CODE ORDINANCE 2014-15
IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 9
INFORMATION TECHNOLOGY, OF THE WELD COUNTY CODE
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF
WELD, STATE OF COLORADO:
WHEREAS, the Board of County Commissioners of the County of Weld, State of
Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with
the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners, on December 28, 2000, adopted Weld
County Code Ordinance 2000-1, enacting a comprehensive Code for the County of Weld,
including the codification of all previously adopted ordinances of a general and permanent nature
enacted on or before said date of adoption, and
WHEREAS, the Weld County Code is in need of revision and clarification with regard to
procedures, terms, and requirements therein.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of the
County of Weld, State of Colorado, that certain existing Chapters of the Weld County Code be,
and hereby are, repealed and re-enacted, with amendments, and the various Chapters are
revised to read as follows.

A. The Weld County Information Technology department provides IT services to the °,w.9•
departments and offices of Weld County government. This is accomplished by "cea,- .
implementing and maintaining a reliable, secure and flexible computing environment and ma q
by aligning strategic goals and specific duties with the vision of the County elected officials ca

1. Provide strategic leadership and vision to the County for IT application and Mean
database services. Provide a comprehensive application roadmap and service fan ti
catalog to ensure departments have a clear understanding for short and long-term ra L
goals associated to their key objectives. vm:1111

2. Provide a well-designed and maintained technology rich infrastructure that is
secure and flexible enough to handle current and projected needs of internal
clients and the citizens of Weld County. Leverage virtualization and cloud-based
technologies where appropriate to increase functionality and potentially lower
associated capital and operational costs.
3. Provide access to County IT applications and resources for onsite, remote and
mobile employees. Enable users to access resources needed to be successful in
their roles in a seamless and thoughtful manner. Review and implement
advanced technologies that empower users to integrate new and existing
technologies and devices into their operational responsibilities.
Amend Sec. 9-1-20. Specific duties and responsibilities of Information Technology.
The following duties provide an outline of services provided by, and responsibilities of,
Information Technology:
A. Advisory responsibilities:
1. Serve as a technical resource to the Board of County Commissioners, all
departments and appropriate public entities on matters pertaining to information
management.
2. Participate, with technical expertise, in determining whether the County's best
interests are served by specific systems.
3. Keep the Board of County Commissioners, departments and public entities
continuously advised concerning the status of the design and operation of systems
which affect them.
4. Participate on committees relating to Information Technology in the County.
B. Direct responsibilities:
1. Represent the County to vendors of computer and data communications
equipment, systems and services.
2. Provide for the acquisition and administration of personnel, hardware, software,
contracts, grants and related services necessary to support the Information
Technology requirements of any user or the County in general.
3. Inform users in advance of changes to computer hardware, software and related
resources which may affect their systems.
4. Take action to ensure the efficient use of any information service hardware,
software, staff and related resources.
5. Establish and enforce County-wide standards and procedures and necessary
security measures for information processing.

6. Provide project management of computer application development activities for
departments and agencies within the County.
7. Design, development or requisition of the same, for all computer systems and
enhancements to existing systems.
8. Maintain and modify existing computer systems.
9. Provide continued operation and scheduling of existing systems.
10. Prepare project packages in response to requests from users for new
development projects and feasibility studies for review during the budget and
annual work plan process.
11. Identify opportunities for information systems in conjunction with users.
12. Apply a County-wide perspective to Information Technology planning.
13. Identify and coordinate proposals that affect more than one (1) department or
system area.
14. Coordinate with the user to determine the priorities of approved Information
Technology projects.
15. Review user requests for development of new systems and major enhancements
to existing areas.
16. Allow for testing of new systems and major enhancements and technology prior to
production implementation.
17. Working with the Director of Finance and Administration and the Board of County
Commissioners, control and coordinate the funding for projects.
18. Provide a centralized clearing house for all computer hardware, software and
service acquisition and purchases.
19. Maintain an inventory of all computer hardware and software.
20. Establish and enforce County-wide standards and procedures and necessary IT
security measures for centralized and personal computer systems.
21. Ensure that any hardware or software solution not only meets the user's
requirements but also adheres to the overall County computer strategy.
22. Develop and maintain assessment guidelines for use in hardware and software
selection.
23. Facilitate County-wide sharing of related information.

24. Provide support and direction for voice communications. Coordinate the
integration of telecommunications into county departments including cellular
devices. Provide unified communications for all county employees.
BE IT FURTHER ORDAINED by the Board that the Clerk to the Board be, and hereby is,
directed to arrange for Colorado Code Publishing to supplement the Weld County Code with the
amendments contained herein, to coincide with chapters, articles, divisions, sections, and
subsections as they currently exist within said Code; and to resolve any inconsistencies regarding
capitalization, grammar, and numbering or placement of chapters, articles, divisions, sections,
and subsections in said Code.
BE IT FURTHER ORDAINED by the Board if any section, subsection, paragraph,
sentence, clause, or phrase of this Ordinance is for any reason held or decided to be
unconstitutional, such decision shall not affect the validity of the remaining portions hereof. The
Board of County Commissioners hereby declares that it would have enacted this Ordinance in
each and every section, subsection, paragraph, sentence, clause, and phrase thereof irrespective
of the fact that any one or more sections, subsections, paragraphs, sentences, clauses, or
phrases might be declared to be unconstitutional or invalid.
The above and foregoing Ordinance Number 2014-15 was, on motion duly made and
seconded, adopted by the following vote on the 26th day of January, A.D., 2015.
