WELD COUNTY COUNCIL
September 21, 2015
The Weld County Council met in full conformity with the Weld County Home Rule Charter,
Monday, September 21, 2015, at the Weld County Administration Building, Greeley, CO.
ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the
following members were present, constituting a quorum of members thereof:

Councilman Brett Abernathy
Councilman Don Mueller
Councilman Jordan Jemiola
Councilman Charles Tucker
Also present: Judy Griego, Director of Human Services, Lenny Bottorff, of Weld County
Department of Human Services, Commissioner Julie Cozad, and Sarah Mundt, Council
Secretary.
APPROVAL OF AGENDA: Councilman Marge Klein made a motion to approve the
September 21, 2015 agenda. The motion was seconded by Councilman Tucker and
the motion carried.
APPROVAL OF MINUTES: August 17, 2015 Minutes. The motion was made to
approve the minutes by Councilman Tucker and the motion was seconded by
Councilman Mueller and the motion carried.
REVIEW PROGRAM:
Judy Griego, Director of Human Services, introduced Lenny Bottorff, Fiscal Budget
Manager, to present on the various funding sources that funds the Department of
Human Services.
Lenny Bottorff introduced the funding sources for the Department. It is funded through
various Federal, State, Local and private sources. Federal Sources include Low
Income & Heating Assistance, Child Care Development Grant, Title 1 V-E Foster Care
and Adoption, Social Services Block Grant, Medicaid, Supplemental Nutrition
Assistance Program, Workforce Investment Act, and Other Federal Sources all adding
up to $63,100,000. Other funding sources include the State of Colorado, Weld County
and Other Private and Local Sources for a total of$93,100,000. Though funding comes
through various Federal Sources, it does not, generally, come directly from those
sources to Weld County. It will pass through a State Governmental Agency, generally
in the form of an allocation. Each allocation each has its own set of criteria by which
funds are allocated to each of the participating counties, districts, or agencies within
Colorado, as well as rules which govern its use. Each of these funding sources come
with a federal or outside oversight or audit function that is directly attached to the

acceptance of the funding. The allocation funds county expenditures incurred in order
to administer the SNAP Program, Medicaid Eligibility Determination, and State- Only
programs. It can also assist in covering some indirect administrative costs of the Child
Support and LEAP programs. Funding for this program is from Federal SNAP and
Medicaid Funding, State General Fund, and 20 percent from County Funds. The
funding is passed through the Colorado Department of Human Services and the
Colorado Department of Health Care Policy and Financing. Weld County's allocation
for State Fiscal Year 2015-2016 is set at$5,082,908.45, which represents about 4.8
percent of the state-wide total funds available.
Colorado Works is an allocation funding that funds the expenditures incurred in order to
administer Colorado's implementation of the Temporary Assistance to Needy Families
Program. These activities include Basic Cash Assistance payments to eligible families,
Supportive Services and Diversion payments intended to assist families in achieving
self-sufficiency, staff costs to administer the program, and expenditures of funds
transferred for Child Care and/or Child Welfare purposes..The funding is passed
through the Colorado Department of Human Services. The amount each county
receives is based on a calculation of various demographics and expenditure programs,
such as the number of children living in poverty, the number of families enrolled in
Medicaid, the number of families with children receiving food assistance, and each
county's expenditures on the program in the previous fiscal year. Weld County's
allocation for State Fiscal Year 2015-2016 is set at $6,108,427, which represents
approximately 4.3 percent of the state-wide total funds available.
Child Care- This allocation funds county expenditures incurred in order to administer the
Colorado Child Care Assistance Program. These activities include the reimbursements
of Child Care providers for child cate services as well as the staff costs to administer the
program. This funding is passed through the Colorado Department of Human Services.
It is an allocation fund that is determined on a calculation of various demographic and
utilization factors. These factors include the number of children living in poverty, the
number of families with children receiving food assistance, and each county's utilization
of the Child Care Assistance program in the prior year. Weld County's allocation for the
State Fiscal Year 2015-2016 is set at $4,366,870, which represents approximately 5.6
percent of the state-wide total funds availabl
Child Welfare is an allocation fund that funds the expenditures incurred in order,to
provide child protection, abuse prevention, and youth intervention activities. These
activities include the reimbursement of Foster Care providers, treatment facilities, and
adoptive families for services as well as the staff costs to administer the program. This
funding is passed through the Colorado Department of Human Services and the
Colorado Department of Health Care Policy and Financing. The allocation each county
receives is determined based on a calculation of various demographic, utilization and
expenditure factors. Additionally, 2 percent of the available funds are distributed based
on each county's achievement on three performance measures. The allocation for
Fiscal Year 2015-2016 is set at $18,950,859, which represents approximately 5.7
percent of the state-wide total funds available.

Core Services is an allocation fund that pays for the expenditures incurred in order to
provide treatment and training services to families in order to avoid, or reduce the
duration of, foster care placement. The funding is passed through the Colorado
Department of Human Services and the Colorado Department of Health Care Policy
and Financing. The allocation is based on a calculation of various demographic,
utilization and historical allocation factors. The allocation for Fiscal Year 2015-2016 is
set at $2,758,008, which represents approximately 5.1 percent of the state-wide total
funds available.
Adult Protective Services is an allocation fund that pays for the expenditures incurred in
order to provide services to vulnerable adults in order to prevent, reduce, or eliminate
the current or potential risk of mistreatment, exploitation or self-neglect. This funding is
passed through the Colorado Department of Human Services. The allocation is
determined based on a calculation of the amount of time each county performed, in the
previous year, on various tasks associated with the administration of the program. Weld
County's allocation for the Fiscal Year 2015-2016 is set at $590,593, which is
approximately 4.2 percent of the state-wide total funds available.
Area Agency on Aging is an allocation fund that provides services to resident sunder the
Older Americans Act. Services include Nutrition Assistance, Legal, Medical, Health,
Ombudsman, Counseling, Adult Day Care and Respite Care. This fund is passed
through the Department of Human Services and is determined by various demographic
and utilization factors. Weld County's allocation for the State Fiscal Year 2015-2016 is
set at $1,852,355.
Options for Long-Term Care is an allocation fund that pays for the expenditures incurred
in order to provide Case Management and Care Planning services to residents seeking
services under the Single-Entry Point Program of the Colorado Department of Health
Care Policy and Financing. This funding is passed through the Colorado Department of
Health Care Policy and Financing. The allocation is determined based on a calculation
of historical allocation and utilization factors. Weld County's allocation for State Fiscal
Year 2015-2016 is set at $1,707,677.
The Workforce Investment Act/Wagner-Peyser funds county expenditures incurred in
order to provide Job Training, Job Search, and Job Readiness services to residents
seeking employment assistance. The funding is passed through the Colorado
Department of Labor and Employment. Weld County enters into in to agreements with
CDLE for each of the various components of the program, stipulating the amount of
funding available for that component, as well as the utilization goals the county is
expected to meet.

Councilman Mueller suggested the Colorado Department of Transportation.
Councilman Tucker motioned to have the letter drafted and signed and
Councilman Mueller seconded and the motion carried.

seconded by Councilwoman Klein and the motion carried.

The next Regular Meeting of the Weld County Council will be on October 19, 2015 at
the Weld County Administration Building. Council Secretary has contacted Information
Technology Department Head, Ryan Rose, for a program review.
