To whom it may concern. Unless you are going to pay us all large sums of money to relocate us
we do not want human waste to be spread in our town of Carr. We all use well water out here
and do not want human waste to be drug out here to contaminate it. Their are so many miles of
vacant areas on the plains that their aren't towns and homes where it would be more appropriate
for your plans. This is not the place for it.

Distance from my well to the Sullivan ' s property which is adjacent to my property
is around 500 feet .
I am required per Weld County statues to update my septic to code in order to
maintain water safety which I am diligently trying to accomplish yet if the
Sullivan ' s request is passed the Sullivan ' s property which is adjacent to mine
will be allowed to spread human waste merely 500 feet from my well ?
Waste spread on the property adjacent to mine is a risk for several reasons :
First it puts our water and our entire communities water at risk . ( per your
statutes usage for such a property must be three miles from a municipality Carr
may not be a municipality however , we are a community that serves many residents
and if approved Sullivan ' s waste will be spread a mere 500 feet from my well and
home and approximately 1 mile from several other homes and wells ) Taking this
chance by approving the Sullivan ' s . request could cause damage to our health that
is irreversible !
Secondly it directly impacts the health risk to my four young children . We can
easily conclude that no one voted in on this board would like to allow their
children to play adjacent to a waste dumping site . Our home is adjacent to
Sullivan ' s Property .
Thirdly we sustain our family by raising our own food for the year . We plant ,
nurture, harvest and can the majority of our food . What happens if the Sullivan ' s
plan is approved his tanks leak and our water becomes unsafe . Not only will we
not have water but the same water that is to grow our food for the year becomes
damaged . We will no longer have water or food !
Lastly our family is currently working with the Health Department to transform
our farm into a goat dairy . Per Weld County Health Code we are to have our water
checked every 6 months . What happens when our water is tainted by the Sullivan ' s
Waste ? Not only will I not have water or food but my family will have also lost a
revenue source inwhich to support and sustain my family .
We are in Carr to give our children a simple satisfying life please do not rob
our family of such a dream . Please do not allow the Sullivan ' s to put our
community at risk . I do not want to take food from the Sullivan ' s table . However ,
I do not want the Sullivan ' s to take our way of life and our agricultural income
from us by damaging our water and soil .
We are adjacent to the Sullivan ' s and his endeavor posses a direct risk to our
home and income .
We had the opportunity to meet with Kevin Sullivan last summer when he was
burying his tanks at which point he told us of his plans to store and spread
waste . However at that time he informed us that he already had approval to bury
and spread waste . Understanding that people can be less than honest we did call
the health department to inquire of this matter . We were told that nothing was on
file . I am telling you now we as a community would and will never approve of such
a waste site in Carr . We are a small but remarkable community that cares for one
another and are care takers of our land . We will not accept such a waste site !
Our home is down hill of the Sullivan ' s Property . As we learned last year when
our home flooded due in part to the lack of road maintenance that the water comes
down fast and furious which causes a river to flow from the Sulllivan ' s to my
property and down the ditch and drains in our east pasture . Imagine not only
flooding but now your home and roadways are flooded with human waste ! Please
reconsider your pre approval of this matter .

I wanted to write you to express my dissatisfaction with the recommendation for pprM i b 'tii'eL-
septic storage facility and the utilization of that septic waste in the adjacent farm ground to my
farm. I am well aware the permit request is on the 160 acres, but 80 acres adjacent to my
property are owned by Kevin Sullivan which adjoins the 160 acres he has the request on. I raise
livestock; I am currently going through the process of establishing a milking Dairy to sell our
milk to a local company in Longmont. I'm very concerned about my business being adversely
affected from the sewage. I'm very concerned that these tanks were already installed in the
ground over a year ago right after Kevin bought the property. 1 confronted Kevin at that point in
time while he was excavating the property and he told me he had already received approval.
I'm not sure how a person could build a house without getting permits until afterward any more
than a person could put tanks in the ground without getting permits and then discuss it later. That
alarms me to the extent if he is cutting corners on that, how will he be cutting corners in the
future? Which brings me to my next point, he owns a septic company, and purchased farm
ground for the principal purpose of disposing of his septic waste. He does not live on this farm
and is not a farmer.
There is a process to dispose of septic waste which is safe when it is treated, and cleaned. Then it
could be utilized as bio solids. To save money and increase profit level, the Sullivan's are taking
septic directly from places they pump, and are placing it in their storage tanks. It is not cleaned,
it is not treated, and it is not safe to then apply to farm ground adjacent to my property.
The soil is highly erosive, whether or not they till the waste into the ground, they will not be able
to prevent the ground from erosion during inclement weather. A river always forms on their
property and comes through and empties onto my land in three different locations over a half
mile stretch. I don't want my farm ground and pastures to catch condoms, toilet paper, tampons,
Vicodin, and anything else that people flush down the toilet. Obviously that type of waste is not
a bio solid. Bio solids are clean, treated, and sanitized. Regardless once bio solid has gone
through that process it still is not allowed to be on the property producing food.
This directly influences my property, and produces me harm. Further, there is not adequate
fencing around this property to prevent antelope other wildlife from getting into this and getting
sick. I understand Weld County is a right to Farm County, and I have a right to farm, but I don't
believe commercial businesses should be allowed to come in and use farming as a disguise to
increase their profit margin only to destroy everything around. This is not farming, it's corporate
profit margin.
Further it is upsetting to see the recommendation for approval in spite of improper notification of
the surrounding land. I highly object to this as well as several other neighbors who were not
informed. The town of Carr residents are very concerned for their drinking water as everybody in
the area has their own well. We have to guard our soil contamination carefully.
We are signing a petition and requesting this immediately be halted. However due to the short
notice it is taking us some time to get enough signatures, or all of the residents spoken with to
obtain their signatures. We will be at the meeting to express our objections, but we would really
appreciate you to do your research and consideration so you can make an accurate and informed

decision. In the best interest of the community, I believe there is a more appropriate place for this
to be disposed of.
I also question why the agreement states it has to be three miles from a municipality, but the
town of Carr isn't considered in the spirit of the law a municipality. Clearly it is a town
regardless if it is not incorporated. I believe the essence of the regulation is to keep this sort of
facility away from town. I don't think having a landfill next door is a good idea.

I am writing this email in objection to Sullivan Sanitation, LLC spreading their septic waste on
property located in Can, CO in Weld County. I am concerned about various affects this will
have on our quality of life as well as environmental issues that this may cause.
1 . Due to the fact that land is permeable how long before this waste ends up in the aquafer?
Will this affect our groundwater and water wells that we get our potable water from? Is Sullivan
Sanitation, LLC going to be testing our well waters annually for coliform and other bacteria?
2. What process will be taken to prevent pathogens of bacteria, viruses and other
contaminants from being transported to rodents, birds and animals which can then infect our pets
or livestock and then my family??
3 . What will be done to alleviate the potential odors this will cause? We live east of the site
and the wind typically blows from the west.
4. What regulations are placed on the septic land spreading by the EPA and how often are
they audited to be sure regulations are followed?
5. Why does Weld County allow this septic land spreading practice to happen so close to
residents?
6. What will be done about the truck traffic that this will add to the rural gravel road? Dust
abatement?
7. Did Sullivan Sanitation, LLC pull a permit before they buried tanks on the property last
year?
Our community was not made aware that these septic tanks were being buried by our homes nor
did Weld County let us know that the plan was to spread human waste in our neighborhood.
I sincerely hope that Weld County will NOT allow this proposed land spreading to proceed. My
family lives in Can for the quality of life and this seems unacceptable that this would be allowed
so close to homes.

This is in regards to the site chosen for Sullivan Sanitation in Carr,Co. As a resident of the
community we strongly disagree. Where is it right no notices been send out to see how the
community feels. Why should we have to smell the orders and our wells being ruined with such.
There are families out here in this community raising families. Where is this fair to the young
children in this area let alone the adults. There is many other spots to look at instead of coming
into a quiet small community. It is fair to cause health of the children or other residents with
such. No it isn 't, We didn 't ask for it. So please focus your site somewhere else and leave
our community alone and

I strongly protest this proposal based on several factors . Among those factors
are : Contamination of the nearby land and water supply . Negative impact to
surrounding land value . Increase traffic , wear and tear on roads .

This email is in objection to the Sullivan Sanitation LLC application for a permit for spreading
and storing human waste on property
close to the Carr community. I am concerned for the following reasons.
1 . Contamination of the water wells.
2. The additional truck traffic ( we already have hundreds of tankers, gravel trucks, cattle
trucks, in addition to regular
truck traffic). They will be using a dirt road creating even more dust.
3. The one thing we still have in our community is fresh air. I am concerned we will lose
that if this permit is granted.
4. The lack of interest in the health and welfare of the Carr community.
I don't believe Mr. Sullivan is being upfront with our community or the county, since they have
already buried two tanks. If they are underhanded in doing that, then they will be underhanded
in following the county's regulations.

I am very upset to hear that someone who runs a business in Boulder County is planning on
creating a sewage dump in my backyard ! How dare they bring this to our town and expect us
to sit back and accept it. They wouldn 't want it next to their home, Would they? Why should
we??
Attached is a letter which I hope brings this to your attention. I plan on being at the meeting on
9/15 to express my strong feelings against this situation. If they can't dispose of this in their
own county or through an approved dump site then don't bring it to our small town and dump
it here !
As you can see I work as a realtor. I am very familiar with country property and how one
property effects neighboring properties and their herds, flocks, vegetables and wells along with
air quality and peace of life.
Please take this to heart and be open minded with regards to how negative this dump will be to
our town of Carr, CO

It has come to my attention just recently while driving down County Road 124 that there is a proposal in
the works for a sewage waste dump on the edge of our small town of Carr.
Our community is all well water and I am very concerned with the percolation through the very sandy,
fast draining soil. This sort of soil does not capture solids and allows waste products to run freely
through the ground. This is a large concern to our aquafer and many older households that still have
shallow wells with their vintage homes in this area including mine.
Secondly, when any sort of waste (human in this case) is spread on the ground there will be a smell. I
am very concerned with this as we have frequent wind in this area which will blow the smell along with
particulate matter from the site over homes in the town.
Third, the proposal states that the company will be delivering 60,000 lbs of waste a day to a relatively
small acreage. They also state that the property is currently a "Dry Land Farm". This property has not
been tilled in years and is currently native grass. They are currently not farming the property. If they
plan on dumping this much waste onto the ground (high nitrates) this land will not be able to absorb all
of this material into the plant growth and will either runoff or sit on the surface and slowly poison the
property to where nothing will grow on it. As this happens more and more will run off and also poison
any property in its path. This path includes the Spring Creek Drainage which runs into Greeley and the
Big Thompson River.
Closer to the proposed site, the neighboring property happens to be a home with a family of four small
children. They are raising organic vegetables and starting an organic goat milk heard. The proposed
property is directly uphill from this farm and will threaten their lively hood and ability to support their
young girls.
Just because we live in the country, people from the city think they can run over us and do as they
please because no one cares out here. Well, get this straight WE DO CARE ! We do not want a company
that runs a business in Boulder County to bring their waste here just because it is cheaper than taking it
to a proper facilitie for processing; or because Boulder County will not allow for this type of dumping.
A number of residents plan on attending the meeting on 9/15 to voice our objection to this proposal !

I am a resident of Carr, Colorado and live within 1 mile of the site referenced in this proposed
site development plan. This plan concerns septage which consists of human excrement and other
waste material removed from over-filled septic tanks. The plan is to spread the septage on parcel
#020133400003 which is 150 acres at the corner of WCR 124 and the unmaintained WCR 19.
Several assets of our community and the individuals who live in it will be affected by this
operation:
1 ) Water quality in our drinking wells in the area
2) Air quality
3) Property resale values
4) Life quality in general

We were not sent a letter to inform our community of Sullivan sanitation planning to use our
community as a dumping ground for human waste! We have friends with four small children
who live just below this area and there is the potential of contamination of their domestic well
and land.
We do not want our to community become a dumping ground for human waste or any other
other toxic materials! We depend on our wells for clean drinking water, and do not want the
purity of our water compromised.
The county commissioners have already allowed other industries to come into our community
against our wishes. Do we not have any right to stop these companies from coming in and
ruining our way of life? The beauty of our land and our historical sites have already been
compromised. We say no to Sullivan sanitation! ! !

I would like to express my concerns about the proposed " dumping" site referenced
in case USR15 -0035 .
In part because of the vague description they have provided on the county website
and in part because of mistrust that the land owner might easily accept
substances that will be hazardous to the groundwater and property of adjacent
land owners even if instructed not to do so .
I am a member of the RCR Homestead LLC which owns a half section a half mile to
the north of the proposed site . My cousin who lives in nearby Carr is Arta
Williams is a part owner as well .
I register my objection to the proposal .

I oppose the proposed plan because it is far too close to my well, which is the only available
water out here in Carr. Another reason I oppose this proposal is because it could definitely
change the quality of air we enjoy out here. It also could have negative impact on the resale

I am sending this email to PROTEST a permit/permission being issued to have septage stored
and spread at WCR 124 and WCR 19; parcel #020133400003.
• Why were those of us who live near this site never notified by Weld County that this was
going to take place? If somebody wants to put a second house on a piece of land, signs have to
be posted to let the neighbors know and protest if they want — did we get that right with this
issue???
Since when is spreading human waste on good cropland an agricultural procedure?
• Why were these tanks allowed to be buried before Weld County gave permission to do so?
• 25,000 gallons of human waste per acre isn't going to cause any contamination??? Who
are you kidding? Who's going to monitor that ONLY 25,000 per acre is spread??? And this will
only be applied when appropriate??? Who decides this??? What's appropriate, when the tanks
are full???
• Gee, 25,000 gallons of human feces times 160.38 acres means that over 4 million gallons

• Please read items 4 & 5 from the Site Specific Development Plan — solid waste shall be

• These people don't live here — they don't care what happens — they even say no animals or
buildings are planned — why don't they build on this land???

County is a Right to Farm County"! According to what was written on page 8 on the summary
sheet, "Agricultural users of the land should not be expected to change their long-

rural area". This is what is being expected of us that live here — an intrusion of a company
from Longmont to contaminate our soils, water, and quality of life! ! !

raw sewage from septic tanks on property that is not even a mile from my home.
People of the Carr community depend on wells for our water, and lots of the wells are
not very deep. The water is supplied by underground streams and if this person
spreads this sewage on his 160 acres, we stand a very good chance of contaminating
our water supply.
I have been told that the tanks have already been in place, like last year, however, the
county knows nothing about it. So is this guy asking for a permit to burry tanks he put
in illegally last year?
I realize that Weld county is a Right to Farm county, however, hasn't there been
enough problems caused by using human waste?
I don't feel that it is in the towns best interest to install these tanks, or to use the raw
sewage on the ground. from what I have seen, this land is at a higher elevation and
when we do get rain, it will end up here.
I am an old farm kid, and I know what cattle and livestock smell like, as I am sure that
you know what sewage smells like. The smell will cause headaches and illness.
I just want it on record that I oppose this proposal.

our town, our community. Not only is it a surprise to even think this is legal that close to people homes
and or town as a whole, but the fact that the tanks and facility was already being used before this was
ever brought up to us ! There were tanks and waste being brought in and installed without permits and
proper paperwork. Once those tanks were installed the facility was already being used ! It states that the
waste is going to be spread out over the land. So when that waste dries on the surface and we get one
of our almost daily 45 to 55 knot winds and it starts to kick up that material and carry it through our
town, I do believe that is a VERY BIG HEALTH HAZARD to everyone that lives around here ! Especially the
family living just down the road from the dump site. So lets say that it seeps deep into the ground and
gets into the water table and gets into very near by wells... What is the health hazard there? But since he
already is using the site did he get approval for water testing and follow all EPA guidelines to waste and
its disposal?
As a resident of Carr this is my home. I care very much about my community and what happens to it. As
you can tell from the sentence above I am very concerned and opposed to this waste site being placed

My husband and I object to the proposed plan as stated on your website for USR15-00035. We
are unable to attend the hearing tomorrow and wanted to provide input. We live outside of Carr
town and have friends in town that we visit frequently. We use CR124 to get into town.
Although the impact may be minimal, we believe the application for site development will
impact us if there is an increase of heavier vehicles tearing up the road or take alternates routes
vs. what has been drawn in the plans.
We also are concerned with the confusing language in the application and supporting documents
as to what the applicant is really trying to develop. Is it for domestic septage or the start of
another "McDonalds Farm" transporting and storing bio-solids? Examples:
1 . From USR15-0035 description: A Site Specific Development Plan and Use by Special
Review Permit for a Use permitted as a Use by Right, an Accessory Use, or a Use by Special
Review in the Commercial or Industrial Zone Districts (transportation and storage of domestic
septage associated with a commercial business), provided that the property is not a lot in an
approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any
regulations controlling subdivisions in the A (Agricultural) Zone District.

It is with great urgency and concern with which I compose this letter. Case USR 15-0035, an application
by Kevin & Cynthia Sullivan has been brought to my attention; an application to store and dispose of
sewage in our community. Yes community, Mr. and Mrs. Sullivan state in their application, "The location
is very rural with no utilities located in the area and very few residences, which are also farms. " This is
not correct. The land indicated as the location for this storage and disposal has roughly 20 residences
within in a mile, as well as a church and post office. This is very much a community of people who have
potluck after church on Sunday, celebrate birthday BBQ's and autumn harvest celebrations together,
stuff eggs for the community egg hunt and home school their children. People work here, raise their
children here, spend time with grandchildren, plant gardens and tend livestock. It was a community long
before the oil companies and gravel pits, and is not the place for sewage disposal.
The only water sources for the residences of Carr are local wells which this proposed site will be in close
proximity of. We have no other source or option for water. The site is also within 2 miles of a main
water source which supplies farmers and ranchers downstream. It will be neighboring homesteads
which grow food and raise livestock to feed their families. Not only could our water supply be impacted,
but our air and food supply as well. The wind blows regularly in Carr. The soil/dirt on which they plan to
spread this sewage will become airborne. It will be in the air we breathe, the soil we plant our gardens
and the feed we give our livestock. If they water it, it will be transported to other areas by way of runoff.
This community has experienced flooding several times in the last two years which will only increase the
likelihood of major impact on local food and water supplies.
I can't emphasis the word community enough. Carr is a community, not rural, unpopulated farm land.
Mr. and Mrs. Sullivan don't know this, they don't live here. They have no reason to feel any
responsibility to our community. If they did they would have taken the appropriate steps to obtain the
required approval and permits before they put tanks in, but they didn't. How can we trust, if approved,
they will follow regulations and guidelines, and take appropriate measures to ensure there is no impact
to our community?
In summary, this is not the location for a waste disposal site. What the Sullivan's propose does meet
guidelines for proper disposal of human waste. Not only do I wholeheartedly object to USR 15-0035, 1
believe what they're proposing is prohibited by the Resource Conservation and Recovery Act and the
Clean Water Act.
I greatly appreciate the opportunity to voice my concerns and objections. I hope you consider the
people of Carr when making your decision. Thank you for your time.

The letter submitted by Wade D. Coleman, P.E. does not indicate how an unspecified
number of "wastewater storage tanks for the oil field industry" is adequate to contain septage.
The letter expressly states the tanks are "satisfactory in storing seepage wastewater".
Definition of seepage: the slow escape of a liquid or gas through porous material or small holes.
Definition of septage: excrement and other waste material contained in or removed from a septic
tank
While pressure testing is adequate for "sewer manholes and sewer mains, to ensure their
integrity" we are unable to see how this correlates to a steel tank which has been put in a
corrosive environment (ie. buried) to be filled with another corrosive agent (ie. untreated raw
human waste).
There is no mention of the condition of these tanks, which have already been on the site for a
year per the P.E. letter and in the ground for some amount of time as their vent pipes are the only
thing visible as of 9/14/15. Were they purchased new? If not: what did they contain
before purchase, were they cleaned completely of all residue, were they completely empty and
dry?
Also, there is no response to the Environmental Health Comments mentioning a secondary
containment system if any of these tanks were to fail. If the oil and gas industry is required to
have a backup why not bio-hazardous, pathogenic, waste upstream of countless domestic wells,
irrigation ditches and natural waterways?
Lastly, the Site Specific Development Plan & Use by Special Review (USR) questionnaire states
a number of times this parcel is zoned Agricultural and the use of these tanks will be Agricultural
for Dry Land Farming. However, Cynthia and Kevin Sullivan are asking to use these tanks in
an Industrial application is relation to their business, Sullivan Septic, LLC per the form they
filled out stating FOR COMMERICAL SITE, PLEASE COMPLETE THE FOLLOWING
INFORMATION. They did not complete the entire form leaving the contact information blank
on two of the three emergency contacts.
As a Carr, Colorado family who attend church roughly one mile from this proposed domestic
wastewater injection site, we are concerned about the integrity of these tanks. The long term
implications of polluted water can be seen in countless places throughout our state and our
country.
We may be a small community, but we should matter as much as any other.
We love our land and need the Weld County Planning Board to understand we are tired of
Industry treating our backyards as dumping grounds and excavation sites!

• What if someone is trying to set up organic growth farm? Can Sullivans guarantee no antibiotics and
hormones in this "fertilizer"?
• What happens to our drinking water? Gee, where does well water come from — the water table??? Where
does liquid fertilizer sink into — the water table???
• How can they say that no reclamation will be needed since they are not changing the farm site? Human
feces spread at 25,000 gallons an acre is not a change to what might have been GOOD farm land???
• Gee, does anybody think this will stink when this "fertilizer" is spread?

• Gee, will any bacteria become air born??? Does Weld County monitor the bacteria levels???
• Why do we have to have Longmont human waste here?
• What does EPA say about this? What does anyone with a brain say about this???
• What happens when these tanks leak? We all had to have concrete septic tanks to fulfill our permits — are
these tanks concrete??? I've heard they are metal
• Who's going to maintain the porta-potty, especially when it gets knocked over? Who's going to clean up
the trash that "escapes" from the truck driver? These people don't care — they don't live here! ! !
• Guess what will happen to our property values when people find out that human feces is stored and
spread in the neighborhood
• Do you want this storage in your neighborhood?
• We can't get a sheriff out here when there is "less than desirable" activity going on, who is going to come
from Weld County and monitor all this?
• What's going to happen when there is the "ACCIDENTAL SPILL"???
• Nobody was happier than me to see the sign posted several years ago stating that "Weld County is a Right
to Farm County"! According to what was written on page 8 on the summary sheet, "Agricultural users of the
land should not be expected to change their long-established agricultural practices to accommodate the
intrusions of urban users into a rural area". This is what is being expected of us that live here — an
intrusion of a company from Longmont to contaminate our soils, water, and quality of life! ! !
