HomeMy WebLinkAbout20151599.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR PROVIDING TECHNICAL ASSISTANCE FOR THE STUDY OF TRANSPORTATION ALTERNATES FOR HILL-N-PARK SUBDIVISION AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, the Colorado Department of Local Affairs, and University of Colorado Denver commencing upon the full execution of signatures, and ending November 1, 2015, with further terms and conditions being as stated in said memorandum of understanding, and WHEREAS, after review, the Board deems it advisable to approve said memorandum of understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for Providing the Technical Assistance for the Study of Transportation Alternates for Hill-N-Park Subdivision among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, and the Colorado Department of Local Affairs, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said memorandum of understanding. Cozad County Attorney Steve Moreno Date of signature: 4,91 2015-1599 :bOCC(6fAin 6Q/LWay> 8//q BC0048 MEMORANDUM OF UNDERSTANDING Between Colorado Department of Local Affairs — University of Colorado Denver, Colorado Center for Community Development And Weld County, Colorado WHEREAS, the Colorado Department of Local Affairs, hereinafter DOLA, has contracted with the University of Colorado Denver Colorado Center for Community Development, hereinafter UCD, to provide technical assistance in a 64 county area of Colorado, and WHEREAS, Weld County, hereinafter the County has requested assistance through this program to assist in studying transportation alternates for Hill-n-Park subdivision, and WHEREAS, the DOLA and UCD desire to assist local governments and political subdivisions of the State that are experiencing social and economic impacts resulting from the development of energy/mineral resource industries in Colorado, and, WHEREAS, it is necessary and desirable to specify these services, the desired end products, and the responsibilities of both the DOLA, UCD, and the County in completing this project, NOW, THEREFORE, it is hereby agreed that: I. SCOPE OF WORK UCD shall provide the services to the County as detailed in Attachment A-Scope of Services Dated April 17, 2015 II. COST ESTIMATE Work will be billed to the County at completion of the final work task. It is estimated that work on this project will be $2,000 and the County is requested to contribute or match a not to exceed amount of $1,000 of the project costs to cover the time, travel expenses, follow-up review and preparation of the final documents. III. PAYMENTS UCD shall submit an invoice to County upon completion of services for their contribution of$1,000. Box 173364 Denver CO 80217-3364 IV. Department and Community Responsibilities UCD will provide the personnel and administrative oversight to accomplish the objectives as described. Student Employees of UCD may do some necessary research, plans, and prepare documents in accordance with the scope of work. Supervision of the students and their work tasks rests with Mike Tupa, Community Development Specialist for UCD. Don Sandoval, Regional Manager will monitor the Project on behalf of DOLA. V. Period of Performance This agreement will be deemed valid by the authorized signatures and it is anticipated that work can begin when fully executed and completed by November 1, 2015. VI. Changes and Termination The UCD Technical Assistance Program, the Colorado Department of Local Affairs, or the County may, from time to time require changes in the Scope of Services of this agreement. In the event changes are required they must be made with the agreement of all parties. Either party may terminate this agreement by giving written notice of such termination and specifying the effective date thereof, at least thirty (30) days before the proposed date of termination. April 17, 2015 The University Technical Assistance (UTA) Program at CCCD has been requested to provide design and planning services to Weld County,Colorado,through the Northern Front Range Metropolitan Planning Organization.Work is to prepare a transit study that outlines the needs and particulars of a transit option to connect the Hill-n-Park neighborhood with more distant local transit options. This project would help the regional partners including Weld County,the City of Evans, Greeley Evans Transit, Hill N Park, and others understand the transit needs of this neighborhood. Following are project task areas discussed with scope of work for each and a timeline and budget that follow. Work Scope The Hill-n-Park neighborhood is an enclave within Weld County flanked by Greeley to the north and Evans to the south.This community depends on public transportation for access to shopping, medical, schools and employment.Transit routes that now connect this neighborhood with the Greeley Evans Transit Routes will change January 1, 2016 and the neighborhood will lose their public transit options. New transit options needed to be considered.The transit system envisioned includes volunteer driven van(s),some handicap accessible, and routing through the neighborhood and direct connection to regional transit lines. Work for this project is intended to help Weld County understand the transit needs of this neighborhood, apply transit solutions and provide a summary of possible short term and long term costs associated with those options. Assistance is also requested to outline transit routes,frequency, connection points, and provide some sample transit flyers for the neighborhood. Work tasks begin with: • To understand the needs present a quick survey of the neighborhood travel destinations and travel times will be conducted to determine the extent of the transit needs within the community. If there are a substantial number heading in one direction than more extended transit routing may be appropriate. • Map existing Evans and Greeley transit routes,times and stops. • Meet with the steering committee with suggestions for routing, stops,equipment needs, and other preliminary thoughts on the end plan. • Draft up a listing of costs for equipment,training, maintenance,fuel, and other operational costs of a transit system. We feel we can base some of these costs on studies compiled by other Colorado communities. • Outline where possible transit system funding might be available to put this proposition into action. • Present the findings to the Hill-n-Park neighborhood,City of Evans and County Commissioners for their consideration and possible action. Work is intended to be a first step in the planning phase. Later phases with more detail cost estimates and professional transit services will bring these ideas to a more complete stage. Attachment'A'Hill-n-Park Transit Study Work Scope 1 of 2 April 17,2015 Work is supervised by Mike Tupa, UCDenver Community Development Coordinator within the UTA program and prepared by graduate level Planning and Design interns from the College of Architecture and Planning in Denver. Timeline It is estimated that work can begin this summer with approval of this MOU and Scope. It is thought this work can be completed over the following summer months with a report finished by September.A formal completion date of November 1, 2015 is anticipated. If a tighter timeline is desired we can work with that as well. Cost Estimate-Budget Work will be billed to Weld County at completion of the final work task. It is estimated that work on this project will require$ 2,000 to cover the staff work,travel expenses,follow-up review and preparation of the final documents.
