If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1 . Explain , in detail , the proposed use of the property. Drill Green, LLC is an oilfield construction, maintenance and trucking company that provides services to clients at the job sites. The company has an existing office and yard located in Platteville. This site will eventually have an office/shop building but will mainly be used for storage. The roustabout crew working out of this facility will come to the site to pick up or drop off equipment. The site will be used for storage of trucks, tanks, trailers, and other equipment associated with the business. The site plan has 50 frac tank & trailer parking spots and 106 parking spaces delineated next to the building. Currently, there are not existing structures located on the property. A future 20, 000 square foot building is proposed for office and shop space. The remainder of the property will remain in agricultural uses. A small portion of the site will be fenced with a 6 ' chain link security fence with lighting. The fence location and a detail has been delineated on the site plan. Security lighting will be on the building and details will be submitted at time of building permit. All proposed lighting will meet Weld County code requirements. 2 . Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan . This proposal is consistent with Section 22-2-20, Agricultural goals and policies for conversion of land use to commercial and/or industrial uses. The site is located in the Platteville future growth area that has good safe access via county roads to US 85. Adequate services exist and the proposed office can be served by a new well and septic system. This proposal doesn 't remove prime agricultural land from production but allows for continued agricultural uses on the portions of the property. The proposed uses are very consistent with the existing uses in the area which include numerous oil/gas production facilities, USR's for a dairy, kennel and an airstrip, agricultural uses, and a major transmission line east and adjacent to the property. The review and approval process insures that any potential impacts are mitigated. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning ) and the zone district in which it is located . This proposal is very consistent with the intent of the Weld County Code, Chapter 23 in the fact that the proposed use is allowed for in the agricultural zone district through the submittal, review and approval of a Use by Special Review for an oil and gas support and service. 4 What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). There are residential uses approximately % mile to the southeast, south and southwest of the site. Existing oil and gas facilities are located on all the surrounding properties. There are other USR 's that exist in the area which include a dairy, kennel and an airstrip. The site is not in close proximity to other developed sites in the area. The proposed continued agricultural uses of the unused portions of the property are consistent with adjacent properties. Access to the site doesn 't conflict with other existing uses in the area and the review and approval process insures that any potential incompatibilities will be addressed. 5. Describe, in detail , the following : a . Number of people who will use this site Currently the company has 24 full time employees but as many as 60 full time employees could use the site in the future based on the clientele and oil prices. The company has an office and yard for trucks in Platteville and this site will mainly be used for storage of vehicles and equipment. 1 b. Number of employees proposed to be employed at this site Once built up to 5 employees will be using the office during the day. These employees are mainly supervisors, safety personnel and office staff. The remainder of the employees only go to the site to pick up or drop off equipment. The oil and gas support portion of the company is done on the job site. The construction of the building is still being evaluated and is impacted by work load and oil prices. c. Hours of operation The nature of the business requires 24/7 operations. The typical hours of operation will be 7:00 am to 7:00 pm, 7 days a week. d . Type and number of structures to be erected (built) on this site There is one new approximately 20, 000 square foot office/shop building being proposed. The proposed building is delineated on the plan and also shown in the engineering documents. e. Type and number of animals, if any, to be on this site No animals are proposed to be on this site at this time. The applicant would like to reserve the ability to use the site for uses by right in the agricultural zone district. f. Kind of vehicles (type, size, weight) that will access this site and how often Currently the company has % & 1 ton trucks, trailers both goose neck and bumper pull, skid steers and backhoes with trailers, frac tanks, trailers with equipment attached, and job site and travel trailers . Employees either come in from the other site in Platteville with trucks to pick up or drop off equipment. Some may park their personal vehicles on the site and drive the company vehicles to the job site. The future total vehicle count is 129 vehicles per day. This total is well below the lowest improvement trigger of 200 vehicles per day. In both situations, the highest traffic volumes will occur between 7:00-8:00 am as people are arriving to work and between 5:00-6:00 pm as people are leaving from the site. g . Who will provide fire protection to the site The Platteville Fire Protection District provides service to this site. h . Water source on the property (both domestic and irrigation) A well is proposed and will be applied for at the time of the building permit for the office. I . Sewage disposal system on the property (existing and proposed) Sewage is proposed to be a septic system. A permit will be applied for at time of the building permit for the office. A port a let will be used on site until such time the office is constructed. j . If storage or warehousing is proposed , what type of items will be stored The main use of parking of vehicles and equipment. No warehousing is proposed with this request. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal . No landscaping is proposed at this time. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. There should not be any reclamation required based on the nature of this proposal. 8. Explain how the storm water drainage will be handled on the site. A separate water quality report by Wohnrade Civil Engineering is included in the submittal. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin . Construction for the storage is not necessary based on the existing uses of the site. Construction of the new office/shop will be based on final cost and other influences on the company based on operations. 3 10. Explain where storage and/or stockpile of wastes will occur on this site. Debris and refuse will be collected and removed by McDonald Farms. Roll offs are usually on site and located within the storage area delineated on the map. There are not any other proposed storage or stockpiling of wastes on this site. 11 . Please list all proposed on-site and off-site improvements associated with the use (example : landscaping , fencing , drainage, turn lanes, etc. ) and a timeline of when you will have each one of the improvements completed . On site improvements include some grading and minor drainage work, grading and maintenance of access road, fencing and gated entrance, security lighting, portable toilet, future new septic system and well, and a future office/shop. See site plan for details. As discussed above, the improvements will be based on the approval of the USR and associated permits. An exact timeline for all improvement has not been completed. No off-site improvements are proposed. Dust Abatement and Waste Handling Plan Dust will be handled with water trucks as necessary. The site will be primarily gravel and will be graded and maintained as necessary. There will be no storage of wastes on this site other than in the roll offs. Any wastes from employees will be contained in a dumpster and hauled off regularly by McDonald Farms. Any household/office cleaning supplies/chemicals for the future office/shop building will be used and stored in accordance with manufacturer recommendations. Used oil and other fluids are stored appropriately and hauled off by Raptor used oil recovery located in Greeley. No used tires or batteries are stored on site. Used tires are taken by GCR tires & service when a new tire is placed on a vehicle or trailer. INTRODUCTION 1 . 1 Objective This narrative documents the results of a comprehensive hydrologic and hydraulic evaluation of pre and post-development conditions for the Drill Green property located in Weld County, Colorado. 1 .2 Project History and Previous Studies There are no known drainage studies that predate this analysis. 1 . 3 Mapping and Surveying Field survey information and topographic mapping with a contour interval of 1 - foot was obtained by Wohnrade Civil Engineers on June 11 , 2015 from Intermill Land Surveying of Loveland , Colorado. Additional topography outside of the project boundary was taken from USGS topographic mapping with a ten ( 10 ) foot contour interval . 1 .4 Site Reconnaissance A site visit was conducted by the project engineer on June 20 , 2015 to verify information contained on the field topographic survey. Existing drainage patterns and structures have been field-verified for use in defining drainage basin boundaries and historic flow patterns. II SITE LOCATION AND DESCRIPTION 2 . 1 Site Location The site is located in the East % of the SE 1 /4 of Section 33 , Township 3 North , Range 66 West of the 6th Principal Meridian , Weld County, Colorado . The property is bounded by Weld County Road 31 on the east, and Weld County Road 26 on the south (See Vicinity Map). The project site is surrounded by agricultural properties. The nearest residence is located roughly 1 , 000-feet to the south , and adjacent to Weld County Road 26 . There are no know Master Drainage Basin Plans which would include the project site . 2 .2 Site Description The 61 . 39 ac Drill Green property will be part of a proposed Recorded Exemption application to Weld County, which will run concurrently with the Use By Special Review application . The proposed Recorded Exemption will divide the property into two parcels, Lot A and Lot B . Lot B is approximately 35 . 0 acres, and is located at the north end of the property. This portion of the site will be used as a proposed oil and gas support facility, which will include outdoor Drainage Narrative Wohnrade Civil Engineers, Inc. Lot A is 25.94 acres, and will continue to be used for agricultural purposes. A geotechnical report has was not prepared for this USR application . III. HISTORIC CONDITIONS 3 . 1 Historic Site Conditions The site is currently used for agricultural purposes, as well as for oil and gas operations. There are no structures or impervious surfaces contained within the existing site , therefore the existing site imperviousness is 0% . There are no known drainage related issues within the project site , and the property is not located within a FEMA regulatory floodplain . 3 .2 Historic Drainage Patterns The existing project site drains overland from east to west onto the adjacent property to the west. Stormwater runoff continues to flow overland across the adjacent property in a poorly defined historic drainage swale . There are no irrigation ditches or stormwater detention facilities within the property, and no stormwater runoff enters the site from adjacent properties. 3 . 3 Historic Drainage Basins The project site has been divided into one historic basins totaling 35 . 0 acres, which is designated as Lot B in the new Recorded Exemption . Basin H1 (35 .0 acres) drains overland generally from east to west to Design Point H1 , at slopes ranging from 1 . 32% to 3 . 37% towards the existing agricultural property to the west. The 10 and 100-year peak discharges from Basin H1 are 15 .8 and 57 .9 cfs respectively. Calculations made as part of this analysis along with other supporting material , are contained in Appendix A of this report. IV. DEVELOPED CONDITIONS 4 . 1 Proposed Site Development The developed site is roughly 35.0 acres, and includes Lot B of the proposed Recorded Exemption . Proposed site improvements include : a new 20 , 000 sf single-story steel structure, new gravel drive and parking , and outdoor storage. Future improvements will also include an onsite sewage disposal system and well . The proposed site imperviousness is 4 .7% . 4 .2 Developed Drainage Patterns The 35 . 0 acre site has been divided into one developed drainage basin . Drill Green Use By Special Review, PRE15-0072 July 3, 2015 Page 3le Developed runoff patterns are intended to generally mimic historic flow patterns . 4 . 3 Developed Drainage Basins Basin 1 (35 .0 acres) drains overland generally from east to west to Design Point 1 , at slopes ranging from 1 .32% to 3 .37% towards the existing agricultural property to the west. The 10 and 100-year peak discharges from Basin 1 are 17 .8 and 61 .7 cfs respectively. Calculations made as part of this analysis along with other supporting material , are contained in Appendix A of this report. 4 .4 Water Quality Pond Design Stormwater runoff from developed Basin 1 will be conveyed to an onsite water quality pond , which is located at the historic discharge location (Design Point H 1 ) for recharge, water quality treatment, and stormwater detention . The WQCV Pond has a storage capacity of 6 , 090 . 51 cu-ft from an elevation of 4952 .00 to 4952 . 90 . There will be no pond outlet structure . Stormwater runoff from the developed site must overflow the top of the west pond embankment, which is at an elevation of 4953 . 0 . Calculations made as part of this analysis along with other supporting material , are contained in Appendix B of this report. V. DESIGN CRITERIA 5 . 1 Design References Drainage related sections of the Weld County Code , and the Weld County Engineering and Construction Criteria (Reference 1 ) have been referenced in the preparation of this drainage narrative . In addition , the Urban Storm Drainage Criteria Manual , Volumes 1 -3 , by the Urban Drainage and Flood Control District (Reference 2), has also been referenced . 5 .2 Hydrologic Criteria Due to the relatively small basin size the Rational Method has been used to estimate peak stormwater runoff from the project site. The initial 10-year and , major 100-year design storms have been used to evaluate the proposed site . Rainfall intensity data for the Rational Method has been taken from IDF equations generated specifically for the Drill Green site by the computer program "Watershed Modeling" by Eagle Point software . Input of precipitation amounts for the generation of intensity equations have been taken from the NOAA Precipitation Frequency Data Server using Atlas 14 , Volume 8- Colorado. EROSION CONTROL 6 . 1 Erosion Control Plan A proposed rainfall erosion control plan during construction will consist of temporary structural erosion control measures, which have been specified on the Site Plan . Erosion control measures will also be specified on three separate drawings contained in the written Stormwater Management Plan (SWMP). These drawings include a Pre-disturbance , Interim , and Final Stabilization Plans . A Stormwater Management Plan (SWMP) will be prepared for this project by Wohnrade Civil Engineers, Inc. at the time of building permit. A Colorado Discharge Permit System (CDPS), Stormwater Discharge Associated with Construction Activities application will also be submitted to the Colorado Department of Public Health and Environment at that time . 6 .2 Site Stabilization All areas disturbed by construction will either be paved with a gravel surface or, re-seeded using the recommended seed varieties, quantities, and application rates as specified on the Site Plan . VII . CONCLUSIONS 7 . 1 Compliance with Standards All applicable drainage criteria have been implemented in accordance with standard hydrologic and hydraulic engineering practices. 7 .2 Variances No variances are requested as part of this development.
