WHEREAS, pursuant to Section 4-2 (4) of the Weld
County Home Rule Charter, the Board of County Commissioners ,
Weld County, Colorado, shall establish policies and proce-
dures for the purchase, storage and distribution of supplies ,
materials, property, equipment and inventory, and
WHEREAS, the Board believes it to be in the best
interests of the County to formulate and adopt the following
policies and procedures pertaining to all purchases by Weld
County:
1. AUTHORITY FOR PURCHASES :
All supplies, services , materials and equipment
purchased for the County, both emergency and regu-
lar purchases, shall be subject to prior approval
of the Board of County Commissioners.
2. EMERGENCY PURCHASES :
Purchases other than those supplies purchased
pursuant to Title 30 , Article 11, Section 109
through 112, CRS 1974, of One Hundred Dollars
($100. 00) or less may be purchased on purchase
order forms properly signed by the Department
Head. Such purchases of over One Hundred Dol-
lars ($100 . 00) shall be made on purchase order
forms as designated by the Board of County Com-
missioners and approved by the duly authorized
purchasing agent and the Chairman of the Board
of County Commissioners.
3 . ACCOUNTING INSTURCTIONS :
Requisitions, purchase orders and material re-
ceived reports must be properly signed prior to
the payment of County purchases . Detailed pro-
cedures to be issued by the County Commissioners
and the County Finance Officer.
4. CERTIFICATE OF NECESSITY AND FUNDS :
The Department Head shall certify that all pur-
chases are necessary for the proper operation of
his department, and that funds for same are avail-
able in the current budget.
5 . REQUISITION TO PURCHASE :
The purchasing agent shall purchase only those
supplies, material and equipment requested by a
using department. He should , however, keep the
Department Heads informed on price changes, de-
liveries and other information that would be in
the interest of good County operation.
6. QUOTATIONS :
On purchases other than those supplies purchased
pursuant to Title 30, Article 11, Section 109 through
112, CRS 1974 , over One Hundred Dollars ($100 . 00)
but less than Two Thousand Dollars ($2 , 000. 00) , the
purchasing agent shall request quotations in writing
from three or more suppliers, if possible, and shall
purchase at the lowest and best quotation, but ONLY
with approval of the Board of County Commissioners.

The County shall reserve the right to reject any and
all bids .
7. BIDS:
All bidding shall be in accordance with and pursuant
to Section 14-9 (1-5) of the Weld County Home Rule
Charter, and that all purchases of Two Thousand Dollars
($2 , 000. 00) or more shall be followed by a ten day per-
iod for consideration and investigation of the bids sub-
mitted to determine comparisons of quality and price.
PRIOR to advertising for such bids, the purchasing agent
shall, during a regular public Board meeting, request
authorization to publish notice of bids. Such authority
shall be granted ONLY in the form of a motion, a second
and a favorable majority vote.
8. PREFERENCE:
Section 14-9 (1-5) of the Weld County Home Rule Charter
shall not be interpreted as discouraging competitive
bidding from outside the County of Weld.
A. County Finance Officer shall request bidders to
attend the bid opening and final approval by the Board.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that the policies and pro-
cedures as hereinabove mentioned be, and they hereby are adopted
and shall be effective forthwith.
The above and foregoing resolution was , on motion duly
made and seconded, adopted by the following vote this 18th
day of February, 1976.
