To Whom It May Concern,
On August 18, 2014, the Fort Lupton City Council approved the formation of the Fort Lupton
Urban Renewal Authority (FLURA) and designated itself to serve as its Board members, as
permitted under Colorado Urban Renewal Law. The City Council later established Structure,
Responsibilities and Operational Guidelines ("Guidelines") for FLURA with the intent of
transferring the Board to community members and business representatives within the City. I
have enclosed the Guidelines for your reference. The Guidelines established that there are to be
a total of nine Board members, with one member being a current board member of a special
district whose property taxes are subject to allocation under the urban renewal plan.
You are receiving this letter as a representative of a special district as outlined in paragraph
C(1)(b) of the Guidelines. FLURA is currently accepting applications for Board members and
invites your organization to submit an application to fill the special district seat. As stated, the
position is eligible to a person currently serving on your board. The Mayor, with consent of City
Council, is responsible for appointing Board members. If multiple applications are received for
the special district seat, he will be responsible for filling the seat with the applicant he finds to be
best qualified. I have enclosed a copy of the application for your convenience. This application
can also be found online.

A RESOLUTION OF THE CITY COUNCIL OF FORT LUPTON ADOPTING
GUIDELINES FOR THE STRUCTURE, RESPONSIBILITIES AND OPERATION
OF THE FORT LUPTON URBAN RENEWAL AUTHORITY
WHEREAS, on August 18, 2014, the City Council approved the formation of the
Fort Lupton Urban Renewal Authority(the "Authority"); and
WHEREAS, the City Council appointed itself to serve as the board members of
the Authority; and
WHEREAS, the City Council desires to remove itself as the Authority members
and appoint community members and business representatives to the Authority; and
WHEREAS, the City Council finds it necessary prior to transferring the board to
appointed community members and business representatives to establish basic guidelines
for the structure, responsibilities and operation of the Authority; and
NOW THEREFORE BE IT RESOLVED that the Fort Lupton City Council
reviewed the Structure, Responsibilities and Operational Guidelines ("Guidelines"),
attached as Exhibit A, and hereby adopts the Guidelines. The Authority at all times is
required to implement the Guidelines adopted by this Resolution.

FORT LUPTON URBAN RENEWAL AUTHORITY
STRUCTURE, RESPONSIBILITIES AND OPERATIONAL GUIDELINES
("GUIDELINES")
A. Purpose.
These Guidelines are intended to provide guidance and direction to the Fort Lupton Urban
Renewal Authority(the "Authority")regarding its structure,responsibilities and operations.
These Guidelines shall be incorporated in the establishment of the Authority's bylaws and any
other official business conducted by the Authority.
B. BB ly aws.
1. The Authority shall establish bylaws in the form that it deems appropriate, except that
they must be in conformance with applicable laws, including Colorado Urban Renewal
Law. The bylaws must also incorporate the structure,responsibilities and operations set
forth in these Guidelines.
2. The Authority shall adopt bylaws within one year of the adoption of the Resolution
authorizing these Guidelines.
3. The Authority shall develop and include a mission statement within its bylaws that
encourages the redevelopment and reinvestment within Fort Lupton.
4. The bylaws adopted by the Authority, and any subsequent amendments thereto, shall be
submitted to City Council for approval by resolution prior to going into effect. A
statement to this effect must be included within the bylaws.
5. The bylaws must include a section that describes the board member composition
identified in Section C below.
C. Board Members.
1. The Authority shall be comprised of nine members, and those members shall include:
a. One member shall be appointed by agreement of the Weld County's Board of County
Commissioners.
b. One member shall be a board member of a special district whose property taxes are
subject to allocation under the urban renewal plan.
c. One member shall be an elected member of the Weld County School District RE-8
school board.
d. One member shall be a City official.
e. One member shall be a board member of the Fort Lupton Fire Protection District.
f. Two members shall serve as business representatives and must own and operate a
business within the City at the time of their appointment and at all times while
serving on the Authority. These members must have a physical mailing address
within the City that is not a post office box.
g. Two members shall represent the citizens of Fort Lupton and must own property and
reside within the City at the time of their appointment and at all times while serving
on the Authority.

2. The Mayor, with consent of City Council, shall appoint the members of the Authority. A
statement to this effect must be included within the bylaws.

Re: Volunteer Accident Medical Plan (VAMP)
As a member of a recognized Committee for the City of Fort Lupton, you have
insurance coverage under the Volunteer Accident Medical Plan (VAMP). This
coverage is required by the State of Colorado and provides limited benefits to all
Committee members in case of injury while acting within the duties of the
committee(s) they serve on. The City of Fort Lupton is required to report all
Committee Members to the Colorado Department of Labor, Division of Workers'
Compensation. Reporting requirements include every individual's name,
committee they serve on and their social security number. Your information will be
kept confidential by the Human Resources Department.
