Oak Street PO Box 1190 COMMISSION S Fort Collins,CO 80522-1190 Greetings, In 2013, Loveland Police Department and Fort Collins Police Services joined together to explore the building of a regional training facility that could meet all of the current training needs for both organizations as well as providing capacity for the future needs predicated by anticipated growth. Both organizations do not currently have adequate training facilities to handle firearms and drivers training necessary for today's policing environment. Fort Collins and Loveland created a project team and have already expended considerable finances to bring the project to this point. At the inception of the project Chief Hutto and Chief Hecker reached out to other regional law enforcement leaders to see if there was interest in participating in the regional training facility as capital partners. At the time there was no interest from those leaders in participating as a capital partner. Since those initial discussions the team recognizes there may have been changes in needs and ability to participate for those organizations. The purpose of this letter is to see if there is now interest in becoming a full capital partner with Loveland and Fort Collins to design and build this regional law enforcement training facility. The following is a brief overview of the project as it stands today. It is understood that by adding capital partners to this facility may slightly increase the overall cost of the project. The project team spent several months assessing the training needs for Loveland and Fort Collins and came up with the overall plan on needed facilities and infrastructure. Land has been located at the Fort Collins-Loveland Airport and community outreach and FAA approval has been completed. The following training venues are included in the overall plan for the facility. • 25 position, 50 yard firing range • 10 position, 100 yard firing rifle range • 3 classrooms • Pursuit Driving Track • Skid pad for driving training • Street grid for urban realistic training • Shoot House/SWAT Training house • Vehicle repair and storage building • Administrative spaces Comma ++n 5 ao-15 2015-1473 IrIM M/1 F` City of Levelar,,i ,..Fort Collins f The initial cost for all of the training venues is$24 million.That figure includes design costs and site work necessary to build the regional training facility.There are four separate options being explored at this point.Those are: • Option A:Reduce the size of the vehicle repair/storage building,reduce one range from 25 lanes to 20 lanes,and build later the street grid-$20 million • Option B(Preferred First Phase):Same as option A but also not build the Shoot House,reduce the vehicle repair building to a storage shed,reduce the administrative offices,and reduce the classrooms to one-$17.5 million(Note:This is the preferred immediate phase) • Option C:Build the entire project as designed-$24 million(planned buildout) • Option D:Reduce the size of the vehicle repair/storage building,reduce one range from 25 lanes to 20 lanes,and build later the street grid-$20 million The operation and maintenance of the facility will depend on the design and build option agreed upon by the capital partners and will be prorated based on agency size.Any capacity that is unused by the capital investment partners will be sold to other regional law enforcement agencies.The revenue from this source would be used to offset the ongoing O&M costs of the facility.The project team has had discussions with these potential user agencies and to date have received 11 letters of intent,representing 1 100 officers,to use this facility in varying degrees to train their officers.The project team has also worked on a preliminary IGA that outlines the governance of this joint venture.
