SigiThture: Ow er or Au oriz d Agent ate Signature: Owner or Authorized Agent Date SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE This application concerns primarily a real property located at 19300 CR 76, Eaton, CO and secondarily, an adjacent property located at 19316 CR 76, Eaton, CO. Both properties are owned by Ryan Gallatin and Kim Collins. The site plan attached shows a substantial parking lot (gray). This parking lot is primarily located on 19300 CR 76, but the east side is on a part of 19316 CR 76. Consequently, this USR application involves both lots (together, the "Site"). It should be noted that there is a residence and a shed on the property located at 19316 CR 76, Eaton, CO. It has its own septic, trash, water, etc. and the buildings there are for residential purposes only. �. Explain, in detail, the (A) Current use of the property. The applicant operates Gallatin Turf Installation, Inc. out of his residence, and there are 2 divisions: a turf installation division and a trucking division. Both divisions use the Site to park vehicles, trailers and equipment. There are two (2) employees on the trucking side that come to the site each day and up to seven (7) persons associated with the turf installation side. There is a 60' x 40' pole barn for storage of vehicles, materials and supplies. Wernsman Engineering, Inc. will be doing the structural engineering analysis and will also conduct the analysis of the drain to place the drain vault at the west side of the pole barn. The daily operation of both sides is as follows: (a) Trucking side — the drivers come in each morning, take their trucks and do the day's runs. They return the trucks at the end of the day, washed, and park them ready to go for the next day. (b) Install side — the crews come in each morning, driven by their foremen, and grab the materials they will need for the day's work. At the end of each work day, they return to the yard and prepare the materials for the next day. They then leave with the foremen to be returned to their homes. (c) Land use — currently, the property is used almost exclusively for parking the work vehicles. However, some light maintenance is done in the pole barn. No vehicle washing is done on the property. (B) Proposed use of the property. The applicant intends in the future to erect an approximately 60' x 80' shed (actual size may vary) to store his tractor trailer trucks. The applicant will apply for any necessary building and other permits. (a) Trucking side -Applicant hopes to expand his business to hold up to 6 semi-trucks in the future. (b) Install side — Applicant has no plans to increase the number of trucks, but would like to increase the total number of crew members to 15. As before, the crews would come onto the site each morning in the truck of their foreman, leave to do their jobs, and go home each night in the truck of their foreman. (C) Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The subject property is currently zoned A (Agricultural). One essential goal of the Comprehensive Plan is "to support all forms of the agriculture industry and, at the same time, to protect the rights of the private property owners to convert their agriculture lands to other appropriate land uses." Sec. 22-2- 10.B. Conversion of. agricultural land to a residential, commercial or industrial use "should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region." Sec. 22-2- 20 G.2. A.Policy 7.2. The proposed use on the site would be highly compatible with the surrounding region, and the area can support such development. The proposed use is not offensive in nature, and impacts to environmental resources such as air, water, noise and public health, if any, should be minimal. The property is fenced and is kept neat in appearance. There is some landscaping around the fenced perimeter. These features are in conformity with Section 22-2- 150 F.I.Goal 6, which calls for minimizing incompatibilities between industrial use and surrounding properties, supporting visual and sound barrier landscaping, and ensuring that industrial properties are free of derelict vehicles, refuse, and other unsightly materials. The site will have a relatively small footprint, and while there will potentially be some impact on issues such as traffic in the area, these impacts will not change the basic agricultural character of the surrounding area. The site's contribution to Weld County will enhance the County. Furthermore, Section 22-2- 150 D. I. Goal 4 states, "All new industrial development should pay its own way." The proposed use here meets these criteria, in that all improvements will be paid for without any request from the County for funds. (D) What type of uses surround the site - explain how the proposed use is consistent and compatible with surrounding land uses. The lots immediately adjacent to the site are agricultural and residential, with other small businesses within the surrounding 2 mile radius. The proposed use of the site is consistent and compatible with these uses, and is permitted under Section 23-3-40 of the Weld County Code. The proposed use will have a positive impact on Weld County as a whole, and will have little or no impact in terms of government obligations, or changes to the agriculture character of the surrounding properties. (E) Explain how the storm water drainage will be handled on the site. The majority of the property is covered in lawn, native grasses and/or crushed concrete. Water drains to the southwest corner, just north of the existing pole barn. Currently, trash and refuse on the property are stored in a 3-yard dumpster, which is taken away by: Northern Colorado Disposal, Inc., P. O. Box 2146, Greeley, CO 80632, (970) 353-4000. 2. Truck tires are recycled by Schroeder Tire & Rubber, LLC. They take the tires away immediately, so no old tires are stored on the site. Schroeder Tire & Rubber, LLC, 1205 Hope Ave., Pierce, CO 80650, (970) 834-2212. 3. Other waste from light maintenance to vehicles, including waste oil, is handled by Empire Truck Center. The Applicant brings their waste oil immediately to its facility. Waste oil is dumped into appropriate containers, lids are placed immediately on the containers, and the containers are taken to Empire Truck Center. Containers are stored in the pole barn on the concrete slab floor until they are transported, and would not be left in the pole barn for more than 2-3 days. SPILL CLEANUP Cleanups on the shop floor are immediately covered in Floor Dry to be absorbed, and the Floor Dry is subsequently swept up and disposed of into garbage bags and taken to an appropriate disposal site. Cleanups (i.e. spills) outside, and particularly near the fuel tanks, are scooped up, bagged and taken to an appropriate disposal site. Waste is stored on the concrete slab floor of the pole barn until it is transported and is stored for a period of no more than 2-3 days. There could be from 1 -3 bags stored. FUEL TANKS Exhibit "1 " attached shows photographs of the fuel tanks. They currently sit on a concrete slab which is not enclosed by a berm. However, Applicant intends to enclose the tanks with metal troughs and/or galvanized metal walls as a condition of approval. The fuel tanks are rated for fuel storage and are provided, re-filled and maintained by AgLand, as shown on Exhibit "1 ." Currently, there is a drain system in the floor of the shop. The floor slopes down to a 4" drain channel that runs the length of the shop. While it has the capacity to daylight, it is currently capped. The shop has never experienced water at volumes to fill the drain.
