I understand the difficulty in quantifying values of various types of property and especially vacant land and unique parcels over the last few years. We have tried un-successfully to sell this parcel over the last few years at a value substantially under the currently assessed value without success. Fortunately, there have been some recent sales which I believe are more accurately reflective of the property's current value as of June 30, 2014. I have included the following recent information on comparable sales on the most similar properties which fortunately include Subject Street in Hilltop Estates. I have also included the most comparable neighboring property which has been listed for sale and unsuccessfully sold since 2013. (Please reference Exhibit A for the property locations) • Subject Property 1-1399 Barn Owl Court(Neighbor Lot 11—Unobstructed views of future golf course)—Recently sold for$165,700 • Subject Property 2—1973 Kestrel Court Lot 60—Premium Ridge Lot overlooking Water Valley)—Recently sold for$169,900 • Subject Property 3—1371 Barn Owl Court(Neighbor Lot 13—Most similar)—Has been on the market for 3 years—current asking price is$135,000. See attached Listing report (Exhibit B)for additional details and pricing. Based on the following information I believe a fair market value for the subject property WIN HTC L12 Hilltop Estates as of June 30, 2014 would be $140,000. Impacts which drive the current value of this lot are the: 1). Lack of mountain/water/valley view 2).Adjacent oil drilling and wells located right next to the property 3). Lack of mineral rights on the above mentioned property 4). Inability to sell the adjoining lot#13 significantly below the current County appraisal at $135,000.
