The Weld County Engineering Department had no objections provided the points enumerated in their memo dated March 1, 1978, are addressed. The zoning request and preliminary plat and utility plan are included as a part of the application. The drainage plan for the development will be to provide surface drainage in the High Density and Residential areas to a holding facility on the center-west side of the property for slow release to a natural drainage which will eventually outlet to sheep draw in the Poudre River. Preliminary drainage calculations are attached and show the amount of holding capacity required in accordance with City of Greeley standards . The drainage plan for the Scientific area is to require retainage of onsite drainage for each lot as developed and in accordance with the type of land cover and size of building which will be constructed on these lots . The onsite retained water will be released through the street. plan or drainage easements to the holding pond designated for the Residential and High Density areas . Water and sewer facilities will be provided from the City of Greeley with the exception of the necessary distribution and collection lines which will be the developer' s responsibility. In addition, a lift station will be required to provide sewage service to the lower part of the property in Blocks 1 and 6 . The water use is estimated as an average daily use to be 38, 850 gallons per day Residential ; 28, 000 gallons per day High Density; 82 , 600 gallons per day Scientific . The sewer flows have been estimated as an average daily flow of 25, 900 gallons per day Residential ; 19 , 200 gallons per day High Density; 41 , 325 gallons per day Scientific . The other utilities which are anticipated on this development are Greeley Gas Company, Home Light & Power Company, and Mountain Bell . It should also be pointed out that the sewer service for the City of Greeley will be through the Highland Hills Sanitation District and the lift station owned by this District, which is located in the Scientific-zoned area, and their force main and outfall line will be utilized to the point where it connects with the present Greeley system. The proposed number of lots is 74 Residential ; 8 High Density; and 8 Scientific . The summary of lot locations and proposed 1 r y areas is shown on the preliminary plat. The developer is requesting that the density of eight units per lot be allowed on the High Density/Residential area. A variation from the County standards which is requested is that a five foot side yard be allowed in the Residential area as opposed to the ten foot requirement of the County. This request is due to the fact that a five foot side yard is allowed in the City of Greeley and is in accordance with their standards . This property will be annexed to the City of Greeley within one to two years, so it would seem logical to allow this variation. A detailed soils and geology report is submitted as part of this application and should answer any questions which arise in that regard . Max Karner commented that the drainage reports are acceptable , and that the plans show the requested drainage easement of 20 feet located in the northeast corner of the property . Mr. Karner also noted that the City will not accept the drainage pond until annexation. Max Karner also commented that the soils report shows some conditions that would suggest that streets he designed with a capacity for heavy loads , associated with uses permitted in the scientific zone . He said that his office would supply design criteria and estimated traffic loads . Darryl Alleman commented that the project would be on the Highland Hills Sanita- tion District. He suggested that the two lift stations proposed for the development he consolidated into one station to he located at 59th Avenue . This lift station would be designed and located to fit in with the master plan for the area . Mr . Norton commented that a total right-of-way dedication on 20th Street and 59th Avenue of 50 feet has already been made . John Given, Planning Department , asked whether Mr. Norton felt that the lot depth for the high density lots , which buffer the scientific zone from the residential zone , are adequate . He noted other situations where R-3 lots having minimum depths of 80- 95 feet did not provide adequate space for building setback and parking . The effect of this could be two and three story apartment buildings located 20 feet from the hack fence of single family lots . Mr. Norton explained that he had recognized the problem and that the lots had been widened as much as possible . He also noted that the eight units per lot requested in the zoning application would most likely apply as a maximum density for only a couple of the proposed lots . COMMERCIAL AND RESIDENTIAL DEVELOPMENT PROPOSAL LOCATION: 20th Street and 59th Avenue Developer: Ernie Scott Carroll Deacon • Engineer: Tom Norton Norton, Underwood, and Lamb Tom Norton presented plans for zoning and subdivision of property located in the County west of Aims College and north of 20th Street . The large portion of the property located at 20th Street and 59t h • Avenue is currently zoned scientific, and the proposal would be to add 8 - 10 acres of additional scientific zoning to the north of the existing area. An east=west street intersecting 59th Avenue would then senarate the scientific zone from the proposed R- 3 zone • approximately one lot in depth and then an R- 1 zone for the remain- ing portion of the nronerty. The residential zoning would require a change from the existing agricultural zone . The development of this scientific zone is largely undetermined; however, it would be governed by restrictions that are more restrictive than commercial zones in the County. Typically, the scientific zone permits recreation facilities and manufacturing operations which are completely enclosed. The Greeley Sporting Center is planned for a parcel in the scientific zone and an easement of approximately 88 feet running north- south through both the residential and scientific zones. There are two water lines , a sewer line , and a gas line . Max Karner noted that the proposed detention facility in the north- west corner of the scientific zone would have to be dedicated to the public. lie requested that plans be developed to transport water from the northeast corner of the residential area to the pond on the Highland Hills Golf Course . Tom Norton commented that this could he accommodated in the Proposed street which runs from the northeast corner southward to 20th Street . In a discussion of streets , Tom Norton noted that the outer boundary of the proposed development includes the SO foot dedication at 20th Street and 59th Avenue for arterial development . Max Karner commented that he sees no severe site distance problems , with access onto 20th Street approximately 335 feet from the crest of the hill . Sam Sasaki requested that the street that is proposed to tun parallel to 59th Avenue through the scientific and residential areas he reconsidered. However , there are two major points that will need further attention for a final review. The soils report indicates marginal to poor soils for road construction. Further testing and design will be required. The criteria will be supplied by this office . More detailed drainage design will be required. The modified rational method used in the preliminary report is adequate at this stage but further design will be required . Soils: The accompanying "Report of a Soils and Foundation Investi- gation - For Norton, Underwood and Lamb Greeley, Colorado - Project No. 2963-78 Re: Highland Knolls Subdivision Greeley, Colorado" prepared by Empire Laboratories, Inc. of Fort Collins, Colorado is very complete as to investigation and recommendations for building requirements. All soils information seems accurate and consistent with our existing soil survey. All recommendations for site pre- paration and construction should be adhered to. Erosion Protection Plan: An erosion protection plan should be pre- pared and implemented during the development or construction phase to insure soil erosion is held to minimum. The soil types found on the site are susceptible to wind erosion and should be covered by vegetation or the soil surface should be in a rough condition to retard wind effects. The slopes and soil type also show high poten- tial, when the soil surface is in bare condition, for water erosion. By using the universal soil loss equation calculations expected soil loss could be as high as 10.5 Ton per acre per year. With proper cover and site preparation the soil loss could be reduced to below the acceptable level of 5 Ton per acre per year. Surface Drainage: The surface drainage as proposed by the plan seems adequate at this point, however, there were no figures submitted with plan to evaluate. No dimensions of the holding pond for release of storm surface drainage to Sheep Draw were provided with plan except for surface area. It is difficult to evaluate maximum storage capa- city being provi,Ied and whether it is adequate for site. Suggest that surface d ii ,”igc2 computations be provided with final plan for evaluation and determination of adequacy. The developer may wish to consider the use of debris basin or de- silting basin above the holding pond to settle water suspended soil particles prior to entry into holding pond to maintain life span and eaN capacity of pond. The basin could be cleaned at intervals with a backhoe during the construction phase and abandoned once the entire area is developed and permanent surface soil protection provided.
