The plans for this type of venue would be appropriate and compatible with the surrounding homes and the Indianhead subdivision. It is exactly the type of business that is needed in this area. When our four daughters were getting married, we were hard pressed to find a suitable, economical facility that could hold about 250 - 300 people. It would be a blessing to this area to have this facility for other events, too. This proposal will support the commitment to viable agriculture and is related to agriculture and its history. It will draw acceptable, non-intrusive businesses to this area, all of which will contribute to the economic stability of the area. This type of controlled, thoughtful growth will remind all travelers from throughout the state and the country of the beauty of the Johnstown, Windsor, Greeley, and Loveland area. Our home lies directly north of Cheryl Friede's proposed venue in Indianhead Estates. We gladly welcome it to our area. There isn't any concern over odors, noise or traffic congestion. Views will not be hampered. In fact the detail of description in the proposal gives us a very good idea how pleasing it will be to the eyes. It will be a positive impact to this area. EXHIBIT For Public Record 6681 Apache Road Johnstown, CO 80534 29 May 2015 Weld County Board of County Commissioners c/o Kim Ogle, Planner III Weld County Dept. of Planning Services 1555 North 17th Ave. Greeley, CO 80631 Re: Planning Application USR15-0028, Cheryl Friede Commissioners: We are writing in support of USR15-0028 permit application submitted by Cheryl Friede for her wedding venue project. Although the area is currently zoned as agricultural land, development such as that proposed in this USR will have a positive impact on the area, both economically and aesthetically. The economic impact will be both direct, through the supporting services that will be required for this activity, as well as indirectly, by supporting the point of view that Weld County is a beautiful place with spectactular mountain views, quiet environments and friendly people. Aesthetically, the project will allow the rural character of the area to be maintained while offering updated amenities to visitors. Although additional commercial and mixed use development along the US-34 corridor will certainly occur over the next couple of decades, Ms. Friede's project will offer a bit of a respite that's just a short drive from Loveland, Greeley, Johnstown and Windsor. If the project is successful, it's easy to imagine that it will become a destination for visitors from outside the area . When considering the factors which could cause some level of nuisance to the surrounding neighbors, the only one of significance is the traffic on event days. In the near term, for large crowds, the current uncontrolled intersection at WCR 15 and US-34 would likely result in some intermittent reduction in the Level of Service. However, in the longer term, WCR 13 is projected by CDOT to become an arterial, with a controlled intersection at US-34, so eventually, the majority of the traffic would likely be directed along that route. On balance, this proposal is compatible with the area, as well as with the intentions of sections 22 and 23 of Weld County Code applicable to USR permits, and the Commissioners are urged to approve this USR permit application. I believe this is a totally appropriate use and will be completely compatible with our idyllic country setting. What a lovely venue for a wedding or other special event, surrounded by ponds, fields of crops, and with the view of the mountains in the background. This type of business will draw the perfect type of business to the area, people who appreciate and seek out a lovely country setting. Traffic will be minimally impacted as the use will be occasional and not all day, every day. There would be no noise to detract from my enjoyment of my property. USR15-0028 is compatible with the surrounding area and highlights the scenery, views and culture of Weld County and Northern Colorado. The views are absolutely stunning -- pristine farmland, the snow- capped Rocky Mountains and the Koenig Reservoir. The site has a restored 1899 residence and dairy barn with corrals. How neat and historical is that? In addition to its rich culture, it is centrally located in Northern Colorado, which provides a local venue with lakefront, mountain and farm land views close enough to the cities, but still a rural setting. The site offers great potential for growth, as planned out in the USR application. Rockin S Ranch will stay aligned with Weld County agriculture industry — continuing to farm alfalfa, but including specialty crops such as lavender. I can't think of a better way to support Weld County and the surrounding cities-Johnstown, Milliken, Loveland and Windsor- with a venue that highlights the agriculture and farmland surrounding the area. Not only will this land be meticulously maintenance, it supports Weld County's mission and policy's for the protection of agriculture land. USR15-0028 is a creative business development plan of a rural space/vintage dairy farm structures utilized into a business that celebrates its rural farm history. There is a need in Northern Colorado for places to host weddings/receptions/corporate events that are unique and capture the specialness of our community. I learned that several years ago when I was looking for a rural event venue for my daughter's own wedding in Northern Colorado. I applaud Chris Friede on her very creative idea that also introduces the public to our special rural community. Chris Friede's property is one-half mile from my residence. I have been able to visit Chris Friede's farm and I have seen first hand the many improvements she has made to her property that reflect great care, pride and respect for her farm. Her property has spectacular views of the lake west of her property, the rural properties surrounding her property and the Rocky Mountains. It is an ideal place for the type of venue she is proposing. Chris Friede's USR15-0028 application supports Weld County's small business plan with a venue that highlights the agriculture and farmland surrounding the area. The USR15-0028 business plan has taken her rural dairy residence and compliments our beautiful rural neighborhood. I am glad to see that this applicant respects the rural character of the land and is promoting a form of "Agrobusiness" that will help to preserve the historic and environmental value of the land. As a neighbor to the site of the proposed project, I am of the view that this project will not have any serious impacts on our quality of life. The proposed design for this project respects the character of the surroundings. The applicants design plans have used this setting to capture the essence of the agriculture community, the views of the snow capped rocky mountains and serenity of a lake front environment. These qualities will make this venue an ideal location for weddings considering a western, farm or natural theme. A setting of this type will help to impress on our future generations the importance of preserving these open spaces. I want to commend the Weld County Commissioners for developing a "Small Business Incentive Program" in order to help small businesses in Weld County succeed. I am glad to see that the Rockin S Ranch has taken advantage of this program to provide an indoor/outdoor venue for wedding ceremonies and receptions on its 35 acres of land. This program is an important step in helping startup businesses like the Rockin S Ranch to achieve there dream in Weld County. I urge the Commissioners to support this project and if feasible to visit the site to experience first hand the scenic beauty of this natural setting.
