IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 9
INFORMATION TECHNOLOGY, OF THE WELD COUNTY CODE
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF
WELD, STATE OF COLORADO:
WHEREAS, the Board of County Commissioners of the County of Weld, State of
Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with
the authority of administering the affairs of Weld County, Colorado, and
2014-3865
WHEREAS, the Board of County Commissioners, on December 28, 2000, adopted Weld
County Code Ordinance 2000-1, enacting a comprehensive Code for the County of Weld,
including the codification of all previously adopted ordinances of a general and permanent
nature enacted on or before said date of adoption, and
WHEREAS, the Weld County Code is in need of revision and clarification with regard to
procedures, terms, and requirements therein.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of the
County of Weld, State of Colorado, that certain existing Chapters of the Weld County Code be,
and hereby are, repealed and re-enacted, with amendments, and the various Chapters are
revised to read as follows.

ARTICLE I
Information Technology
Amend Sec. 9-1-10. Mission.
A. The mission of the Weld County Information Technology (IT) Department is to provide
responsive, adaptive, transformative, innovative and cost-effective information
technology solutions and services enabling County departments and agencies to
successfully achieve their objectives. IT will implement and support solutions
empowering the citizens of Weld County to access information and mission critical
services in a comprehensive and effective manner.
B. This mission is accomplished by playing a leadership role in County-wide strategic
planning for information systems, user community involvement and innovative uses of
technology in meeting County needs. Information Technology works to expand and
enhance the quality and quantity of its services and plays a key role in facilitating the
County's utilization of technology in order to improve its services to the public at the
lowest cost possible.
C. Information Technology will fulfill this mission by organizing in the most effective manner,
by staffing with the highest quality professionals, by a continuing outreach program of
working with and involving users, by competent and visionary management, by the
application of proven methodologies, and by a comprehensive understanding of the
latest technologies and how they apply to local government functions.
D. Information Technology is guided and directed by the goals and objectives established
by the Board of County Commissioners. In addition, Information Technology provides
leadership in the critical review of plans and progress and the assessment of goals and
objectives in the light of new technology and the changing needs of the County.
E. Information Technology is a service department and must provide its services in the
most effective manner possible. The department's success is primarily measured by the
overall satisfaction of its users, how well the department is meeting the IT capacity
needs of other county departments and the overall performance and stability of the
county IT systems.
F. Information Technology is flexible in its organization and staffing in order to
accommodate the changes that occur in technology and in the requirements of County
departments. This includes a regular review of organization, positions and their
descriptions, and the nature and types of services provided in order to be prepared to
meet these ever changing needs. This also includes a regular review of all policies and
procedures to ensure that these are supportive and responsive in providing the required
services to meet the current needs.
Amend Sec. 9-1-20. Roles and responsibilities of Board of County Commissioners.
The Board of County Commissioners shall provide overall direction to the Information
Technology function by formally adopting and approving policies and guidelines for Information
Technology functions.
Delete Sec. 9-1-30. Roles and responsibilities of Information Services Governance
Committee.
Amend Sec. 9-140. Responsibilities of users.
The users shall have the following responsibilities:
A. Ensure that information technology requested by, and provided to, them is consistent
with the efficient and effective use of their resources.
B. Ensure that all members of their department adhere to all County-related Information
Technology policies and standards.
Delete Sec. 9-1-50. Responsibilities of ACS Corporation.
Amend Sec. 9-1-60. Specific duties and responsibilities of Board of County
Commissioners.
Based upon recommendations from Information Technology management, the Board of
County Commissioner should:
A. Formally approve and adopt policies and guidelines for Information Technology in the
County. The principal policy should be to develop and operate only those systems
which satisfy County needs in an effective and efficient manner.

C. Review and approve specific Information Technology proposals to meet the County's
information processing needs.
D - No change.
E. Approve the funding of Information Technology resources within the capacity of the
County.

Amend Sec. 9-1-80. Specific duties and responsibilities of users.
The specific duties and responsibilities of each user are as follows:
A. General responsibilities:
1. Designate a management level position to act as a liaison between the user
department and Information Technology.
2. Serve as the advocate for any service requested by the department.
3. Ensure that all department personnel adhere to County policies and procedures
related to Information Technology.
B. Existing system responsibilities:
1. Identify the need for changes to, or replacement of, existing systems in
conjunction with Information Technology.
2. Insure that all computer system resources requested by and provided to them
are consistent with the efficient and effective use of their resources.
C. New system development responsibilities:
1. Identify future system needs to Information Technology in a timely fashion.
2. As needs arise, propose new development and major enhancement projects and
provide justification for them to Information Technology and the Board of County
Commissioners.
3. Provide the necessary user staffing for all new development projects performed
by Information Technology for the user department.
4. Review and approve all preliminary and final systems definitions and designs.
5. Review and approve the acceptance tests of all new systems.
6. Maintain communication with Information Technology.
Amend Sec. 9-1-90. Specific duties and responsibilities of Information Technology.
The following specific duties will be assigned to Information Technology:
A. Advisory responsibilities:
1. Serve as a technical resource to the Board of County Commissioners, all
departments and appropriate public entities on matters pertaining to information
management.
2. Participate, with technical expertise, in determining whether the County's best
interests are served by specific systems.
3. Keep the Board of County Commissioners, departments and public entities
continuously advised concerning the status of the design and operation of
systems which affect them.
4. Participate on committees relating to Information Technology in the County.
B. Direct responsibilities:
1. Represent the County to vendors of computer and data communications
equipment, systems and services.
2. Provide for the acquisition and administration of personnel, hardware, software,
contracts, grants and related services necessary to support the Information
Technology requirements of any user or the County in general.
3. Inform users in advance of changes to hardware, software and related resources
which may affect their systems.
4. Take action to ensure the efficient use of any information service hardware,
software, staff and related resources.
5. Establish and enforce County-wide standards and procedures and necessary
security measures for information processing.
6. Provide project management of computer application development activities for
departments and agencies within the County.
7. Design, development or requisition of the same, for all computer systems and
enhancements to existing systems.
8. Maintain and modify existing computer systems.
9. Provide continued operation and scheduling of existing systems.
10. Prepare project packages in response to requests from users for new
development projects and feasibility studies for review during the budget and
annual work plan process.
11. Identify opportunities for information systems in conjunction with users.
12. Apply a County-wide perspective to Information Technology planning.
13. Identify and coordinate proposals that affect more than one (1) department or
system area.
14. Coordinate with the user to determine the priorities of approved Information
Technology projects.
15. Review user requests for development of new systems and major enhancements
to existing areas.
16. Allow for testing of new systems and major enhancements and technology prior
to production implementation.
17. Working with the Director of Budget and the Board of County Commissioners,
control and coordinate the funding for projects.
18. Provide a centralized clearing house for all computer hardware, software and
service acquisition and purchases.
19. Maintain an inventory of all computer hardware and software.
20. Establish and enforce County-wide standards and procedures and necessary IT
security measures for centralized and personal computer systems.
21. Ensure that any hardware or software solution not only meets the user's
requirements but also adheres to the overall County computer strategy.
22. Develop and maintain assessment guidelines for use in hardware and software
selection.
23. Facilitate County-wide sharing of related information.
24. Provide support and direction for voice communications. Coordinate the
integration of telecommunications into county departments including cellular
devices. Provide unified communications for all county employees.
BE IT FURTHER ORDAINED by the Board that the Clerk to the Board be, and hereby
is, directed to arrange for Colorado Code Publishing to supplement the Weld County Code with
the amendments contained herein, to coincide with chapters, articles, divisions, sections, and
subsections as they currently exist within said Code; and to resolve any inconsistencies
regarding capitalization, grammar, and numbering or placement of chapters, articles, divisions,
sections, and subsections in said Code.
BE IT FURTHER ORDAINED by the Board if any section, subsection, paragraph,
sentence, clause, or phrase of this Ordinance is for any reason held or decided to be
unconstitutional, such decision shall not affect the validity of the remaining portions hereof. The
