Re: Bid No. 61500178 Stadium Lockers (Community Corrections Facility)
Date: December 14, 2015
As advertised, this bid is for 170 new, individual stadium style lockers for use by residents at the
Community Corrections Facility. Ten (10) bids were received in amounts ranging from $55,760
to $113,971. Specifications for the desired model and brand of stadium style lockers were
based on a product made by Penco and distributed by Shelving Rack & Lockers, Inc. in Denver.
Their bid was the 5th lowest. To ensure overall costs efficiency I asked the four lowest bidders to
submit one sample locker for onsite inspection.
Based on my inspection and evaluation, the 1st and 2nd low bids did not meet our advertised
specifications, therefore, I recommend this bid be awarded to the 3rd low bidder, Certified
Business Services, Inc. 6920 South Jordan, Suite K Centennial, CO 80112 at $67,626. Their
lockers meet specifications, provide sufficient storage space and overall body construction is
more durable to reduce future maintenance costs.

As advertised, this bid is for 170 new, individual stadium style lockers for use by residents at the
Community Corrections Facility. Ten (10) bids were received in amounts ranging from $55,760
to $113,971. In reviewing all bids submitted, I asked the four low bidders to ship one (1) sample
locker for onsite inspection and evaluation. They are:
1. Newton Distributing, Newton, MA
2. Accredited Lock Supply Company, Secaucus, NJ
3. Certified Business Services, Inc., Centennial, CO
4. Haldeman — Homme, Inc., Englewood, CO
Based on this inspection and evaluation, I recommend this bid be awarded to the 3rd low bidder,
Certified Business Services, Inc. 6920 South Jordan, Suite K Centennial, CO 80112 at$67,626.
The two low bids provide lesser foot and upper locker storage space needs, they have more
moveable parts that would be susceptible to breakage, and their overall body construction
appears less durable.

Date: November 10, 2015
I request extension of approval of the above bid to November 30, 2015. Our department is in the
process of evaluating all bids and as part of this evaluation; I asked four bidders to ship one (1)
sample locker for onsite evaluation. Two have arrived, one is pending arrival and one bidder
informed me today that their sample locker was damaged while en route to Colorado and thus
they have stopped delivery. I informed that bidder that due to this unforeseen circumstance to
coordinate re-delivery of their proposed locker. As such, an extension of this bid is needed. This
extension will ensure that Weld County can thoroughly evaluate the quality and durability of the
proposed Stadium Lockers and at the best price. There is no impact to the Community
Corrections Facility and our vendor has been informed of this delay.
