Gentlemen:
Please be advised that public hearings before the Mead Planning Commission and the
Board of Trustees have been set to review and consider the annexation of Lots 5 and 6, Block 2,
Sekich Business Park. The property is owned by George and Diane Wood, 636 Westhill Dr.,
Berthold, CO 80513. The property is currently zoned industrial in Weld County and is occupied
by the D & D Service Company, a heavy-duty truck and diesel repair facility.
In accordance with C.R.S. § 31-12-108 (2),this notice has been sent to the Board of
County Commissioners and County Attorney for Weld County, and to each special district or
school district having territory within the area to be annexed. This notice has also been sent to
service providers and those holding a franchise with the Town.
Attached is a copy of the published public hearing notices,together with a copy of the
applicant's petition for annexation and the adopted resolution finding substantial compliance and
initiating annexation proceedings. As one of the Town's referral agencies,you have previously
received copies of the application, annexation maps and other supporting material. Copies of the
full application, as well as the full-sized maps submitted with the application are available for
review in the Mead Town Hall, 441 - 3`d Street, Mead, Colorado. Written comments may be sent

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Town of Mead has
adopted a Resolution of Substantial Compliance initiating annexation proceedings for the "D &
D Service Company Annexation," said Annexation being more particularly described in
Resolution No. 23-R-2015.
The Planning Commission of the Town of Mead will hold a Public Hearing commencing
at 7:00 p.m., Wednesday, September 16, 2015, at the Mead Town Hall, 441 - 3rd Street, Mead,
Colorado 80542, for the purpose of reviewing the petition and making a recommendation to the
Board of Trustees regarding whether the property proposed to be annexed meets the
applicable requirements of the statutes of the State of Colorado and is eligible for annexation to
the Town of Mead, and to recommend the appropriate land use for the property, if requested.
Any person may appear at the Public Hearing and be heard regarding the matters under
consideration.
Copies of the petition and supporting material submitted to the Town are on file and

law, hereby pefi₹ion the Town of Mead and its Board of Trus#ees for annexation to the Town a#Mead of

As part of this petition, your petitioner further states to the Board of Trus₹ees of Mead, Colaracla,
that:
1. It is desirable and necessary that the territory described above be annexed to the Town of
Mead.
2. The requirements af C.R.S. Sections 31-12-104 and 31-12-105, as amended, exist or have
been met fn that:
a. Nat less than one-sixth of the perimeter of the area praposed to be annexed is
cantrguous with the Town af Mead or will be contiguaus with the Town af Mead within such time
as required by 31-12-104.
b. A cammuntty of interest exists betwesn the area proposed to be annexed and the
Towr�of Mead.
c. The area proQosed to be annexed is urban or wilf be urbanized in the near fufure.
d. The area proposed #o be annexed is integrated wifh or rs capabie af being in#egrated
wtth the Town of Mead.
e. No land within the boundary of the territory proposed to be annexsd which is held in
identical ownership, whether consisting of one tract or parcel of real estate or two or more
contiguaus tracts vr parcels of real estate, has been diuided inta separa#e parts ar parcels without
the written cnnsent of the landawner�r la�daavners thereo₹, uniess such tracts ar parcels were , �
separated by a dedicated s#rest, raad or fl#her pub(icway. ,

ofi Mead wiH have in place a pfan for#hat area,which generally describes the proposed: Location,
character,and exfer�t of str�ets, subways, bridges, waterways, wa₹erfronts, parkways,
playgrounds, squares, parks, aviafion fieids, other public ways, grounds, open spaces, pubfic
utiiities, and terminafs for wafer, light, sanitatsan, transpo�tation, and power tc be provided by the
Town of Mead; and the proposed land uses for the area; such plan to t�e updated at least once
annually.
k. In establishing the boundary of th�territory prvposed to be annexed, ifi a portion o#a
piatted street or aUey rs to be annexed, fhe entire width of the str�et or ailey has been included
wiihrn tYse territory ta be annexed. The Town of Mead wHl not deny reasonabie access to any
landowners, owners of any easement, or the owners o#any franchise adjoining any piatted str�et
oc alley which is to be annexed to the Town of Mead bu#is nof bounded on both sides by the
Town o#Mead
3. The owners of more than fifty perc�n#ofi the area proposer� to be annexed, exclus�ve of
dedicated streets and alleys, have signed this petit�on and hereby pe#ition for annexation of such territory_
4. Accampanying this petttion are four copies of an annexa#ion map containing the infio�mation
foAowing:
a. A wri�ten legal descriptian of the boundaries of the area proposed to be annexed;
b. A map showing the boundary or the area propased#�be annexed, said map prepared
and containing the seal of a r��ist�red enginesr;
c. V17i#hin the annexation boundary map, a showing of the location of each ownership
tract tn unpiatted fand and, if part ar all of fhe area is platted, the bflundaries and the piat numbers
of plots or of lots an� blacks;
d. Next to the boundary of the area proposed ta be annexed, a drawsng of the contiguous
boundary of the Town of Mead and the cnntiguous bounclary of any other municipality abutting
the area proposed to be annexed, and a showing of the dimensions of suct�cantiguous
boun�aries.
5. Upon the Annexattan Ordinance becoming effective, a!f lands within the area proposed to be
annexed will become subject to a!I ordinances, rules artd regutafions of the Town of Mead, except far
genera! propetty taxes o₹the Tawn of Mead which shall become e#fective as fhe January 1 nex#ensuing.
