June 29, 2015 Dear Ms. Griego: This letter contains notification of additional federal SNAP E&tT funds for your county's Employment First (EF) Program. The additional allocation is $330.00 in 100% federal funds, requested for supplies, bringing your total 100% allocation for Federal Fiscal Year 2015 to $188,363.00. The funds must be encumbered or expended by September 30, 2015. As you were previously advised, the county is required to fund at least $114,484.00 in EF workfare and participant reimbursement costs with funds that are, by federal regulation, reimburseable at only 50%. To be eligible for the 50%federal reimbursement, the expended funds must be non-federal and may include in-kind match as well as county cash. The county cash may be appropriated by the county for the program, donated by another source, or derived from the workfare enhanced funding earned by the county EF workfare program. Among events on the horizon is the federal reintroduction, in January 2016, of mandatory ABAWD programs. This requires 3 month SNAP certifications for non-exempt adults between 18 and 50 with no children in the household under 18, as well as continuation of the current mandatory referral to EF. In addition to new counties starting EF programs in Colorado, many more states will be operating some kind of SNAP E&tT program and this may impact the federal funds available for allocation. In the face of limited federal 100% dollars, workfare enhanced funding can be a significant source of county match to draw down additional 50% federal match funds for local EF program operation. Identifying and documenting in- kind or non-federal public funds as match for federal funds is another way to expand available program dollars.
