Explain, in detail, the proposed use of the property. The applicants own and operate JM Trucking LLC and will use this site to park and maintain their vehicles used for hauling general aggregate rock and asphalt materials. The vehicles currently consist of 6 semi-tractors 80k and four tandem trailers 50k with the possibility to expand the number of vehicles in the future. The typical day consists of employees driving their personal vehicles to the site, obtaining a work vehicle, leaving the site for the day and returning the work vehicle in the afternoon or evening then leaving in their personal vehicles. Vehicles are empty when they return. Two employees will remain on site during the day to service or repair work vehicles within a 120' x 80' metal barn. Currently there are no structures on site. There is a chain link fence in one area where the work vehicles are to be parked. The owner plans to build 1. 120' x 80 metal building for service. 2. 40' x 20' pole barn for storage 3 . 20' x 60' lean-to for parking vehicles. 4. Future home on the north end of the site The owner will follow the building permit processes when building proposed structures. (A) Proposed conceptual future use of the property. The owner plans to expand the hauling business in the future with an increase in the number of hauling trucks and drivers. The owner plans to build a personal home on the site in the future while the business continues its operation. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The subject property is currently zoned A (Agricultural) . One essential goal of the Comprehensive Plan is "to support all forms of the agricultural industry and, at the same time, to protect the rights of the private property owners to convert their agriculture lands to other appropriate land uses." Sec. 22-2-10. B. Conversion of agricultural land to a residential, commercial or industrial use "should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region." Sec. 22-2-20 G.2. A. Policy 7.2 The proposed use on this site would be highly compatible with the surrounding region, and the area can support such development. The proposed use ins not offensive in nature, and impacts to environmental resources such as air, water, noise and public health, if any should be minimal. The property is fenced and is kept neat in appearance. There is landscaping proposed around part of the building and along some of the perimeter fence. This will fall into conformity with section 22-2-150 F. I.Goal 6, which calls for minimizing incompatibilities between industrial use and surrounding properties, supporting visual and sound barrier landscaping, and ensuring that industrial properties are free of derelict vehicles, refuse, and other unsightly materials. The site will have a relatively small footprint, and while there will potentially be some impact on issues such as traffic in the area, these impacts will not change the basic agricultural character of the surrounding area . The site's contribution to Weld County will overall enhance the County. Furthermore, Section 22-2-150 D. 1. Goal 4 states, "All new industrial development should pay its own way." This is an established business and all improvements will be paid for by the owner without any funding from the County. 3. Explain how this proposal is consistent with h intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The property is zoned "A" (Agriculture), as are all the properties immediately surrounding this site. Many of the area property owners surrounding the site have semi- trucks that they operate including numerous oil and gas operations on neighboring properties. This use is compatible with the surrounding zoning. 4. What type of uses surround the site — explain how the proposed use is consistent and compatible with surrounding land uses. The lots immediately adjacent to the site are agricultural and consist of oil and gas operations along with some very similar businesses within the surrounding 2 mile radius. The proposed use of the site is consistent and compatible with these uses, and is permitted under Section 23-3-40 of the Weld County Code. The proposed use will have a positive impact on Weld County as a whole, and will have little or no impact in terms of government obligations or changes to the agriculture character of the surrounding properties. S. Describe in detail the following: a. Number of people who will use this site: 1. Currently there are 10 employees of JM Trucking LLC which include 8 drivers and 2 service personnel and with good market conditions may employ 4 additional employees. . The drivers are on the site twice a day. They arrive in the morning to pick up their work vehicle and return in the afternoon or evening to park their work vehicle for the night. They operate Monday thru Saturday from S:00 am to 10:00 pm. Some employees may be present during the day on Sundays to service vehicles or maintain and clean up the site. Customers do not come to the site. 2. The owner may eventually live full time on the site in a residential home to be built in the future. b. Number of employees proposed to be employed at this site 1. Two employees will work on site to service and maintain the business vehicles. c. Hours of operation 1. The applicant proposes that the hours of operation be 24/7. d. Type and number of structures to be built on this site 1. 120' x 80 metal building for service. 2. 40' x 20' pole barn for storage 3. 20' x 60' lean-to for parking vehicles. 4. Future home on the north end of the site . e. Type and number of animals, if any , to be on the site: 1. There are no plans to keep animals on this site at this time. f. Type and number of vehicles (size, weight) that sill access this site. 1. Trucking operation Currently there are 6 tractor trailers with a GVWR of 80,000 pounds and 4 tandems with a GVWR of 50,000 pounds along with one personal vehicle for each work vehicle and two personal vehicles for the service techs. g. Who will provide fire protection to the site Fort Lupton Fire will provide fire protection to the site. They are in the process of completing the Fire District Notification form. h. Water source on the property 1. Currently water is service is not available on the property. A permit application will be submitted upon USR approval. Currently water is be transported to the site with a portable pickup tank. i. Sewage disposal system on the property (existing and proposed) 1. Currently there is a port-a-let on the site with appropriate hand sanitizer and provided bottled water. 2 . The owner plans to have a septic system installed and will follow the proper design and permit process. j. Trash and Refuge Service See Attached 1. Best Cleaner Disposal INC. If market changes then proper equipment and permits will be established to store fuel on site. I. If storage and warehousing is proposed, what type of items will be stored? 1. The only items that will be stored on site besides the overnight storage of work vehicles will be the items necessary to service and maintain the work vehicle and the grounds. 6. Explain proposed landscaping for the site. The landscaping shall be shown on a landscaping plan that will be submitted with the site plan. Coniferous trees will be utilized as wind, site and noise barriers in and around the site. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. 8. Explain how the storm water drainage will be handled on the site A storm water drainage plan will be submitted with this application. 9. Explain how long it will take to construct this sire and when construction and landscaping is scheduled . Construction will begin immediately and will take approximately 1 1/z years to complete. Landscaping will be installed over a period of time during construction and during appropriate growing seasons. 10. Explain where storage and /or stockpile of wastes will occur on this site. Wastes and by-products will not be stock piled or stored on site. Waste oil and batteries will be disposed of at a recycling center. A 4 yard dumpster will be on site and emptied once per week by Best Cleaner Disposal Inc. We will use the on call services of Frog Salvage or TDS for tires. Box 758 Greeley CO 80632 RE: Revised Drainage letter for 15524 County Road 6, Weld County, Colorado Dear Ms. Petrik: JM Trucking , LLC intends to develop their property at 15524 County Road 6 in Weld County, near Brighton , Colorado. Our firm has completed an analysis of the developed impervious area to determine drainage requirements for this site. The total property area is 25.79 acres which drain to the west. The impervious area planned for this project includes a gravel parking area and a future building , which increases the site imperviousness ratio to 7 . 3% . The water quality capture volume required for this site is 4, 742 cubic feet. The volume provided is 4 ,757 cubic feet. The pond is 1 .84 feet deep and will overtop at elevation 5110. 04. This pond will be placed approximately 500 feet east of the west property line, which will allow the runoff to dissipate and follow the existing drainage pattern before entering downstream properties. There will be no negative downstream impacts due to this design . Off-site flows enter the property from the northeast and east. Runoff from this area drains west through the project site. This drive has an access agreement for the neighbor to the south . The drive is located 2.9 miles east of Highway 85. Weld County Road 6 is an unpaved road currently utilized by semi-trucks, farm vehicles, oil and gas vehicles, area residents and other associated traffic. The peak hours for traffic on WCR 6 are estimated to be from 6:00 to 7 :30 a.m. and from 5:30 to 7:00 p. m ., assuming the highest peak rates would be associated with peak commute hours. The proposed use will contribute approximately 10 round trips per day of semi and tandem truck traffic and 12 total trips per day of personal use vehicle. The majority of these trips will occur on WCR 6 between the property and highway 85 to the west. These trips represent a minimal increase in daily traffic on WCR 6. The majority of the trips to and from the proposed use will occur between 6:00a . m. and 6:00 p. m . The drive into the property is road base and ends at the neighboring property to the south . The trucks will have sufficient area to turn around within the property. Waste Handling Plan 1. Currently, trash and refuse on the property are to be placed in a 4 yard dumpster, which is emptied by a refuge company once a week. 2. Service replacement items such as waste oil, tires, and batteries shall be recycled by the appropriate agencies and not stored on the property. Spill Cleanup Cleanups o the shop floor are to be immediately covered in Floor Dry and absorbed . The Floor Dry will swept up and disposed of in garbage bags and taken to the appropriate disposal site. Cleanups outside and particularly near fuel tanks, are to be scooped up, bagged and taken to an appropriate disposal site. Dust Abatement Access drive will be maintained by J&M Trucking. Vehicle speeds are restricted to reduce the amount of dust generated . Fuel Tanks Fuel Storage may be possible in the future. Current market pricing does not make it feasible. If market conditions change then JM Trucking will follow with the appropriate permit procedures. Below is a possible scenario for fuel storage. Exhibit "1" shows photograph of the fuel tanks that will be provided by Agland . They will sit on a concrete slab inside a galvanized metal enclosure that will be provided by and set up by Agland. The fuel tanks are rated for fuel storage and are owned , maintained, and filled by Agland .
