Minutes WELD COUNTY COUNCIL May 18, 2015 The Weld County Council met in full conformity with the Weld County Home Rule Charter, Monday, May 18, 2015, at the Weld County Administration Building, Greeley, CO. ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the following members were present, constituting a quorum of members thereof: Councilwoman Marge Klein Councilman Brett Abernathy • Councilman Don Mueller Councilman Jordan Jemiola-Absent Councilman Charles Tucker Also present: Christopher Woodruff, Weld County Assessor and Sarah Mundt, Council Secretary. APPROVAL OF AGENDA: Councilwoman Klein made a motion to approve the May 18, 2015 agenda. Councilman Tucker made a motion to approve the agenda, the motion was seconded by Councilman and the motion carried. APPROVAL OF MINUTES: • Formal Approval of the April 20, 2015 Minutes, Councilman Mueller motioned to accept the Minutes. The motion was seconded by Councilman Tucker and the motion carried. PROGRAM REVIEW: Christopher Woodruff, Weld County Assessor Mr. Woodruff presented an overview of the Assessor's Functions as well as an overview of Property Valuation Issues for 2015 that include Oil and Gas values, market value changes and large increases in the volume of new construction, protests of valuations, mill levies and taxes not being sent until December 2015. The methods of valuation and assessment rates for 2015- 2016 is Vacant Land, Commercial Land, Industrial Land, Agricultural Land, Natural Resources (sand and gravel), State Assessed Land, and Business Personal Property are all at 29% and Oil and Gas Property is set at 87.5% and Residential and Agricultural Residential are set at 7.96%. Projected Land Values in Weld County are Vacant Land at a 30% increase, Residential Land at a 20% increase, Commercial Land at a 5% increase, Industrial Land at a 2% increase, Agricultural Land at a 20% increase, Natural Resources (sand and gravel) at a 5% increase, Oil and Gas Land at a 25% increase and State Assessed Land at a 5% increase. All of these projections add up to a net 20% increase. Weld County has fully recovered from the recession and it is evident in the numbers and projections. PUBLIC COMMENT: None at this time OLD BUSINESS: None at this time dew nZuni j 2015-4098 Weld County Council May 18,2015 Minutes NEW BUSINESS: • Coordinator Reports o Councilman Tucker attended a water meeting in Greeley and he reported the details to the Council. • Discuss 2016 Budget o A motion was made by councilman Mueller to adopt $20,000 personal $500 supplies and $28,500 personal services for a total of$49,000 2015 Budget Proposal. The motion was seconded by Councilman Tucker and the motion carried • Upcoming Meetings/Invitations- None • Pay bills—Councilman Mueller made a motion to pay all bills, Councilman Tucker seconded the motion, and the motion carried. ✓ Mileage for Councilman Mueller $ 5.94 ✓ Mileage for Councilman Abernathy $ 9.72 ✓ Mileage for Councilwoman Klein $ 34.02 ✓ Mileage for Councilman Tucker $ 19.44 ADJOURNMENT: By acclamation, the meeting was adjourned at 7:49 p.m. The next Regular Meeting of the Weld County Council will be on June 15, 2015 at the Weld County Administration Building.
