RE: ACTION OF THE BOARD CONCERNING PETITION FOR ABATEMENT OR REFUND
OF TAXES - BFS RETAIL AND COMMERCIAL OPERATIONS, LLC
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, at a
duly and lawfully called regular meeting held on the 1st day of June, 2015, at which meeting there
were present the following members: Commissioners Mike Freeman, Sean P. Conway, Julie A.
Cozad, and Steve Moreno, and with Chair Barbara Kirkmeyer being excused, and
WHEREAS, notice of such meeting and an opportunity to be present has been given to
the taxpayer and the Assessor of said County, with said Assessor, Christopher Woodruff, being
present, and taxpayer, BFS Retail and Commercial Operations, LLC, not being present, and

SUBJECT:
The subject property is a Firestone Service Garage of 10,431 sf located at 1130 8th Ave, Greeley. It was
built in 1948 and is considered to be of average condition for its age. The property is owner occupied
and has been in continual use since it was built. The property owner is represented by The Forrestal
Group and is requesting a reduction in value for 2012 from $365,085 to$295,800 and for 2013 from
$368,500 to$295,800.The petitioner has not provided any market data or evidence to support their
claim of value.
Market Approach:
Sales of Service Garages similar to the subject were analyzed. For the 2012 value, market data from
01/01/2009-06/30/2010 revealed sales ranging from $34 psf to$67 psf. For the 2013 value, sales from
01/01/2011-06/30/2012 yielded comparables ranging from$37 psf to$56 psf.

Considering the age of the subject, a value at the lower end of the range was determined appropriate.
$35/sf(rounded)for both the 2012 and 2013 tax years was selected and is supported by the sales
analyzed.
Cost Approach:
Due to the age of the buildings this approach was considered but not developed.
Income Approach:
As this property is owner occupied the Income Approach was not developed.
Reconciliation:
Based on market sales during the data collection period, we recommend sustaining the Assessor's
values for 2012 and 2013.
