Source, capacity, destination and type of facilities, support STRUCTURES, lines, etc., involved. Henrylyn Irrigation District ("Henrylyn") proposes to construct a small maintenance/office site to aid in the maintenance of irrigation and water delivery efforts in the areas surrounding the site. The site is a relocation of a current site in Weld County. The proposed site will be located on a parcel of land described more particularly as: Lot B of Recorded Exemption No. 1475-1-2 RE-4903, Section 24, Township 1 North, Range 64 West of the 6th PM, County of Weld, State of Colorado. 2. Number and description of alternative locations or routes considered, with a summary emphasizing reasons for favoring a particular site or route. Another site in the same vicinity as the proposed site was considered. The alternative site was located half a mile to the west of the current proposed site. The landowner of the alternative site was not interested in selling the property. The proposed site location offers a more centralized and convenient location for Henrylyn's activities as well as welcoming from the surrounding neighbors and community. During negotiations with landowners for the site, Henrylyn made several considerations to the location both in response to landowner requests and by topographic considerations. 3. Procedures, including reclamation measures, landscaping, buffering techniques or multiple uses, to be employed in efforts to mitigate any adverse impacts. Upon completion of construction of the site, reclamation procedures will be conducted in such a way that the natural vegetation is primed for regrowth, soil is stabilized to prevent erosion, and the final result matches the surrounding landscapes. Storm water drainage will be handled and covered according to the guidelines, rules, and regulations outlined by the Colorado Department of Public Health and Environment ("CDPHE"). A Stormwater Discharge Permit is not required according to CDPHE regulations. Best Management Practices (BMPs) will be utilized throughout the construction phase and at any future incidence of landscape disturbance to minimize erosion and runoff. Flow patterns consistent with historical evidence will be maintained to safeguard against accumulation of storm water run-off, run-off rate and velocity increases, and run-off diversions. Weeds will be sprayed on an as-needed basis to 6 prevent the growth of noxious weeds. The property will be mowed on a regular basis to prevent excessive growth of grass and weeds. The height of the grass shall never exceed twelve (12) inches. 4. Size of the anticipated work force, both temporary and permanent. A temporary work force consisting of a construction crew, engineers, truck drivers/transporters, reclamation crews, and environmental crews may be on the site of construction at any given moment. These crews are comprised of approximately 5-6 people. It is anticipated that Henryln will have up to three employees report to the maintenance/office site during normal business hours. Up to seven employees will access the site between making routine inspections of the Henrylyn irrigation ditches during the course of any given week within the water season (roughly five months out of the year). 5. A summary of the proposed water requirements, if any, to include the quality and quantity needed for each USE, source, storage facilities, points of diversion, treatment system and distribution system. Water requirements are minimal for the site. An application will be filed with the State Engineer's Office, Division of Water Resources to provide water to the facility for drinking and sanitation purposes via commercial exempt water well. Engineering designs provide for a septic field and associated accouterments to be built upon the site. A summary of the proposed fuel requirements, if any, to include the type and quantity needed, source and storage facilities. Two 1000-gallon self-contained fuel storage tanks will be on site, which will be used to fuel the small equipment Henrylyn uses to service the ditches. 7. A description of the location and method of disposal of all forms of waste. No considerable waste will be generated. The small amount of waste generated from the office will be picked up via trash pickup service. Adequate water service in terms of quality, quantity and dependability is available to the site to serve the USES permitted. Well water will be used on the site. An application has been submitted to the State Engineer's Office, Division of Water Resources to provide water to the facility for drinking and sanitation purposes via commercial exempt water well. 2. Adequate sewer service is available to the site to serve the USES permitted. Engineering designs provide for a septic field and associated accouterments to be built upon the site. An OWTS permit has been applied for from the Weld County Department of Public Health and Environment. The septic field and associated accouterments lie in an area prohibited from vehicular traffic; therefore, bollards are not needed in the septic field location. 2. If soil conditions on the site are such that they present moderate or severe limitations to the construction of STRUCTURES or facilities proposed for the site, the applicant has demonstrated how much limitations can and will be mitigated. The soil conditions are adequate for the proposed structures. 3. Adequate fire protection measures are available on the site for the STRUCTURES and facilities permitted. 8 In case of a fire emergency, Henrylyn will dispatch emergency crews to address occurrences as well as collaborate with local emergency responders. Additionally, Henrylyn will keep an adequate number of fire extinguishers on the premises. 5. USES shall comply with the following stormwater management standards: a. Stormwater retention facilities shall be provided on site which are designed to retain the stormwater runoff from the fully developed site from a one- hundred-year storm or as otherwise required by the Department of Public Works. In the case of a LIVESTOCK CONFINEMENT OPERATION (L.C.O.), wastewater collection, conveyance and retention facilities shall be designed and constructed in accordance with the Confined Animal Feeding Operation Control Regulations (5 C.C.R. 1002-19). b. The drainage facilities shall be designed to release the retained water at a quantity and rate not to exceed the quantity and rate of a five-year storm falling on the UNDEVELOPED site. See Drainage Area Report. All parking and vehicle storage shall be provided on the site; parking shall not be permitted within any public right-of-way. An adequate parking area shall be provided to meet the parking needs of employees, company vehicles, visitors and customers. See attached plat. 7. The USE shall comply with all the SETBACK and OFFSET requirements of the zone district. See attached plat. 8. The access shall be located and designed to be safe; ingress and egress shall not present a safety hazard to the traveling public or to the vehicle accessing the property. For USES generating high traffic volumes and large number of large, slow-accelerating vehicles, acceleration and deceleration lanes may be required to mitigate a potential traffic hazard. 9 The existing access will be used. Upgrades will be made to the current access and all precautions will be taken with regard to the safety of the traveling public; however, no significant traffic will result from the new site. 9. New accesses to public rights-of-way shall be constructed using the following as minimum standards: a. Size of drainage structure-twelve (12) inches in diameter. 2. Length of drainage structure - twenty (20) feet. 3. Depth of cover over pipe - twelve (12) inches. 4. Width of access - fifteen (15) feet. e Maximum grade of access - fifteen percent (15%). 6. Flare radius - twenty (20) feet. 7. Depth of surfacing - four (4) inches. A new access to the public right-of-way is not necessary. Henrylyn will use, and has been permitted for, the use of an existing right-of-way. Additionally, no significant amount of traffic will be created once the site is completed and in use. 10. Buffering or SCREENING of the proposed USE from ADJACENT properties may be required in order to make the determination that the proposed USE is compatible with the surrounding uses. Buffering or SCREENING may be accomplished through a combination of berming, landscaping and fencing. The proposed site is compatible with surrounding uses. It is not anticipated that additional measures will need to be taken to ensure compatibility. 11. Uses by Special Review in the A (Agricultural) Zone District shall be located on the least prime soils on the property in question unless the applicant can demonstrate why such a location would be impractical or infeasible. The proposed location is closest to the public right-of-way and the landowner property accesses than other locations in the same area, thus minimizing agricultural encroachment. 10 HENRYLYN IRRIGATION DISTRICT 617 Birch St.; PO Box 85 Hudson, Colorado 80642 •303.536.4702 Use by Special Review Questionnaire 1. Explain, in detail, the proposed use of the property. Henrylyn Irrigation District ("Henrylyn") proposes to construct a small maintenance/office site to aid in the maintenance of irrigation and water delivery efforts in the areas surrounding the site. The site is a relocation of a current site in Weld County, The proposed site will be located on a parcel of land described more particularly as: Lot B of Recorded Exemption No. 1475-1-2 RE-4903, Section 24, Township 1 North, Range 64 West of the 6th PM, County of Weld, State of Colorado, parcel No. 147501200059 by the records of the Weld County Tax Assessor. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The proposed use is consistent with the Weld County Comprehensive Plan ("WCCP") as it supports all forms of the agricultural industry as stated in Sec. 22-2-10, Item B and C of the WCCP. Henrylyn provides irrigation water to the farmland in the county, which, as stated in Sec. 22-2-10, is "the main economic driver for the county". The comprehensive plan also states "land use ... in the county should protect the infrastructure used for the delivery of water to the users." The construction of Henrylyn's small maintenance/office site will be a valuable support mechanism as it relates to achieving the County's goal of protecting the infrastructure that delivers water to regional farmlands. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Pursuant to the Weld County Code, irrigation support structures are permitted and supported in an Agricultural (A) Zoning District upon approval of a Use by Special Review application. Considerable effort has been made to conserve the valuable farmland in the area. The small maintenance/office site will be using existing accesses in order to retain as much of the agricultural land as possible. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). The proposed maintenance/office site is situated within a part of the county zoned Agricultural (A), where the primary use of the land is either grazing, farming, or is enrolled in the Conservation Reserve Program. As there are few residences in the surrounding area, the traffic to and from the maintenance office/site should create minimal impact and be in line with other activity and land uses in the area. 11 5. Describe, in detail, the following: a) Number of people who will use this site. It is anticipated that Henryln will have up to three employees report to the maintenance/office site during normal business hours. Up to seven employees will access the site between making routine inspections of the Henrylyn irrigation ditches during the course of any given week within the water season (roughly five months out of the year). b) Number of employees proposed to be employed at this site. Up to three full-time employees will report to the maintenance/office site. c) Hours of operation. The maintenance/office site will be available to Henrylyn technicians during normal business hours and for emergency purposes. Any employees accessing the site for irrigation ditch maintenance purposes will typically only access the site between the hours of 8am to 4pm, except in the event of an emergency. d) Type and number of structures to be erected (built) on this site. The maintenance/office site will consist of: • Maintenance shop/Office Building (SO'x50') • Shed (100'x50') • Small Backhoes (2) • Small Mowers (2) • Small Rubber-wheeled Excavator • Septic Tank • Septic/Leach Field • 2 - 1000 gallon self-contained fuel storage container e) Type and number of animals, if any, to be on this site. There will be no animals kept on the premises. f) Kind of vehicles (type, size, weight) that will access this site and how often. The following vehicles will have access to this site: Light-weight trucks (typically those used by service and maintenance technicians) will access the sites for maintenance and service at approximately four trips per day. g) Who will provide fire protection to this site. In case of an emergency, Henrylyn will dispatch emergency crews to address occurrences as well as collaborate with local emergency responders. h) Water source on the property (both domestic and irrigation). Bottled water and portable toilets will be provided throughout the construction phase of the project. Upon the completion of construction Henryln will supply drinking and sanitation water to the facilities via well water. 12 i) Sewage disposal system on the property (existing and proposed). Portable toilets will be onsite during the construction phase. Once construction is completed, portable toilets will no longer be needed. A septic system / leach field will be on site thereafter. It's location on the property will no require bollards to prevent truck traffic since no traffic will enter the area. No other wastewater will be generated inside the building; therefore, a floor drain is not needed in the shop. j) if storage or warehousing is proposed, what type of items will be stored. No storage is proposed or needed for the site. Storage and parking of services vehicles will be within the maintenance building structure. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. The post-construction restored landscape will match the natural vegetation and leave the property in as nearly the same condition as before the project commenced. A fence will not be constructed in effort to match the surrounding properties, as the county requires, and as addressed in question four of the USR questionnaire. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Construction is scheduled to begin June 1, 2015 with an anticipated completion date of August 1, 2015. The construction is planned as a single phase which consists of the following steps: construction of the maintenance shop/office, septic/leach field installation, landscape restoration. Construction is weather-dependent and activities are performed in consultation with extension offices, landowners, and farm service agencies and appropriate county and state offices. 10. Enlain where storage and/or stockpile of wastes will occur on this site. There is no stored and/or stockpiled waste related to this project. 11. Please list all proposed on-site and off-site improvements associated with the use (example: landscaping, fencing, drainage, turn lanes. etc.) and a timeline of when you will have each one of the improvements completed. 13 All on-site and off-site improvements such as landscaping, fencing, and drainage will be performed throughout the construction of the small site. This narrative has been assembled to satisfy the requirements of Weld County with regard to the use by special review (USR) permit process. Site Description Parcel Number 14750100059 is located in Section 24, Township 1 North, Range 64 West of the 6th Principle Meridian, in Weld County, Colorado and is currently zoned for agricultural use. The site is currently used for raising crops on irrigated land. Drainage Basin The drainage basin for Lot B is approximately 12.58 acres and drains from the west across Lot B and exits to the east draining toward the lowline canal, see the attached drainage basin figure. Topography, Geology, and Vegetation The soils in this area are predominately roams classified as Hydrologic Group B, soils with a moderately high to high infiltration rate. A custom NRCS soils report encompassing the entire basin is attached. The basin vegetation is primarily native grasses and crops. The basin is comprised mainly of agricultural land. This site has been determined to he outside any designated floodplain, including the 100-year floodplain. No drainage problems with the site have been recorded. Water Quality Feature An overall site imperviousness analysis has been completed using the proposed site map and the "Water Quality Feature Calculation" spreadsheet application provided by Weld County. Using the attached site layout EA calculated the following areas for the spreadsheet: Roof 10,750 square feet (including the future office space) Pavement 0 square feet Gravel 18,000 square feet Undeveloped 4.34 acres After inputting the calculated areas into the spreadsheet, EA calculated the average site imperviousness to be 9.5%, see attached calculation sheet. As seen in Weld County an average imperviousness of less than 10% is typically considered to have an insignificant impact on adjacent roads and properties. To control the quality of storm water leaving the site a water quality control feature will be located along the east end of the site and extend toward and WCR 14 as shown on the Site Layout. Conclusions Using accepted engineering practices EA has developed this narrative of the proposed site that looks at the drainage characteristics, site layout, and drainage basin and determined that the proposed plan will have an insignificant impact on the adjacent properties and roadways. PROJECT SITE DESCRIPTION: Henrylyn Irrigation District (HID) will be constructing a maintenance building located in Weld County approximately 2 miles southeast of Keenesburg, Colorado. The parcel is located one- half mile east of the intersection of County Road 14 and County Road 59. EXISTING SOIL DATA: Engineering Analytics completed a geotechnical report for the site in April 2015. Data collected on the soil during the geotechnical investigation indicated sandy clay is present from the ground surface to between 11 and 19.5 below ground surface. Data from the US Soil Survey (http://websoilsurvey.sc.egov.usda.gov/)was referenced to evaluate erodability.According to the US Soil Survey,two soil types may be encountered during construction as shown in Table 1 and Figure 1. Efficiency wash methods will be used to minimize the amount of water used to wash the vehicles; however,the vehicles will seldom ever be washed on site.When washing is needed, Henrylyn will opt to wash vehicles at a washing service station. Spills will be prevented through the use of sorbent berms and in accordance with EPA regulation. In case of accidental spills, absorbents will be spread over the spill and surrounding area. Two 1000-gallon self-contained fuel storage tanks will be on site, which will be used to fuel the small equipment Henrylyn uses to service the ditches.Though unlikely, spills and disposals from these storage containers will be handled or disposed of as described above.
