SUBJECT: USR14-0044, Favela Air Soft GoAirHeads Range The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff comments made during this phase of the application process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: General Project Information/Location: Commercial Recreational Facility (plastic projectile simulated war game (airsoft) facility) in the A (Agricultural)Zone District. Roads: County Road 7 has been annexed by the Town/City (municipality) of Erie. The municipality has jurisdiction over all accesses within their jurisdiction. Please contact municipality to verify the access permit or for any additional requirement that may be needed to obtain or upgrade the permit. ADT counts not available Traffic: GoAirheads has planned events, which normally occur on Saturdays between 10:00 am and 4:00 pm and on Sundays between 12:00 pm and 4:00 pm. Their busiest times occur on Saturdays when they may have 100 people during that six-hour time frame. Assuming that the average vehicle occupancy is approximately 2.5 people per vehicle, the Saturday traffic generation is approximately 40 vehicles making 80 trips per day. Approximately 25 percent of this daily volume occurs during a common peak hour resulting in a peak hour trip generation of only 20 vehicles per hour. The Sunday events are usually smaller private events that include 15 people. Using the same vehicle occupancy translates to about six (6)vehicles making 12 trips per day. During the summer, the facility is also open weekdays Tuesday through Friday, in addition to weekends, from 10:00 am to 5:00 pm. The weekdays average about 20 people per day, which translates to eight (8) vehicles making 16 trips per day. Therefore, the likely peak hour weekday trip generation of the facility is approximately four(4)vehicles per hour. Access: Please contact municipality to verify the access permit or for any additional requirement that may be needed to obtain or upgrade the permit. Other PW Permits: A Right-of-Way Use Permit is required for any work in the Weld County Right-of-Way. Contact Weld County Public Works at 970-304-6496 ext. 3764. -Geologic hazard Area: This site IS in a Geologic Hazard Area. Engineering has reviewed the mine depth estimated at 100'-150'. Based upon the use of the site and that no permanent structures are being constructed we are recommending that no geologic hazard permit is required for this USR. If future changes to the USR, a permit may be required at that time. -Floodplain: This area IS NOT in a Floodplain. Drainage Study: A drainage narrative and water quality feature design is required and full Drainage Report and detention pond waived because the stormwater drainage impacts of the project will be insignificant. o Narrative: The applicant shall provide a shod description of the historic stormwater flows across the property and how their application will affect those flows. The description shall include but not be limited to: 1. where the water originates if it flows onto the property from an offsite source 2. where it flows to as it leaves the property 3. the direction of flow across the property 4. if there have been previous drainage problems with the property 5. The overall site imperviousness o Water Quality Feature Design: A Water Quality Feature is required onsite downstream of the business activities such as parking, buildings, storage areas etc... The area can be an existing low point or excavated area that will capture the stormwater and contaminants prior to flowing offsite. Methodology for sizing is outlined in Volume 3, Section 3.3.0 of the Urban Storm Drainage Criteria manual. The web site address is as follows www.udfcd.org. A drainage narrative and WQCV was included The applicants will be required to maintain historic drainage flows and run-off amounts on the property. Grading Permit A Weld County Grading Permit will be required if disturbing more than 1 acre. Contact the Planning Department for more information. A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact: Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303- 692-3575. CONDITIONS OF APPROVAL: Prior to recording the plat: A. County Road 7 has been annexed by the Town/City (municipality) of Erie. The municipality has jurisdiction over all accesses within their jurisdiction. Please contact municipality to verify the access permit or for any additional requirement that may be needed to obtain or upgrade the permit. The map shall be amended to delineate the following: A. Label the approved City/Town of Erie accesses on the plat with access permit number if applicable. B. Show and label the Geologic Hazard Area and Geologic Hazard Fault(s) on the map. C. Show the accepted water quality feature on the map with volume and label as WATER QUALITY FEATURE, NO-BUILD OR STORAGE AREA. D. Show and label the drainage flow arrows, parking and traffic circulation on the map. E. Show any proposed gate back a minimum of 75ft from the right of way. Prior to Construction: A. If more than 1 acre is to be disturbed, a Weld County grading permit will be required prior to the start of construction. Contact the Planning Department for application information. B. If more than 1 acre is to be disturbed for construction of non pipeline items such as structures, parking lots, laydown yards etc..., a Weld County grading permit will be required prior to the start of construction. Prior to Operation: A. Construction of the approved access and/or tracking control improvements is required prior to operation. DEVELOPMENT STANDARDS (NOTES ON THE PLAT) 1. Should noxious weeds exist on the property, or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Chapter 15, Articles I and II, of the Weld County Code. 2. The historical flow patterns and runoff amounts will be maintained on the site. 3. Weld County is not responsible for the maintenance of onsite drainage related features. MEMORANDUM TO: Kim Ogle, Planning Services DATE: August 14, 2014 FROM: Donald Carroll, Engineering Administrator U�� N Y Public Works Department SUBJECT: USR14-0044, Favela/Trevathan Recreational Facility (Airsoft) The Weld County Public Works Department has reviewed this proposal. This project falls under the Use by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff comments made during this phase of the Use by Special Review process may not be all inclusive; as other issues may arise during the remaining application process. COMMENTS: Weld County Functional Classification Map: (Revised Feb. 9, 2011 —Amended 10/2011) CR 7 is an arterial road, which requires a 140-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road has been annexed into and is maintained by the Town of Erie. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. The applicant shall delineate or dedicate an additional 40-foot of right-of-way parallel to the CR 7 right-of-way for full build-out. Bruce Road within Scott Acres Subdivision is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. REQUIREMENTS: Site Plan: Show location of WQCV and label with 1707 cu. ft. Weld County Road Access: The applicant has placed gravel through the entrance and parking lot. The site plan is showing a gate at the west end of the parking area so as to not block access onto CR 7, to allow vehicles to access the parking lot, and to not stage or park vehicles on CR 7. Noxious Weeds: Should noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Section 15-1-180 of the Weld County Code Traffic: CR 7 has been annexed into the Town of Erie, both north and south of the site. In the summer, the applicant plans to see around 30 cars coming into the property between Tuesday and Friday; on Saturday around 45 a day, and on Sunday, again around 30 cars. Peak hours will be from 9:00 a.m.-10:00 a.m. and from 4:00 p.m.-5:00 p.m. Winter estimates are 55 cars coming to the property on Saturdays; peak hours are10:00 a.m.-11:00 a.m. and 3:00 p.m.-4:00 p.m. Drainage: The historical flow patterns and run-off amounts will be maintained on site. There may be up to 20 employees in the future. In the summer there are 40 customers during the week and 60 on Saturdays. During the winter currently there are 100 customers on Saturdays which could expand to 250 customers in the future. Due to the amount of employees and customers Environmental Health's policy relating to portable toilets cannot be utilized. An onsite waste water treatment system must be installed or a waiver granted by the Board. The USR map indicates an area for RV sites. All RV's should be self contained. The applicant is proposing to utilize water for dust control. It appears from the map that was submitted the parking area is graveled. The dust control plan shall be updated to include the surface material of the parking areas and access drives. Also include if sprinklers will be using Left Hand Water District. The waste handling plan indicates trash will be disposed of by One Way Disposal. A revised waste handling plan shall be submitted which addresses how waste will be contained on site. This shall include, picnic areas, RV sites, concession sales and services. Include if covered trash cans will be distributed over the site. Also address how the spent BB's are recovered and disposed of. Noise will be limited to the non-specified level which is the same as residential. The applicant shall submit a noise control plan that indicates how noise will be controlled and monitored to ensure compliance with noise regulations. All food vendors must adhere to the Colorado Retail Food Establishment Rules and Regulations. A Weld County licensed mobile unit is an acceptable method to provide food. We have no objections to the proposal; however, we do recommend that the following conditions be part of any approval: Prior to recording the plat: 1. The applicant shall submit a revised Dust Abatement Plan, detailing on site dust control measures, for review and approval, to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. 2. The applicant shall submit a Noise Control Plan for review and approval, to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. 3. An On-Site Wastewater Treatment system is required for the proposed facility and shall be installed according to the Weld County On-Site Wastewater Treatment System (OWTS) Regulations. 4. The applicant shall submit a revised waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 1. A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2. A list of the type and volume of chemicals expected to be stored on site. 3.The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. The applicant shall operate in accordance with the approved Waste Handling Plan, at all times. 2 4. Fugitive dust and fugitive particulate emissions shall be controlled on this site. The facility shall be operated in accordance with the approved Dust Abatement Plan. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Non-specified Zone District, as delineated in Section 14-9-30 of the Weld County Code. The applicant shall operate in accordance with the approved Noise Control Plan, at all times. 6. RV units shall have self-contained sewage disposal and shall dispose of sewage at an approved off-site facility. 7. Adequate drinking, hand washing and toilet facilities shall be provided for employees and patrons of the facility, at all times. 8. Sewage disposal for the facility shall be by septic system. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to On-site Wastewater Treatment Systems. 9. A permanent, adequate water supply shall be provided for drinking and sanitary purposes. The containers used for the games will require Building Permits .The containers that have been altered must have a stamped engineers letter for structure compliance. Handicap accessible restrooms are required for men and women. A building permit application must be completed and two complete sets of engineered plans. Buildings and structures shall conform to the requirements of the various codes adopted at the time of permit application. If it's not realigned it would be a principal arterial, which is a big difference in right-of-way needed. As part of the Access Permit we will be issuing them, there will be a condition that the permit is only for 3 years at which time the Town can put additional requirements such as right-of-way dedication and safety improvements. At that time we should have a better idea of what our plan is for WCR 7 and how much right-of-way we need. Per the provided traffic study the peak hour traffic will be approximately 20 vehicles. The Town requires a left turn lane on arterials when the peak hour trips are greater than 10 vehicles. Therefore a northbound, left turn lane will need to be constructed on WCR 7. This will be a requirement of the Town issuing an access permit for the property. This is the property that is proposing to access onto County Road 7 which has been annexed into Erie. The last time we spoke you had indicated that Public Works was drafting a response re: this request. Have you heard anything from them. I have been checking my e-mails... and have not seen a response. It has been a considerable period of time and I need to start proceeding with my review/staff recommendation. As the proposed use will be accessing a road the Town has jurisdiction over, an access permit will need to be issued by the Town. 2. Per the provided traffic study the peak hour traffic will be approximately 20 vehicles. The Town requires a left turn lane on arterials when the peak hour trips are greater than 10 vehicles. Therefore a northbound, left turn lane will need to be constructed on WCR 7. This will be a requirement of the Town issuing an access permit for the property.
