Dear Mr. MacRavey:
This is in further response to your letter of June 5, 1975 advising
Platte River of the desire of the Larimer-Weld COG Governing Board
to hold public hearings on the Loveland-Longmont transmission line
route at its July 2, 1975 meeting.
As I mentioned in our telephone conversations, Platte River is deeply
involved in studying an alternative I-25 route, as generally proposed
by some of the landowners and tenants in the Loveland-Longmont area
and brought to our attention at Platte River's public hearing on
April 3, 1975. For the reasons discussed in this letter we will need
adequate time to prepare a thorough evaluation of the I-25 proposal .
Accordingly, we would like to appear at your September 3, 1975 meeting,
instead of the July meeting, since many of the essential engineering
and consulting studies which are in progress will not be completed
until sometime in August. .
Briefly, Platte River must complete the following studies before mean-
ingful results can be discussed with the Larimer-Weld COG:
(1) New aerial photographs covering the entire corridor
from U.S. 287 to I-25, between Loveland and Longmont
must be carefully examined, and maps to a scale of
1 inch = 1000 feet must be prepared in order to ana-
lyze the suggested route alternatives and to lay out
a specific route for an I-25 alternative that is
practicable from a construction standpoint. The I-25
alternative has been generally described in statements
made at the April 3 hearing, but if the alternative is
to be meaningful it must be worked out specifically
with the Highway Department and property owners along
I-25.
(2) Upon completion of a specific I-25 alternative route,
it will be necessary to estimate the costs of construction,
ownership, operation and maintenance for such a route and
for alternative routes.

(3) For both the preferred route and the I-25 alternative,
it will be necessary for Platte River's agricultural
consultant to make a detailed analysis of the soils ,
agricultural patterns, expected damage and other in-
fluences from each entire route in order to have a
fair comparison of the relative agricultural impact.
(4) Engineering studies will also be made with regard to
radio and TV interference, electrostatic effects, and
other phenomena raised at the public hearing.
(5) Ownership lists will have to be compiled on property
owners along the I-25 alternative route and these
property owners must be contacted as to the best
location of a line in this area to cause least dis-
ruption to their property use. Presumably some of
them will want to attend the COG hearing.
(6) Platte River's staff will also be investigating
other alternative routes between Loveland and Long-
mont with the objective of satisfying most of the
concerns raised at the public hearings, with accept-
able costs to our electric energy consumers. This
will include alternatives for routing the line along
property lines, fence lines, and section lines , and
will reflect accommodation of future county road
expansions.
(7) Finally, our legal counsel will have several matters
to study in order to provide our Board and management
with guidance as to Platte River's rights and obliga-
tions under Colorado law.
These necessary and substantial studies are already in progress , but
they will take about two months to complete. If we may have the time
to finish them before we are required to appear before your Governing
Board, we feel that a much more productive body of information will be
available to share with the Larimer-Weld COG and upon which it may base
its recommendation to the Boards of County Commissioners . If accept-
able to you, we will undertake to complete these studies and be prepared
to present Platte River's position before the Larimer-Weld COG at its
September 3, 1975 meeting.
