HomeMy WebLinkAbout20151163.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN-FELLOWSHIP CHURCH GREELEY AND RISE WHEREAS,the Board of County Commissioners of Weld County,Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County,Colorado,and WHEREAS, the Board has been presented with a Memorandum of Understanding between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Human Services,and Fellowship Church Greeley and RISE,commencing April 21,2015,with further terms and conditions being as stated in said memorandum of understanding,and WHEREAS,after review,the Board deems it advisable to approve said memorandum of understanding a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that the Memorandum of Understanding between the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Human Services, and Fellowship Church Greeley and RISE be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be,and hereby is,authorized to sign said memorandum of understanding. Griego, Director, Human Services I7tpartme1it RE: Memorandum of Understanding (MOU) between the Department ot'Human Services' Child Welfare Division and the Suitcase Angels Program through Fellowship Church Greeley and the RISE program Enclosed for Board approval is a Memorandum of Understanding(MOU) between the Department of Human Services' Child Welfare Division and the Suitcase Angels Program through Fellowship Church Cireeley and the RISE program. This MOU was reviewed under the Board's Pass-Around Memorandum dated April 7. 2015, and was approved for placement on the Board's Agenda. The goal of the Suitcase Angels Program is to provide every Weld County child who has been placed out-of-home, with a suitcase to store their clothing and any prize possessions. When children and youth are removed from their homes, they have limited opportunity to take with them any personal items or items that are of comfort to them. This program will provide children and youth a suitcase they can pack and take with them. Suitcase Angels' vision is to add joy and dignity to every child and youth who is placed out-of-home. Fellowship Church Greeley and the RISE program are the founders who will be providing the suitcases, and there is no cost to the Department associated with this project. The Department will store a small number of suitcases to have available when needed. If you have questions, please give me a call at extension 6510. 2015-1163 MEMORANDUM OF UNDERSTANDING BETWEEN WELD COUNTY, FELLOWSHIP CHURCH GREELEY, AND RISE FOR THE SUITCASE ANGELS PROGRAM This Memorandum of Understanding ("MOH") is entered into by and between the Fellowship Church Greeley ("Fellowship Church"). a member of CRCNA. and RISE. a Colorado non-profit corporation ("RISE") and the Weld County Board of County Commissioners. on behalf of the Weld County Department of Human Services. Child Welfare Division ("County"). Fellowship Church. RISE. and the County shall be referred to collectively herein as the 'Parties The Parties agree that this MOH shall he effective upon execution by all parties. WI IERFAS. the Child Welfare Division is dedicated to providing a community of sale and stable families and individuals where the basic needs of all are met with respect and dignity. and WIIERFAS. RISE is dedicated to providing access to resources for individuals, that will empower them, and lead them to stability. and WI IEREAS. RISE's Suitcase Angels program's goal is to provide suitcases for all luster children and kinship children in Weld County as more particularly described in Exhibit A to this MOM'. and WI IEREAS. the Parties desire to cooperate towards this goal. NOW. TI[FRI{FORE. in consideration of the foregoing and for other good and valuable consideration. the sufficiency and receipt of Which is hereby acknowledged. the Parties agree as follows: SPECIFIC TERMS 1. Fellowship Church in partnership with RISE Will manage cash donations to Suitcase Angels. Checks will he made out to Fellowship Church with a remark in the note section that states: "Suitcase Angels". Fellowship Church has created a separate line item in their budget to manage cash donations and gifts in kind (i.e. suitcases) donations. 2. RISI( and the County will manage the storage of suitcases. 3. The County will manage the distribution of suitcases to Foster Care and Kinship Care children throughout Weld County. 4. This MOU is non-financial and all program funds are expected to be donated by third parties. GENERAL TERMS 5. This MOU shall commence upon execution by all panics and shall continue indefinitely. Any party may terminate that party's obligations under this MOU upon 30 days written notice to the other parties. 6. No term or condition of this contract shall he construed or interpreted as a waiver. express or implied, of any of the immunities, rights, benefits, protections or other provisions, of the Colorado Governmental Immunity Act §§2d-I0-101 et seq., as applicable now or hereafter amended. 7. It is expressly understood and agreed that the enforcement ol'the terms and conditions of this Agreement. and all rights of action relating to such enforcement. shall be strictly reserved to the undersigned parties and nothing in this Agreement shall give or allow any claim or right of action whatsoever by any other person not included in this Agreement. It is the express intention of the undersigned parties that any entity other than the undersigned panics receiving services or benefits under this Agreement shall be an incidental beneficiary only. Suitcase Angel's GOAL: Every Weld County child in Foster Care and Kinship Care will have a suitcase where they can store their clothing and whatever prize possessions they own. Suitcase Angel's VISION: Add joy and dignity to every child in the Foster Care and Kinship Care programs. Inception: Every RISE Getting Ahead graduating class must select or create a community project and work together to complete the project. The recent Getting Ahead graduating class created the Suitcase Angels community project. Megan Holloway a Getting Ahead graduate read an article in the Greeley Tribune about a foster child moving in with a new foster family. The article depicted a foster child using a plastic garbage bag to transport the few personal possessions and clothing they owned to their new foster home. The Getting Ahead class was heartbroken by this realization and created the Suitcase Angels project so as to add joy and dignity to the life of every child in the Foster Care and Kinship Care programs. The class agreed that they needed to make sure every Foster Child and Kinship Child in Weld County has a suitcase. Current Status: There are approximately 200 children in Weld County who are residing outside their home. In meeting with Weld County Human Services Resource Manager, Veronica Cavazos and her staff they see the value in such a service. They see these children everyday and understand the need for suitcases and how precious the Suitcase Angels program will be for them. RISE is collaborating with Sweet Dreams to be able to provide basic essentials for these children that will be put in each suitcase. There is also a private donor that would like to provide each child a book called "The Invisible String". This book will also be in every suitcase.
