Dear Mrs. Clark and County Council Members:
It has now been seventeen months since the Charter was instituted as the home
rule form of government in Weld County. The County Council members are duly
elected officials of this county under the Charter. With that privilege comes
the necessity to conduct yourselves in a responsible manner in the best interests
of both the people of Weld County and their government.
During these past seventeen months, the Board of County Commissioners has faced
Council actions with restraint if not equanimity. However, the Board can no
longer silently endure the continuing irresponsible statements based on hearsay
and innuendo, as promulgated by members of the County Council .
Members have continually attacked the Road and Bridge Department employees as to
their competency, efficiency, and dedication. These statements are not borne
out by the reality of the situation, as evidenced by the many long and difficult
hours spent by employees of the Road and Bridge Department during blizzard and
flood situations, in addition to performing their regular duties. Council members '
most recent comments concerning the Road and Bridge Department, following closely
after these emergencies, show an extreme lack of sensitivity to the facts of the
situation, indeed, to the welfare of both the citizens and employees involved.
If it has been the Council ' s intent to improve the conduct of the Road and Bridge
Department and county government in general , statements by Council members, in
fact, have had a derogatory and demoralizing effect.
During the 1976 budget sessions, members of the County Council expressed concern
with the Road and Bridge Department and requested funds for investigatory review.
At that time, members of the Board of County Commissioners encouraged the Council
to request funds for a performance audit of the department. However, Council
was not willing to implement that suggestion. Money is included in your budget
for an investigatory review; if you choose to deal in facts, rather than innuendo,
we would suggest that you use those funds to avail yourselves of competent
investigative assistance.

The Board of County Commissioners is entrusted with the administration of Weld
County government; therefore, we are responsible for the actions of county
employees. We believe that the employees of the Road and Bridge Department,
as a body, have accepted the centralized road and bridge system and show a high
degree of commitment to their jobs and to the citizens of Weld County.
If you have information, based on facts, which leads you to believe otherwise,
it is your responsibility to present these matters to the Board of County
Commissioners. We would hope that, in the future, the County Council would
attempt to become a productive participant in the provision of services to the
people of Weld County, rather than spuriously conducting a campaign which
undermines the morale and confidence of county employees.
