A detailed description of the method of mining operation. The description shall include: A. The types and numbers of structures that will be erected (built) on site including operation and processing equipment to be employed. The Harms Pit is a construction materials extraction operation that currently is permitted to disturb 32.2 with DRMS. It was previously a 110 permit that Pine Bluffs Gravel and Excavating Inc. is in the process of changing to a 112 permit with Weld County. Mining equipment that will be employed in the gravel extraction process include dozers, pay loaders and excavators with a three to six cubic yard bucket, crusher, screen plant and conveyors to transport aggregate. There will be no structures built on this property. The only other buildings will be two portable outhouses. B. The number of shifts to be worked and the maximum number of employees. The shifts will be from dawn to dusk five days a week but the Harms Pit will have the ability to be operational 24 hours a day, seven days a week. Primarily there will be one shift a day with four employees on site. C. Whether the operation will involve a wet or dry pit. This will be a dry pit. D. County roads and bridges to be utilized, along with site entrance/exit points. The two county roads that will see the most use in the Harms Pit operations will be Weld County Road 124 and Weld County Road 127 which is where the entry and exit points will be for the Harms Pit. E. The size of the area and stages to be worked at any one time. The size of the pit area being mined at any one time will be approximately 560 feet long by 350 feet wide. The mining operation will move east approximately 3.5 acres in 2015 and 2016. Then moving north in 2017, 2018 and 2019 another 3.3 acres. In 2020 thru 2022 it will again move north approximately 3.3 acres. In 2023 thru 2024 it will another 3.3 acres north finishing with the northward progression. In 2025 it will start up south of where it is currently and move 3.3 acres southward in 2025, 2026 and 2027. In 2028, 2029 and 2030 it will progress another 3.3 acres south; finishing in 2031 with another 3.3 acres. The attached map shows the progression of each phase. F. A time table giving the periods of time and number of phases to be worked, which will be required for the various phases of the operation. Years of Mining Progression Acres 2015, 2016 3.5 2017, 2018, 2019 3.3 2020, 2021, 2022 3.3 2023, 2024 3.3 2025, 2026, 2027 3.3 2028, 2029, 2030 3.3 2031 3.3 Reclamation will take place ending in 2031 or the being of 2032 usually 30 to 60 days after mining is complete and will run around 3 days per acre to complete. G. The depth and thickness of the mineral deposit to be mined and the thickness of the overburden to be removed. The depth of the mineral deposit to be mined is 20 feet. The thickness of the overburden to be removed is 6 to 12 inches. H. The proposed use of reclaimed lands and an explanation of the reclamation process. The proposed post mining use of this land is grazing rangeland. After the mined deposit is removed, the mining equipment will be removed from the area before the reclamation commences. The overburden material will then be moved into the mined area followed up by compaction of fill and grading the areas to finish grade. It will take about %2 day per acre to conduct any straw mulching, fertilization and seeding. If we are within the Nov 1 to May 1 time frame, we will proceed to seed grass immediately as the final phase of the restoration process. We will use all available existing topsoil to reclaim the mine site. The existing topsoil is from 6 to 12 inches in depth, so the reclaimed mine site will be some fraction of the existing because of the 3:1 side slopes creating more surface area than at present. The topsoil will be spread with scrapers, bladed to grade with a motor grader, and then chiseled or disked to prepare the seed bed before drilling the seed . The date of seeding will comply with the Nov 1 to May 1 seeding period recommended by the NRCS. The grasses included in seed mix are as follows per NRCS recommendation : Prairie Sandreed, Sand Bluestem, Switchgrass, Blue Grama, Needleand thread, Sun Sedge. The grass will be seeded 0.5 inches deep using a grass drill between May and November of the year following the termination of the production at the gravel pit. We will spread dry fertilizer before seeding using the USDA DRCS recommended application rate of 40 pounds of nitrogen and 40 pounds phosphorous applied per acre of reclaimed land . The revegetation will only include drilling the above grass seed mix. There will be no trees, shrubs, or other plants planted in the reclaimed area. We plan to replace the mined areas with any available topsoil that is removed before the mining process. We are predicting topsoil depth of 6 to 12 inches, quickly transitioning to sand. Any noxious weeds encountered during the mining or reclamation process will be sprayed to prevent any infestation. The mulch that will be used will be straw. The crimping method is with a coulter machine and the rate of application will be one ton of straw per acre. There are no ponds, streams, roads or buildings that will be affected during reclamation. There will be no waste rock to deal with as it will be crushed in the production of road base. Furthermore, there are no underground mines, open ditches, sediment control facilities (except the silt fence removed from base of stripped topsoil), building or other features not previously discussed. I. The source of technical advice in that type of reclamation for open cut mining land. The source Pine Bluffs Gravel and Excavating Inc. uses the National Resource Conservation Services. 2. A statement which explains how the proposal is consistent with the Weld County Comprehensive Plan . Weld County is a Right to Farm county. Our proposed gravel mine enlargement will allow us to continue to serve the needs of the farmers in the area thru the government road projects which promote better roadways allowing continued accessibility on well maintained roads for farmers and their families to their fields and homes. By having a centrally located gravel pit in this vicinity it allows a cost effective way to maintain roadways for the oil fields as well as individual farmers and ranchers which in turn helps support agriculture in Weld County and is consistent with Weld County's Comprehensive Plan. 3. A statement which explains how the proposal is consistent with the intent of the district in which the use is located. This proposal is consistent with the intent of the district by supporting agriculture through improved roadways and harvesting the natural resources that Colorado has to offer, allowing Weld County residents to prosper and in the end returning the land to the grazing rangeland it originally was. 4. If applicable, a statement which explains what efforts have been made, in the location decision for the proposed use, to conserve productive agricultural land in the agricultural zone district. The location of the Harms Pit was chosen initially because of it's abundance of gravel located underneath the surface. On the outskirts of the pit it was and still is a grazing rangeland for cattle. In this respect the gravel mine is coexisting still with agricultural use while producing gravel to benefit roads in this area which in turns benefits all farmers and ranchers in this agricultural zone district. 5. A statement which explains there is adequate provision for the protection of the health, safety and welfare of the inhabitants of the neighborhood and the County. Pine Bluffs Gravel and Excavating Inc.'s first concern is the protection of the health, safety and welfare of the neighborhood . With this in mind as you enter the access road we have a 75 foot setback to the gates so that if a truck would need to pull off the road to open a gate they would have ample room to exit the road . Also there is an 80 foot radius at the entrance giving trucks coming and going enough room to negotiate the turn onto Weld County Road 127 without endangering others. The pit is set back from the Weld County Road 127 far enough that noise is not an issue for residence passing by. The dust abatement program includes using water trucks to control dust when needed as well as a speed limit to control how fast trucks are entering Weld County Road 127. Crushed concrete along the access point roadway to the pit also allows trucks not to track any debris onto the roadway as Weld County Road 127 is considered a collector road. 6. A statement describing the existing surrounding land uses and explaining how the proposal will be compatible. Lands immediately surrounding the Harms Pit are currently used in dryland cropland, oil field drilling locations, wind farms and grazing rangeland. The gravel from Harms Pit will help to effectively maintain the roadways in this vicinity of Weld County as well as be used around the wind towers and on oilfield locations as well as their roads. It will allow farmers and ranchers a central affordable point in which to purchase gravel for their driveways and building projects. 7. A statement describing the existing land use. Currently on this location is the Harms Pit which supplied gravel to farmers and ranchers in this area as well as oil field locations, wind towers and government road projects. The Harms Pit was run under a 110 permit. Pine Bluffs Gravel and Excavating Inc. is in the process of changing the 110 permit into a 112 permit. Approval has been given for the 112 permit from DRMS under the permit #M-2013-018, Revision No. CN-1. 8. Describe, in detail, the following: A. How many people (employees, visitors, buyers, etc.) will use this site? Four pit employees would use this site daily. Occasionally there will be a mechanic or supervisor on this location. Four truck drivers would also be going thru this location daily. B. What are the hours of operation? Dawn to dusk, five days a week will be a normal week's work schedule. This pit will have the ability to operate 24 hours a day seven days a week. C. What type and how many animals, if any, will be on this site? The Harms Ranch 'IC has the ability to run commercial cows on the outskirts of the pit but have not yet chosen to do this. The most they would run in this pasture would be 100 head . D. What kind (type, size, weight) of vehicles will access this site and how often? Four trucks with 25 ton bottom dump trailers up to six times a day on a peak useage day would be using this facility as well as two standard size pickup trucks twice a day on a normal work day and sometimes coming in and out more than twice on any given day for short maintenance trips. E. Who will provide fire protection to the site? New Raymer Fire District is the district the Harms Pit is in and would provide fire protection. F. What is the water source on the property? (Commercial well or water district). There will be no water on site. Attached is a permit for the water well we will be using for dust abatement, permit if 69175-F in the name of Leonard and Janyce Harms. All potable water will be brought into the employees in plastic bottles of which the waste will be removed nightly in company vehicles. G. What is the sewage disposal system on the property? (Existing and proposed). The existing method of dealing with sewage and disposal of the sewage is port-o-let services supplied by Centennial Septic Services, P.O. Box 445, Carpenter, Wyoming 82054. The phone number for Centennial Septic Services is (307)632-2019. H. If storage or warehousing is proposed, what type of items will be stored? No storage or warehousing is proposed. All items to be used will be brought in and taken home at night. This will be a portable location. I. Explain where storage and /or stockpile of wastes will occur on this site. There will be no storage on this site as all items will be brought in daily. Overburden will be the only thing that is stockpiled on the location and it will be off to the side of the road. Currently to the south of the pit location running parallel to the pit. J. Explain the proposed landscaping/screening for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. There will be no landscaping or screening during the productive phase of this pit. The pit is located in rural Weld County 6/10 of a mile off the gravel road and down in a pit There is limited visual evidence for the work being done that would need a screen. Landscaping will occur after the production phase is finished and will not include any trees or brush but will include grass being replanted and the ground be sloped to a natural state for this area. K. Explain how long it will take to construct this site and when construction and landscaping is schedule to begin. Timetable. This site has already been in production so there is no time delay for construction of the existing site. Mining can begin immediately upon approval of the Weld County 112 Permit. Landscaping will begin after production is complete in late 2031 or early 2032. L. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Once the equipment is removed from the site the overburden material will then be moved into the mined area, compaction of fill and grading the areas to finish grade. If stormwater runoff is intercepted and is not diverted or captured in priority, it will be released to the stream system or infiltrate into the ground within 72 hours. N. Method and time schedule of removal or disposal of debris, junk and other wastes associated with the proposed use. Any waste, junk or debris associated with the daily use of this property will be carried out every evening by the supervisor that is on site in his company vehicle. 0. A statement delineating the need for the proposed use. Pine Bluffs Gravel and Excavating Inc. has served Weld County and nearby counties through the Harms Pit for several years; improving roads for residents as well as by purchasing mining materials at business in Weld County. Gravel from Harms Pit has supplied oilfield locations, county roads, wind tower roads, farmers and ranchers in the county. We respectfully request that you would allow us to continue serving the people of Weld County by allowing a cost effective way, with a centrally located pit, to maintain roadways and gravel projects for residents as well as business in this part of the county. 9. A statement which explains the Use by Special Review area is not located in a flood plain, geologic hazard and Weld County airport overlay district area: or that the application complies with Chapter 23, Article V, overlay district Regulations as outlined in the Weld County Code. The Harms Pit does not fall into the boundaries of the Regional Urbanization Areas Overlay District whose borders are along the I-25 corridor and the other can be found along the 1-76 corridor in southeast Weld County. Boundaries are Weld County Road 1 on the west, Weld County Road 15 on the east, Weld County Road 32 on the north and Weld County Road 20 on the south. It also does not fall into the Weld County Airport overlay district area . In addition any storm water runoff intercepted by Pine Bluffs Gravel & Excavating Inc. that is not diverted or captured in priority will infiltrate into the ground or be released to the stream system within 72 hours; or otherwise a substitute water supply plan or augmentation plan approved by water court will be implemented. PO Box 609 — Pine Bluffs, WY 82082 March 11 , 2015 Chris Gathman 1555 N 17`h Avenue Greeley, Colorado 80631 RE: Traffic Narrative for Harms Pit Weld County, CO Chris: This is an evaluation of site traffic related to the purposed 112 Harms Pit Permit in Weld County. The site is located on the east side of Weld County Road 127, south of Weld County Road 124. The site will be used by Pine Bluffs Gravel to mine gravel for road projects as well as oil field locations. Specific traffic items are identified and discussed in the following sections of this traffic narrative. PROJECT OVERVIEW Pine Bluffs Gravel will mine gravel to benefit road projects as well as oil field locations and residents and will be hauled by truck to various roads and locations in the Weld County area. Site activity will primarily occur from dawn to dusk; however, the site will have the ability to be operational 24 hours each day. SITE TRAFFIC The Harms Pit will operate daily during hours from dawn to dusk with the ability to operate 24 hours per day, seven days per week. It will have up to four employees working on-site with one shift per day. Truck traffic is estimated at up to 25 trucks per day at the peak and is expected to arrive and depart during daylight hours. Truck arrivals and departures will occur randomly during business hours and are estimated at 1-2 per hour. Employee and miscellaneous site vehicles will typically be pickup trucks and will typically be 2 vehicles per day. Employee trips will arrive and depart at the beginning and end of the work shift with miscellaneous trips anticipated over the typical eight hour work day. In total, up to 27 vehicles per day are expected to visit the Harms Pit site per day. Site access will be provided by Weld County Road 127. Site distance at the access intersection was reviewed. It was determined that more than adequate sight distance exist for a 55 MPH speed limit based on the County's determination that 55 MPH is the legal speed on any roadway not having a posted speed limit. All vehicles arriving at and departing the site are expected to use Weld County Road 127. This is currently a gravel road and is considered a collector road. County traffic counts indicate that Weld County Road 127, between Weld County Road 118 and Weld County Road 124 currently serves 125 vehicles per day (vpd), as of December 20, 2014. With peak times being 6 A.M. and 4:30 P.M. Truck traffic accounts for 55% of the total traffic on this road. Based on current traffic demands and the available roadway system, it is estimated that site traffic will be equally distributed north and south both coming into and exiting the Harms Pit. County dust abatement triggers for various daily traffic levels are stated below • More than 200 vpd require treatment with mag-chloride • More than 300 vpd requires an alternative pavement as accepted by Public Works • More than 400 vpd requires pavement With the Harms Pit, daily traffic on Weld County Road 127 will increase up to 27 vehicles per day both north and south on Weld County Road 127. Based on a comparison of future traffic daily traffic with Harms Pit fully operational and Weld County surface treatment criteria, it was determined that existing conditions are acceptable and no surface treatment is needed on county roads. It should also be noted that daily traffic on the access road will be below the threshold requiring treatment with mag-chioride. Site related turn lane needs were assessed using the Weld County turn lane warrants show below: • More than 10 peak hour vehicles turning left into the facility warrants a left turn deceleration lane • More than 25 peak hour vehicles turning right into the facility warrants a right turn deceleration lane • More than 50 peak hour vehicles turning right out of the facility warrants a right turn acceleration lane Site traffic at the access intersection with Weld County Road 127 was compared to County turn lane warrants. That evaluation determined that Harms Pit will not warrant any turn lane improvements. The Harms Pit also has an 80 foot turning radius at the access point proceeding into a 75 foot setback to the gates onto the 24 foot wide entry road into the facility, allowing room for a full semi truck to pull off the road. There will be a double walled fuel tank with approximately 1000 gallons of fuel on site. It will be surrounded by a burm . A water truck will be used to treat the on-site areas (haul roads, aggregate processing area, etc) in order to suppress dust. A water truck and/or sprinklers will be used to control dust in circulation areas and material handling/stockpile areas. Vehicle speeds will be reduced on-site and posted at 10 mph on the access road into the pit and 10 mph within the pit. All loaded trucks will be required to tarp/cover loads when entering or exiting the pit to aid in dust suppression. On a daily basis prior to starting up plant operations all haul roads, processing area, circulation areas, and stockpiles will be inspected to determine if wetting the surfaces are needed. If the roads and stockpiles are dry where dust could be generated they will be wetted using a water truck. Areas that cannot be reached with the water truck will be wetted with sprinklers. The same areas will be inspected again at mid-day to determine if wetting the areas is needed. I have attached it now. These permits ( 13PO2586, 13PO2587 and 13PO2588) were required to be permitted last year, as at that time we had a state regulation stipulating that any emission source that was subject to a Federal regulation needed to get a Colorado permit when it was located in the state. This was true even if the equipment was being operated below the emission threshold for the pollutant(s) it was emitting. In February of this year the Colorado regulations were revised so that this provision was removed. Long and short, the equipment still has to comply with the Federal regulations (the screen and conveyor when operated in conjunction with a crusher subject to NSPS OOO, the engine still has to comply with NSPS IIII.) However, permits are not required for this equipment any longer because their emissions were calculated to be below the reporting thresholds (see permit condition #6 in each permit.) As such, it is not now necessary to keep these permits, however, I suggest keeping information related to the equipment in the event you have to show compliance with the Federal regulations. Please let me know if you wish to discuss the Federal regulations in more detail.
