ROCK CRUSHER FOLLOW-UP REPORT
The rock crusher engine has been down for approximately eight
weeks and one day. First the engine had to be overhauled because a
; faulty air cleaner system allowed dust to be introduced to the engine
resulting in damage to the pistons and liners. The engine was down
May 1, 1978. The motor was replaced in the crusher May 31, 1978. The
crusher ran until June 23, 1978 when the governor blew, and the crusher
was not in operation again until July 21, 1978.
The rock crusher was down eight weeks and one day; not the five
weeks and three days as stated by Jim King, superintendent in charge of
the rock crusher.
The men, after moving the crusher to the Pierce pit, and cleaning
out the lower screens were transferred to other jobs.
Mr. King said there was some difficulty getting the warranty
honored. The Cox Company, who sold the crusher to the county, is no
longer a distributor for the crusher. The Cummins Corporation, who
manufactured the engine, refused to honor the warranty. They said the
Universal Corporation should warrant the engine. Cummins sold the
engine to Universal, who in turn mounted it on the crusher.
Cummins said that Universal should have installed a different type
of air cleaner on the engine. The foreman at the Weld County Garage
stated: "I am going to look into a different type of air cleaner, as
the original filter system was not designed for service on a rock crusher."
The county garage installed a new system. The air intake was
raised so that cleaner air would be available.
After the engine was rebuilt, it was installed on the crusher.
About a month later there was no oil pressure. Upon removing the crank-
case, it was found that rags and gravel had clogged the oil pump. There
was no damage. The above items were apparently placed in the engine by
vandals. The trailer office on the site was broken into the night before,
and the oil filler cap was taken. It can be assumed that vandalism was
the case.
In summary, according to Cummins Engine Company, the air filter
system was not appropriate for a rock crusher operation. They said
the engine was more applicable to a power plant operation.
Rock Crusher Follow-up Report

The rock crusher crew did various other jobs during the engine
overhaul. The two cat operators were assigned to other earth-moving
jobs. The crusher crew worked as follows: moved the rock crusher and
the conveyor to the Pierce pit. They set up both the crusher and the
output conveyor. They took out, cleaned, and replaced the crusher
screens. They made a new shaft for the conveyor at the hot plant, and
made maintenance repairs on the crusher.
During the second breakdown when the governor on the engine blew,
the men were transferred to the asphalt plant.
The cost of rebuilding the engine plus time transporting the
engine from the crusher site and returning it; plus time for tearing
down and cleaning the crankcase comes to over $4,000.00. This estimate
is per the Engineering Department and the county garage.
It is recommended that the County Commissioners look into the
matter of guarantees and have the county reimbursed for the rebuilding
expense.
Accepted and approved by the Weld County Council on August 1. 1978.
