RE: APPROVE ADOPTION OF WELD COUNTY PARKWAY ACCESS CONTROL PLAN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a proposed Weld County Parkway Access
Control Plan, on behalf of the Department of Public Works, and
WHEREAS, after review, the Board deems it advisable to adopt said plan, a copy of which
is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Weld County Parkway Access Control Plan be, and hereby is, adopted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 14th day of December, A.D., 2015.

SUBJECT: Resolution Adopting Weld County Parkway
Access Control Plan
The attached resolution adopts the Weld County Parkway Access Control Plan (ACP) and the
i policies it contains, including limiting the location and type (use) of accesses onto the Parkway
N to those currently existing as constructed with the Parkway. Like the Weld County Road 49
ACP that was adopted a year ago, the goal of this ACP is to preserve the functional integrity
(safety, capacity, and mobility) of the Parkway in order to safely and efficiently move people
and goods along the corridor. The WCR 49 ACP recommended continuing with access
management planning on the Parkway and north on WCR 47 .

Brief description of the problem/issue :
r Attached is the Access Control Plan for the Weld County Parkway, which has been updated to reflect the
changes by the Board at the October 26, 2015 work session. The maps have been updated as well since the
Parkway is now open and the GIS has been updated. The aerial photo on the maps on pages 12- 14 has been
updated as well since a newer aerial became available. The aerial was taken while the Parkway was under
construction and is provided by the USDA .

Staff recommends adopting the ACP by resolution.
Recommendation to the Board :
Public Works recommends placing the Weld County Parkway ACP on the next available BOCC agenda.

l • INTRODUCTION
A. Project Background
The newly constructed Weld County Parkway connects County Road (CR ) 49 at US Highway
34 to CR 47 at CR 60.5 with four lanes of concrete , medians, and center turn lanes crossing
over both the Cache la Poudre and South Platte Rivers. CR 49 is one of the most important
arterial roads in all of Weld County, and will be widened to match the Parkway over the next
two years. The Parkway extends this important road across the two rivers and connects to CR
47 , which is planned for similar expansion in the future. Together, CR 49 , the Parkway, and
CR 47 (the " CR 47/49 Corridor" ) serve as an alternate north/south route for US Highway 85
and function as a significant truck route.
At State Highway 392 , CR 47 is approximately four miles east of US 85 and runs along the
east side of the Greeley-Weld County Airport to CR 60 . 5 where a traffic signal has recently
been installed by the County. This is the northern boundary of the Parkway. The south end of
the Parkway also has a newer signal at the intersection of US Highway 34 .
The Parkway is approximately 3 . 5 miles in length - much shorter than the 20 miles of CR 49
addressed by the Weld County Road 49 Access Control Plan (WCR 49 ACP) . Additionally,
since the Parkway is new, the accesses didn 't exist before construction (except for a few on
the portion of East 18th that became part of the Parkway). There are 17 accesses on the
Parkway, compared to over 200 on CR 49 at the time of the WCR 49 ACP. Additionally, unlike
CR 49 , the County doesn 't have historical crash data or traffic counts to analyze for the
Parkway. Therefore , the goals of this Parkway Access Control Plan are more about preserving
the safety and functional integrity of the Parkway, compared to improving the safety and
functional integrity of CR 49 .
B. Study Area
The study area extends approximately 3 . 5 miles along Weld County Parkway from US 34 on
the south end to CR 60. 5 on the north end . A map of the study area is depicted in Figure 1.

Like CR 49 , the Parkway is predominately rural in character and primarily agriculture in
nature. Much of the land adjacent to the Parkway is designated as either floodway or
floodplain , which limits development potential in the area .

C. Purpose
Each access point creates potential conflicts between through traffic and traffic using that
access. Each conflict is a potential crash . Access management improves safety by separating
access points so that turning and crossing movements occur at fewer locations. This allows
drivers passing through an area to predict where other drivers will turn and cross, and also
provides space to add turn lanes.
4 The Weld County Code Chapter 12 , Article V, Road Access Policy, contains the formally
adopted regulations on access to public roads. The Weld County Engineering and Design
Guidelines contain specific design guidelines for access spacing and construction . This ACP is

consistent with the Access Requirements of Chapter II of the WCR 49 ACP .

4 Since this road is newly constructed and did not previously exist , the access locations were
constructed in coordination with the property owners. This access control plan is different
from the WCR 49 ACP because the criteria in the WCR 49 ACP can be applied County-wide
and do not need to be rewritten for this plan . Those design criteria should be utilized for future
4 development adjacent to the Parkway.

A. Zoning
All property adjacent to the Parkway is currently zoned Agricultural with the exception of the
southwest corner of CR 60 . 5 and the Parkway, which is zoned 1-3 , Industrial . No part of the
Parkway or adjacent property is currently annexed to either Greeley or Kersey, though Greeley
has annexed WCR 47 north of WCR 60. 5 and Kersey has annexed US 34 south of the
Parkway.

B. Floodplain Designation
As shown in Figure 3 , much of the land adjacent to the Parkway is designated as either
floodway (within the flowline of floodwaters) or floodplain ( inundated during floods), as one
would expect for an area at the confluence of two major rivers. The County is undertaking a
study of the stormwater drainage patterns and in the area with a Parkway Drainage Master
Plan that will recommend improvements to alleviate local flooding and other drainage issues.

C. Functional Classification
The Weld County Parkway is designated as an arterial road in order to maintain a high-speed ,
limited-access road that will carry large volumes of traffic and will be maintained as a high-
mobility facility into the future. The establishment of an Access Control Plan expands upon
this arterial road classification and formalizes future access conditions along the corridor.
Weld County defines arterials as roads that carry longer-distance traffic for regional ,
intercommunity and major community purposes. The primary difference between freeways
and major arterials is access. Freeways have fully controlled accesses with no at-grade
intersections, while arterials include limited at-grade intersections. Arterials can carry
significant traffic volumes at higher speeds for longer distances, and are seldom spaced
closer than one-mile intervals.
D. Roadway Characteristics
1. Typical Section :
The Parkway has two travel lanes in each direction , plus a shoulder or " breakdown lane , "
which becomes a right-turn lane at intersections. In the center is a median that becomes a
left-turn lane where left turns are allowed .
2 . Right-of-way:
The County purchased 140 feet right-of-way width for the length of the Parkway. Below is a
cross section diagram .

3 . Intersection Type :
Public Road Signalized Intersection - These intersections are at-grade, full movement
public road intersections with a traffic signal . There are signalized intersections on
each end of the Parkway at US 34 and at CR 60 . 5.

Public Road Unsignalized Intersection - These intersections are typically full
movement , at-grade, stop controlled intersections. These interersections may or may
not have acceleration or deceleration lanes. The Parkway has unsignalized
intersections at the CR 58/47 . 5 intersection and at the intersection with East 18th
Street/ Holly Avenue .
Private Accesses - The majority of accesses along the corridor are private accesses,
which provide direct access to a residence , oil and gas facilities, irrigation ditches, and
farms.
E. Access Inventory
The accesses on the Parkway are predominately agricultural (AG ) or field accesses, oil
and gas (OG ), and mixed-use ( MU ), for example , agricultural and oil and gas. There is
one residential ( RES) access, E-5, which is a pre-existing access. The Roadifers' pre-
existing residential access, west of E-3 , was moved to the new Holly Avenue and is not
shown in the table or on the map since it does not access the Parkway.

IV . I IM ITED ACCESS AND USE
The Weld County Parkway is a limited access roadway. When the Parkway was
constructed , accesses were installed for the existing uses, which are listed in the Access
Inventory Table in Chapter II . Change of use of property adjacent to the Parkway, such as
but not limited to , building and development, change of zoning, changing lot lines or
adding lots, or increasing the intensity of an existing use, will result in the existing access
being closed . Fortunately, properties adjacent to the Weld County Parkway have adequate
access to a secondary road system , such as WCR 47 .5, WCR 58 , and WCR 53 , etc. Once an
existing access on the Parkway is closed , all traffic must be routed to the secondary road
network. No new accesses will be permitted .

V . POLICIES
The following policies were established for use in the development of the Weld County
Parkway Access Control Plan :
1. Access onto the Parkway shall be restricted to those access points installed
with the Parkway, which are identified in this ACP. No new accesses will be
permitted .
2 . Use of existing accesses shall be restricted to the current use category,
identified in this ACP. Change of use of property/access adjacent to the
Parkway, will result in the existing access being closed and traffic re-routed
to the secondary road network.
3 . Future development shall obtain access from the secondary roadway
network and not the Parkway.
4 . Regardless of jurisdiction , in order to preserve the functionality of the
Parkway as a truck route, there shall continue to be no load limits on the
Parkway.
5. The County and municipalities shall work to develop an intergovernmental
agreement addressing annexations, floodplain development , road
maintenance, and any other issues along the Corridor.

VI . PLAN AMENDMENTS
AND
UPDATES
If an application for an access permit is denied by the Department of Public Works the
,
applicant has the right to appeal the decision to the Board of County Commissioners
utilizing the appeal procedures set forth in Section 2-4-10 of the Weld County Code .
Approval of an appeal by the Board would constitute an amendment to this ACP.
