerned Weld County residents. Sincerely and appreciated.
