RE: APPROVE EMERGENCY BID #B1500123, PHONE HANDSETS AND WAIVER OF
TEN-DAY WAITING PERIOD FOR CONSIDERATION AND INVESTIGATION -
DEPARTMENT OF HUMAN SERVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for Emergency Bid Request #B1500123, Phone Handsets, for the Department of
Information Technology, on behalf of the Department of Human Services, due to product needs
to be on-site June 30th, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the
ten-day waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the ten-day waiting period for Emergency Bid Request#B1500123,
Phone Handsets, for the Department of Information Technology on behalf of the Department of
Human Services, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Global Technology
Resources, Inc., in the amount of $49,523.20, be, and hereby is, accepted on an emergency
basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 1st day of June, A.D., 2015.

Emergency BOCC Approval Date: June 1, 2015
The funding for this bid is from grant funds and in order to receive the funds, the product
must be onsite prior to June 30. With the lead time required for the phones, we are asking
for an emergency approval.
Best and Final Offer Bids were received and opened on May 27, 2015 for bid B1500123
Phone Handsets for Human Services. One bid was received for $49,523.20. Attached is the
bid tabulation for your information.
Information Technology staff has reviewed and evaluated the bid. Global Technology
Resources Inc from Denver, Colorado proposed solution meets the needed functionality
documented in the bid process.
With the above information, I recommend the BOCC award the bid B1500123, Phone
Handsets for Human Services, to Global Technology Resources Inc for a total amount of
$49,523.20.
