Storage items are often bought in bulk for better pricing and stored until they are needed at a rental property. This material is stored inside 6 semi-trailers and occasionally stored in outdoor screened areas (refrigerators, stoves, other larger appliances). There is sufficient parking in front of the house for up to 5 vehicles, though typically the only vehicles parked there belong to the residents. There is very rarely more than one contractor at the property to pick up materials for the rentals. Contractors will come by generally in a pickup truck to load or unload and leave typically within an hour. Average loading/unloading is less than lx per day. There are also some antique vehicles stored on the property for personal use. A UD (small flatbed truck), a forklift, and a skid-steer are also stored on the property. These are used rarely (every couple months or less). They are stored in a screened area as well. Two bucket trucks are stored in screened areas on the property. They were purchased together at an auction. One is expected to be used to trim trees at rental properties (currently used for tree trimming on the property itself) and the other is expected to be sold. None of the stored items or vehicles can easily be viewed from outside of the property. Department of Planning Services Traffic Study — There is an average of 1 vehicle every 2 days - typically a pickup truck with a possible trailer. These vehicles will typically go straight from this property to the rental unit. There is no schedule because rental properties that need work vary from day to day. This is not a large scale commercial business. No 400 SF commercial building will be completed. It has been determined that this building is unnecessary for the business. Comments: 1. A site Specific Development Plan and Use By Special Review Permit for a use permitted as a Use By Right, and accessory use, or a Use By Special Review in the Commercial or Industrial Zone Districts (Storage of commercial materials (appliances, doors, trim, cabinets, paint, flooring, plumbing fixtures, landscaping materials) for rental properties in a structure and the parking and storage of five (5) commercial vehicles and a non- commercial junkyard) provided that the property is not a lot in an approved or recorded subdivision plat or lots part of a map or plan filed prior to adoption of any regulations controlling subdivisions in the A (Agricultural) Zone district. No further development of this property is expected or planned. Much of the land is currently being used for agricultural purposes as is supported by section 22 of Weld County Code. This property will be used as a storage facility and is not in an approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any regulations controlling subdivisions, or in a PUD (23-3-40S). Multiple semi-trailers can be used for storage on this property. Property is not in an approved or recorded subdivision plat of LOTS which are part of a map or plan filed prior to the adoption of any regulations controlling subdivisions in the A Zone District (23-3- 40,V). As a storage facility on agricultural land, this use would be allowed based on code 23-3- 30, I (non-commercial junkyard). 3. Section 22-2-20.G-A.Goal 7 states "County land use regulations should protect the individual property owner's right to request a land use change;" This request is consistent with this code . Section 22-2-20.G.2-A Policy 7.2 states, "conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region." Much of this property will remain agricultural, keeping with the intent of the county. The proposed change is supported by this section of the code which should accommodate this conversion. 4. Surrounding properties are large tract agricultural parcels with residential development. To the north of County road 10 are lands annexed into the Town of Hudson. The Neres Canal bisects the property, yet is predominately the south property line for the property. There are two Special Use Permits (USR to the southwest for gravel mining. The surrounding property is generally utilized to grow crops, hay and livestock. 5. Descriptions a. There will be approximately 1-5 people in and out gathering materials or helping with farming. This is NOT on a daily basis, but as-needed. b. No employees at this site — occasionally contractors. c. 8am-8pm d. There will be no additional structures built on this site. There is an office trailer at the entrance to the driveway that will be removed. It has been determined that no further structures are needed for this business at this time. Please disregard any past plans for additional structures. e. 20 cows, 2 dogs f. Pickups pulling trailers will be used at this site. Occasionally the small flatbed currently on the property will be used to haul heavier materials (used every couple of months). g. Hudson Fire h. Well water — permit attached. Farmers reservoir ditch water. i. Septic permit attached j. This site will be used to store appliances, doors, trim, cabinets, paint, flooring, plumbing fixtures, landscaping materials, and framing materials. 6. No additional landscaping to be done. There is a burn pit behind the house for any trees or branches we haul home. There is a dumpster serviced weekly by Gator Rubbish for all other waste materials. 11. No additional landscaping/fencing/roadwork is planned for this site. The proposed storage of materials to continue business as a rental property owner is all that is requested. Environmental Health Department 1. Waste Management: 1) Not a significant amount of waste is expected to be generated on the site. This site is used to store appliances, doors, trim, cabinets, paint, flooring, plumbing fixtures, landscaping materials, and framing materials. These items are often bought in bulk for better pricing and stored until they are needed at a rental property. Waste is typically generated at the rental property and disposed of by the local trash company. No actual work is done at the property other than loading and unloading materials. 2) There is a trailer full of paint and stain (approximately 50 to 100 gallons — many of the containers are not completely full). 3) Any commercial waste that is produced on the property is either placed in the dumpster (emptied weekly by Gator Rubbish) or burned after obtaining a burn permit. Again, there is not a significant amount of waste. The vast majority of the paint is used. Any paint that needs to be disposed of will either be dried completely and placed in an open container in the dumpster or taken to the South Household Hazardous Waste Facility located at 5500 Hwy 52, Dacono, CO 80514. 2.
