Home My WebLink About20153725.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 25, 2015 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 25, 2015, at the hour of 9:00 a.m. IE ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Mike Freeman, Pro-Tern Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly El MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of November 23, 2015, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. IR AMENDMENTS TO AGENDA: There were no amendments to the agenda. e CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Cozad seconded the motion, and it carried unanimously. el PUBLIC INPUT: No public input was given. COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad expressed her appreciation for a great job concerning the Weld County Bright Futures presentation on Facebook. Commissioner Freeman expressed his thanks to Tom Parko and his staff for the beneficial discussion on upcoming land use hearings. a Commissioner Moreno had an opportunity to attend an energy development luncheon, and was able to put in a plug about the Weld County Bright Futures Program. Lastly, he and Chair Kirkmeyer met with some CPA's from Anderson and Whitney; where they were given some tips about the Weld County Bright Futures Program. (Clerk's note Commissioner Conway arrived at 9:12). e Commissioner Conway attended the Airport Budget meetin and is pleased to report the County won't have to provide subsidies for Airport improvements. BIDS: El 1) PRESENT BID #61500179 - COUNTY WIDE VIDEO DISTRIBUTION SYSTEM - DEPARTMENT OF PUBLIC SAFETY COMMUNICATIONS: Trevor Jiricek, Director of General Services, presented the four (4) bids received and stated staff will bring back a recommendation on December 9, 2015. le 2) PRESENT BID #B1500191, FIELD OFFICE (MOBILE) - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the details of the two (2) bids received and explained staff will bring back a recommendation on December 9, 2015. Elizabeth Relford, Department of Public Works, stated this is for a portable field office for the CR 49 construction. NEW BUSINESS: e 1) CONSIDER STANDARD FORM FOR ON-THE-JOB TRAINING AGREEMENT BETWEEN THE WELD COUNTY DIVISION OF EMPLOYMENT SERVICES AND VARIOUS PROVIDERS AND AUTHORIZE DIRECTOR OF THE DEPARTMENT OF HUMAN SERVICES TO SIGN DOCUMENTS CONSISTENT WITH SAID FORM: Judy Griego, Director of Department of Human Services, stated this is an update and modification of the current On the Job Training form used under the Workforce Innovation and Opportunity Act programs. The form will be used by private employers for reimbursement up to 50% of training costs. Commissioner Moreno moved to approve said standard form and authorize the Director of Human Services to sign the necessary documents. The motion was seconded by Commissioner Cozad, and it carried unanimously. e 2) CONSIDER AGREEMENT FOR PURCHASE OF PUBLIC ROAD RIGHT-OF-WAY, PERMANENT EASEMENT AND TEMPORARY CONSTRUCTION EASEMENT FOR CERTAIN IMPROVEMENTS TO CR 49 AND AUTHORIZE CHAIR TO SIGN NECESSARY DOCUMENTS - RANDALL ALDRICH: Tiffane Johnson, Department of Public Works, reviewed the terms of the purchase agreement for a total of $16,433.00. Commissioner Conway moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Cozad, the motion carried unanimously.
