RE: APPROVE 2015 HOMELAND SECURITY GRANT APPLICATION FOR OEM RADIOS
AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a 2015 Homeland Security Grant
Application for Office of Emergency Management (OEM) Radios from the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Office of Emergency Management, to the Department of Public Safety, Division of Homeland
Security and Emergency Management, commencing upon full execution of signatures, with
further terms and conditions being as stated in said grant application, and
WHEREAS, after review, the Board deems it advisable to approve said grant application,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the 2015 Homeland Security Grant Application for OEM Radios from the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Office of Emergency Management, and the Department of Public Safety
Division of Homeland Security and Emergency Management, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said grant.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 3rd day of August, A.D., 2015.

SUBJECT: 2015 Homeland Security Grant-OEM Radios
Commissioners,On April 9, 2015 the Northeast All-Hazards Region held a Homeland Security Grant review
meeting and requested possible projects for the 2015 Homeland Security Grant. During the meeting funding for
new radios was discussed,I was asked if Weld OEM needed radios. I indicated that I have radios that were
purchased through the Homeland Security Grant in 2005. I advised I would like to replace two them for our
Office,due to the phase out of the current model(XTS 2500)by Motorola. I was unsure at the time if
Homeland Security funds would pay to replace the radios,I provided the attached information requesting
replacement of the radios.
The Northeast All -Hazards Communication Committee reviewed the submission of radio requests for the
Region and recommended Weld OEM's request to be included in the Grant. The total cost for the equipment is
$8348.00 for two Motorola APX 6000 Radios,there are no matching dollars for this grant. We will have a final
approval from the State after they review our Regional Application. At this time,it is assumed the State will
authorize the radio equipment. I request the BOCC approve the acceptance of this radio equipment for OEM
radio replacement when the purchase is made.
I request you authorize me to add this to the BOCC agenda.

Narrative & project summary :
Weld County OEM is requesting two portable radios . The Motorola radios we currently have at
XTS 2500 . Motorola has issued a notice that these radios will not be serviceable at the end of
2019 . Weld OEM is requesting to update two of the 4 radios we have in services . As we all know
communication is a critical need and making sure our communication equipment is in good
operational condition is very important .
Weld County has a maintenance agreement with Wireless Advanced Communications but this
does not cover replacement if the radio fails . We are requesting the purchase of two APX 6000
700/800 MHz Portable radios, Programming and activation for 2 radios , 2 extra batteries, 2
lapel mic' s and 2 single unit chargers and 2 belt clips . Total project cost is estimated to be
$ 8, 348 . 00 .
