I received your letter dated March 18 in regard to the proposed juvenile
jail plans. The reference made to your October 6, 1975 letter to me
going unanswered is of concern to me; I believe I spoke directly with
you regarding the matters in the letter and assumed that would suffice.
I agree with your concerns about keeping the juvenile facilities in the
jail small and regarded as only a part of a total program; current
proposals show capacity for three girls and five boys and double occupancy
of the rooms would be only in cases of emergency, so capacity of the
juvenile facilities is listed as eight.
Please note: the juvenile facilities are only for temporary holding and
occupants are anticipated to be there, at the most, for just overnight.
Agreed that professional staffing is of great importance. But there will
be no final decisions made on staffing patterns until the final plans for
the jail are approved, which is a year away. Professional staffing that is
necessary will be hired. That means only professional staffing merited
essential to the efficient operations of the jail and constructive stay of
the inmates will be hired.

Mike Maag, Neal Carpenter and John Haley of NHPQ and I have all been to the
University of Illinois,where the National Clearinghouse for Criminal Justice
Planning is located,for sessions regarding the constant designing and improving
of major programs concerning rehabilitation of adults and juveniles, picyiams
for diversion of offenders through channels other than the courts in the
criminal justice system and, most importantly, plugrams in the community which
will hopefully always minimize the use of our juvenile jail facilities.

Mike Maag is designing for Region II (Larimer and Weld Counties) a Criminal
Justice plan according to state and federal laws. Also occurring now county
wide are studies by the juvenile court system determining who is eanmitting
offenses, why, where, how, where are the offenders detained, by wham are
they referred.
Design of the jail's floor plan will be difficult until the state's moratorium
on the construction of jails is lifted and any further state regulations
that may be established are known.
Development of sane juvenile pLoyLams and facilities, other than and
including the new jail juvenile provisions, will continue to be difficult
until the state decides for sure and acts upon whether or not it is going
to handle all juvenile detention and evaluation facilities.

don't hesitate to contact me. I hope this letter has clarified matters
with which the county is dealing in regard to the design of the jail
facilities and the important accompanying community pivyLams.
