Dear Commissioner Rademacher:
Thank you for your December 1, 2014 Tier II request for funds through the Department of Local Affairs'
Energy and Mineral Impact Assistance Fund competitive grants program. As you know, your request for
$18 Million for the Weld County Road 49 project is outside the program guidelines for Tier it funding.
However, I was comfortable in reviewing this as an individual request outside of the Tier II cycle because
this award is directly related to the energy industry, crosses multiple regional jurisdictions, creates a
"good government"opportunity by investing dollars upfront, creates potential cost savings and
economies of scale, commits Weld County's match of 90%for this $100 Million project. My decision is
also based on my review of the Fund's future revenue projections.
I am pleased to inform you that I am able to offer you an award of $9 million for this project with the
condition the County not submit Tier II grant applications for six program funding cycles beginning with
the current December 2014 cycle and ending after the August 2016 cycle. During this period the County
may apply for Tier I grants or administrative planning grants.
Congratulations on this grant award for Road 49 and the opportunity to be a partner in your efforts.
Please contact your regional manager, Don Sandoval, at 970-679.4501 to begin grant award processing. As
you know, no state funds or matching funds can be obligated before a grant contract is fully executed.
Expenditure of any funds prior to the contract being fully executed cannot be included in the contract
budget or reimbursed by the state. Consult your regional manager prior to expending any funds. Per our
program guidelines this offer is valid for one year from the date of this letter.
