Monday, April 27, 2015
12:00 Noon
The Board of Trustees of North Colorado Medical Center met in Regular Session on Monday,
April 27, 2015, in the Richard Stenner Boardroom located at North Colorado Medical Center.
Mr. Houtchens declared a quorum and called the meeting to order at 12:00 p.m.
ATTENDANCE REPORT

Lawley, Michael Simone, Jason Yeater, and Sean Conway (Commissioner, non-voting
member)

PUBLIC COMMENT
There was no public comment,
APPROVAL OF MINUTES
It was MSC (Simone/Davis) to approve the minutes from the March 30, 2015, Regular
Session meeting.
NEW BUSINESS
None.
CEO REPORT or COO REPORT
NCMC COO, Wendy Sparks, gave the following report:
• Employees - Employee forums are currently taking place, in which Rick Sutton presents a
"State of the Union" with the results for 2014, and Wendy provides an update on the
status of the various campus construction projects.
• Patient Satisfaction - NCMC hit all seven (7) 2014 HCAPS targets and for NOCO they have
decided to increase all of the goals by 1%. For the Banner Strategic initiative there is
just one - "Would Recommend/' However, for NOCO the goal is to meet all seven
dimensions, in addition to "Would Recommend." For the month of April they are
meeting target or stretch on four of the seven dimensions, and various action plans
have been established to help meet the goals.
• Quality - The two strategic initiatives are: 1) Care Reliability of Total Joint Care, which
involves completing medication reconciliations for all patients and discharging a high
percentage of patients to their homes rather than to rehabilitation centers; and 2) Care

Reliability of Heart Failure, which also involves completing medication reconciliations for
all patients and setting up an appointment no more than seven days after discharge.
She noted they are meeting target for both initiatives this year,
. Physicians - Physician recruiting and interviews are ongoing,
• Financials - For March, the Greeley Community had an operating gain of $2.9 million,
with an overall operating gain of$4.2 million Year-to-Date.
Master Campus - Various construction projects are ongoing; however, several are
anticipated to be completed this summer, including the Cancer Center, Pharmacy, and
the Summit View third floor which will house Internal Medicine, Pediatrics, and OBGYN.
NCMC CEO, Rick Sutton, gave a brief overview of the process for opening a new medical
facility. He stated the new Banner Fort Collins facility recently submitted the 855A CMS
Application, achieved a cumulative total of 20 in-patient admissions, and has notified the
Joint Commission that the facility is ready to be surveyed. Once the Joint Commission
accreditation is acquired, then they can complete the remaining paying contracts.
VISITATION REPORTS
ORTHOPEDICS / NEUROLOGY
Michael Simone reviewed his report, dated April 21, 2015. A written copy of the visitation
report is attached as a part of these minutes. In response to Ms. Davis, Ms. Sparks
explained the emphasis is to get patients discharged to go home, versus transitioning to a
rehabilitation center.
PUBLIC RELATIONS DEPARTMENT
Jason Yeater reviewed his report, dated April 27, 2015. A written copy of the visitation
report is attached as a part of these minutes. He highlighted the "Future" category of his
report and the department's desire to focus on their communication plan. He also
indicated his improved awareness of the vast diversity which is dealt with by Gene Haffner
on a daily basis. He expressed his continuing interest and requested discussion and
feedback on the aspects of marketing via social media. Rick Sutton confirmed there is a
team that focuses on social media and Paul Matthews is the individual that all Public
Relations personnel report to. There was further discussion concerning the driving factors
of marketing, public perception, improved physician services, insurance options, and rating
systems. Ken Schultz stated the medical industry is just beginning to figure out the
importance of marketing, and he noted that sharing the positive outcomes is often
prohibited by dynamics such as HIPAA (without some sort of waiver), Dr. Carter stated the
New Employee Orientation is really emphasizing the importance of excellent care to set
them apart.

NCMC, INC. REPORT
Brandon Houtchens stated the NCMC Inc. Board has its regular session tomorrow
afternoon. Ken Schultz stated most of the financial information that goes to the Public
Trustee and the general public will be available after tomorrow's meeting, and a full report
will be provided to the Trustees next month.
COMMISSIONER'S REPORT
Commissioner Conway stated the Transbond is up on the Senate floor and the last
transbond payment will be made next year. Legislative representatives have introduced a
new bill that refers to the ballot for this coming November, a new Transbond that would
create revenue for the next 20 years in the amount of $3.5 billion for various highway
projects. He also gave an update on the status of establishing a committee to manage and
operate the Bright Futures Weld County Program, which will start by distributing $10 million
to upcoming graduating seniors, those who earn their G.E., or honorably discharged
veterans (going back 10 years), and the hope is to have it all set up by June 1, 2015.

ORTHO/NEURO VISIT 4-21-15

Department History: Neurology and orthopedics are combined. They have 44 beds and are
their patient loads are pretty much divided 50/50. The average census is about 30 filled beds
but they are busy right now. The orthopedic department has had about 120 elective knee and
hip replacements this year and these surgeries make up the majority of their patient
interactions. The neurology department appears to focus more on spinal and brain related
issues. Stroke treatment is not their strength.
Name and History of Contact:Jason Collins. He has been a nurse for about 13 years and has
worked in the emergency room, burn unit and as a flight nurse. He is from Casper, Wyoming
and moved here to avoid the wind. He has a Master's Degree in nursing with a focus on
leadership/management. Jason has been running the department for about a year. Apparently
there was a lot of turmoil within the department before he arrived and feels confident that is
history now.
Services Provided: The orthopedic department treats sports-related, arthritic, congenital and
degenerative conditions affecting the bones,joints, muscles, ligaments,tendons and cartilage.
The neuro department primarily treats patients with brain tumors, nerve disorders and spinal
cord injuries.
Number of Staff:full-time and part-time and what fields: 70 RNs and CNA's. 60 are full-time.
Revenues/Budgets If Relevant: The budget is set for him and he does have input before it is
finalized. He says the leadership team is very responsive to his requests.
Successes: An increase from 25%to 56% ire in patients going home after surgery and not
needing home health for knee and hip replacements. He was pretty proud of this number.
The rooms in his department are undergoing renovation. Major issues concern bathrooms that
are not conducive to postsurgical knee and hip replacements. For example,toilet heights are far
too low. Half of the rooms have been converted so far.The rest should be completed by the
end of the year, 22 rooms will be converted this summer--which, historically, is a slow time in
the department. They do have 13 rooms as a backup, if needed. They are older rooms with
shared bathrooms. (Jason wasn't aware of the long term plans for these older rooms). At least
3 or more rooms need to be renovated at a time and coordination with the floor below is
required due to plumbing issues. When the census is high it slows down construction
significant€y.
Jason shared the trends in patient satisfaction have increased but things aren't where he wants
them to be yet.

Public Relations Department
Name of Contact: Gene Haffner
History of Contact: Gene has been in northern Colorado for 31 years. He came to Greeley in 1984 where
started working for the University of Northern Colorado, he then transitioned to The City of Greeley,
later moving to Colorado State University and finally finding his home at NCMC where he has been for
the last 22 years.
Department History:The public relations department has seen many changes in the hospital and health
care. The department recently restructured three years ago from functional based to a team based
structure. However through all of the changes the "Historian" of NCMC, Gene Haffner, has been through
it all.
Services: The Public Relations Department provides a multitude of services.
Emergency on call—consists of various scenarios that the department could respond to. In the
case of a family emergency, it is responsible for communicating media requests with the family of the
victim; inversely it may also act as the family representative for the media. In the case of a community
emergency the department is responsible for media requests regarding hospital readiness, procedures
or the overall events in general.
Media relations— consists of responding to media requests for information about anything from
hospital procedures, hospital programs, hospital staff, awards that any doctors, departments or hospital
has received, or any information presented in various articles surrounding the healthcare industry.
Internal communications—consists of any communication within the staff of NCMC pertaining
to a broad spectrum of events. Overall, any topic that needs discussed, presented or directed to staff
members is done through the public relations department.
Community Relations—the Public Relations Department serves as the representative for NCMC
at community events which includes anything from speaking at a community event, organizing a
community breakfast, decision making on investing in the community, or simply being a presence for
NCMC.
Marketing—varies from communicating with large corporations about various products and
services or design organization, which can be a print ad/article that would be published out in the
community or given internally to the staff.
Successes:The public relations department of NCMC believes the biggest success over the past two
decades is that NCMC was grown from "the only show in town" and operating on an island, to today
where the public relations department believes that NCMC has become a partner and member of the
community. The Public Relations Department takes special pride in making NCMC the "go to" resource
for all health related information. It believes that both large and small media outlets come to NCMC
when it needs good reliable information.
Future:The Public Relations Department would like us to know that it does have a communication plan
that it does follow but understands the greatest challenge to the department is how to deliver its
message in an environment of increased competition in a rapidly changing health care system. The
Public Relations Department will continue to strive to remain a true partner in the community through
its sponsorships and investments in the community.
