RE: APPROVE SUPPLEMENTAL ENVIRONMENTAL PROJECT APPLICATION FOR
COURTHOUSE WINDOW REPLACEMENT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Supplemental Environmental Application
for Courthouse Window Replacement from the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Buildings
and Grounds, to Colorado Department of Public Health and Environment, commencing July 29,
2015, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Supplemental Environmental Project Application for Courthouse
Window Replacement from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Buildings and Grounds, to
Colorado Department of Public Health and Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.

Weld County is requesting supplemental environmental project ( SEP ) funding to replace all
existing windows ( 129 total ) in the Weld County courthouse located in downtown , Greeley,
CO , in order to increase energy efficiency and reduce air emissions . The courthouse and its
windows are over 150 years old . The existing windows are single- pane, steel framed . They
Project will be replaced with double - pane, aluminum clad , wood windows .
Summary
In a typical commercial building, roughly 30% of heating and air conditioning is lost through the
windows . Air pollution from energy production leads to acid rain , excess greenhouse gases
( GHG ) , and increased health risks . Replacing the windows in the courthouse will conserve energy
by minimizing the heating and cooling demand , thus reducing air emissions .

Problem Statement :
Homes and commercial buildings use a large amount of energy for heating, cooling,
lighting, and other functions, contributing to 12 % of the annual greenhouse gas ( GHG )
emissions in the United States . Windows lose more heat per square foot of area in the
winter and gain more heat in the summer than any other surface in a building . A single
pane of glass can lose almost 10 times as much heat as the same area of insulated wall .
In 2012 , metropolitan Denver and the northern Front Range, including a large portion of
Weld County ( see Attachment A ) , were classified as a " marginal " nonattainment area by
the U . S . Environmental Protection Agency ( EPA ) . A nonattainment area is one in which air
quality does not meet the ozone standards set forth by the federal government .
People exposed to hazardous air pollutants at sufficient concentrations and durations may
have an increased chance of getting cancer or experience other serious health effects,
including damage to the immune system or neurological , reproductive , developmental ,
and respiratory problems . Some hazardous air pollutants can deposit onto soils or surface
waters ( http ://www . epa . gov/oagps001/community/basicinfo . html#2 ) , contaminating the
food and water we consume .
The World Health Organization estimates that 3 . 7 million premature deaths worldwide can
be attributed to ambient ( outdoor) air pollution ; and that most sources of outdoor air
Project pollution are beyond the control of individuals and demand action by local government
Description and policymakers ( www . who . int/mediacentre/factsheets/fs313/en/ ) . Improving energy
efficiency is one of the simplest measures that can be taken to reduce GHG emissions .
Energy efficiency is the first step toward achieving sustainability in buildings and
organizations . " Green building " techniques and retrofits, including window replacement,
can allow new and existing buildings to use less energy to accomplish the same functions,
leading to fewer GHG emissions .
Goal :
Improve the outdoor air quality in Weld County .
Objective :
Reduce the amount of energy used to heat and cool the Weld County courthouse, thus
reducing air emissions .
Strategies :
Replace the existing windows in the Weld County courthouse with more energy efficient,
double - pane, aluminum clad , wood windows .
Technical Information :
The windows to be installed are Marvin ( double - Hung, aluminum clad , wood windows ) .

It has been demonstrated that energy efficiency measures, like we are proposing, to reduce
the amount of energy used , can have a positive impact on air quality by reducing air
emissions . Improving air quality will , in turn , have a positive impact on the health of Weld
County residents .
According to the EPA, windows can account for 10% to 25 % of a business' heating loss
Expected ( http ://energy .gov/energysaver/articles/tips-windows ) . Replacing single- pane windows with
Environmental double - pane windows has the potential of reducing energy usage up to 21 %, annually ,
or Public
Health Based on an analysis of our project, conducted by Lightly Treading, it is estimated that
Protection replacement windows will result in an 11% reduction in energy usage , a savings of 59, 730
and kilowatt hours ( see Attachment C and D ) . If assuming a comparable savings in natural gas,
improvement we can anticipate a reduction in natural gas usage from approximately 1 , 646 CCF ( hundreds
of feet of natural gas ) to 1 ,465 CCF, annually ( see Attachment E ) .
NOTE: Lightly Treading, Inc., located in Denver, is a building performance design and analysis firm, founded to
educate builders in techniques for constructing green buildings and homes and how to enhance the energy
efficiency and overall performance.
It is anticipated that the implementation of this project will result in reduced energy
consumption and a reduction in air emissions . The success of this project will be evaluated

using pre - and post-energy usage data provided by Atmos and Xcel Energy . Using either
Evaluation DOE - 2 Building Energy Use and Cost Analysis software or EPA' s AVoided Emissions and
and geneRation Tool ( AVERT) , this data will also be used to calculate air emission reductions .
Measurable
Results Project results will be communicated to the public via a press release to local media outlets,
as well as social media ( Facebook and Twitter) . Project results will also be communicated to
all municipalities in Weld County, and other interested organizations, upon request, as a
resource for those who may be considering a similar project .

Good air quality is important to Weld County residents . According to the 2013 Community
Health Survey Conducted by the Weld County Department of Public Health and
Environment, 53 % of the responding residents said polluted outdoor air was a problem .
A project, such as this one, that will greatly benefit the air quality for all Weld County
Feasibility of residents and result in cost-savings to the County, would be well received and supported by

outside funding .
Weld County staff has researched the various window styles available , that will provide the
energy savings desired and fit the historic structure of the building, while maintaining

A price quote was provided by SolarGlass . The window units ( 129 ) will be approximately
$ 628,489, plus $ 149, 603 for installation . To replicate the existing style of this historic
structure, custom exterior casing will also be added , for an additional $ 90, 000 . The entire
project ( supply of windows, including additional casing, and installation ) will be contracted
Budget out . Please see Page 1 of Attachment B for a breakdown of the associated costs .

Toby Taylor, Director of the Weld County Buildings & Grounds Department, will act as the
project manager. He has over 27 years of experience managing all aspects of general
services and facility maintenance , including HVAC, electrical , plumbing, electronics,
custodial , grounds, security, transportation operations, procurement, budgets, and capital
construction projects .
As the Buildings and Grounds Director for Weld County, Toby' s responsibilities include :
• Development of an annual $ 6 million operating budget for the maintenance of Weld
County's 104 buildings, across 4, 000 square miles .
Experience • Bid specifications and procurement to support department' s needs while ensuring
and appropriate risk management .
Qualifications • Oversight of capital improvements and construction .
• Management of contracted services .
• Administration of the County' s Public Transportation/Transit program .
• Inventory and disposal of surplus County property .
Recent capital improvement projects he has overseen include the Northern Colorado
Forensics Crime Lab in 2014, and the construction of the new 911 Communications Tower in
2013 ; just two examples of many .
Prior to coming to work for Weld County, Toby served 21 years in the U . S . Air Force . He has
a MBA from Southwestern College , Kansas .

Applicant's Biannual Status Reports
The applicant will submit a biannual project status report to the Department' s SEP Coordinator with a copy to
Noble Energy . Status reports will be submitted using the Department' s template and include the following
information :
• A description of activities completed to date ;
• A budget summary table listing funds expended to date by budget category; and
• A discussion of any anticipated changes to the project scope or timeline .
Applicant's Final SEP Completion Report
The applicant will submit the SEP Completion Report to the Department's SEP Coordinator with a copy to Noble
Energy within 30 days of project completion . The applicant' s Final SEP Completion Report will be submitted using
the Department' s template, and will contain at a minimum :
Reporting • A detailed description of the project as implemented ;
• A summary table identifying project deliverables and tasks along with the associated completion date;
• A description of any operating problems encountered and the solutions thereto ;
• A full expense accounting including itemized costs, documented by copies of purchase orders,
contracts, receipts or canceled checks;
• Demonstration that the SEP has been fully implemented in accordance with the SEP application ;
• A description of the environmental or public health protection and improvement resulting from
implementation of the SEP along with quantification of the outcomes and benefits;
• Examples of brochures, educational or outreach materials developed or produced as part of the SEP;
and
• Photographs documenting both project implementation and results .
Depending on the project scope , the Department may also require the applicant to develop and submit a case
study with the final report.
Noble Energy requires a copy of the Applicant' s Biannual Status Reports and Applicant' s Final SEP Completion
Report. These reports will be used by Noble Energy to comply with the Consent Decree requirement that Noble
Energy submit a SSEP Completion Report to CDPHE within 60 days of the completion of each of the SSEPs .
Weld County has a long standing history of developing sustainable programs to improve the
Other overall environment for its residents . One such example includes the household hazardous
Relevant waste program . This program accepts household hazardous waste from all Weld County
residents, for free , to dispose of in a more environmentally friendly manner. Since 1994, this
Information has prevented over 7 million pounds of household hazardous waste from going to

Following the request from Rick Garhart with Solar Glass , Lightly Treading has used its simplified energy
modelling ( originally used for contract work with Xcel Energy ) to assess the impact of upgrading the windows
to simulate the projected energy cost savings associated with the proposed Marvin window replacement . The
foundation of the modelling tool used was created using the Department of Energy' s DOE-2 energy simulation
engine .
Because the energy performance of the existing windows is untested ( i . e . , leaky vs . tight when it comes to air-
leakage ) and because that performance is likely to vary greatly depending on the effectiveness of the air seal
of the windows , I decided to run two scenarios ; one assuming a reasonably tight level of air- leakage
performance and one assuming leaky window performance . Further, I have assumed that the proper
installation and air-sealing of the replacement windows would result in a 20 % reduction in leakage of
conditioned air from the building . Given the condition of the existing windows , along with the height and wind
exposure of the building , we believe that this is a conservative estimate of the potential air leakage reduction .
The results of our energy analysis are as follows :
