Staff comments made during this phase of the application process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: General Project Information/Location: The project proposes to increase the number of dogs from 10 to 35 dogs. This project is south of and adjacent to CR36 and is east of CR29. Parcel number 121109200024. Access is from CR36. Roads: CR36 and CR29 are gravel County maintained local roadways, which requires 60ft of right of way. No traffic counts are available in the area. Traffic: The traffic information provided with the submittal indicated potential buyers will be limited to four families per weekend. Access: An access permit has been approved for the access to the site (AP15-00169). Tracking control is required to prevent tracking from the site onto the County Roadway. Materials such as recycled AC, gravel/road base, may be considered with lighter traffic impact projects. General Site Plan Requirements: i.e (IA, RMA, City Town Agreement, etc..., offsite auxiliary lanes) I Geologic hazard Area: This area IS NOT in a Geologic Hazard Area. Floodplain: This area IS NOT in a Floodplain. Drainage Study: A natural depression area is identified on the map as a water quality feature. This is acceptable by Weld County for a water quality treatment facility. The applicants will be required to maintain historic drainage flows and run-off amounts on the property. Grading Permit The proposed project does not appear to grade more than one acre. A grading permit is not required for grading under one acre. CONDITIONS OF APPROVAL: The map shall be amended to delineate the following: A. County Road 29 and CR36 are a Gravel roads and are designated on the Weld County Road Classification Plan as Local roads, which requires 60 feet of right-of-way at full buildout. The applicant shall verify and delineate on the plat the future and existing right-of- way and the documents creating the existing right-of-way. If the existing right of way cannot be verified it shall be dedicated. All setbacks shall be measured from the edge of future right-of-way. This road is maintained by Weld County. B. Show the approved access(es) on the plat and label with the approved access permit number (AP15-00169). C. Show and label standard tracking control onto publically maintained roadways on the map. D. Show the accepted water quality feature on the map with volume and label as WATER QUALITY FEATURE, NO-BUILD OR STORAGE AREA. E. Show and label the drainage flow arrows, turning radii, and parking and circulation on the map. DEVELOPMENT STANDARDS (NOTES ON THE PLAT) 1. Should noxious weeds exist on the property, or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Chapter 15, Articles I and II, of the Weld County Code. 2. The historical flow patterns and runoff amounts will be maintained on the site. 3. Weld County is not responsible for the maintenance of onsite drainage related features. MEMORANDUM va�TEL 5� TO: CHRIS GATHMAN, PLANNING SERVICES t�, l FROM: LAUREN LIGHT, ENVIRONMENTAL HEALTH G_0 �N— SUBJECT: USR15-0019 BACKSTROM DATE: APRIL 15, 2015 Environmental Health Services has reviewed this proposal for a Site Specific Development Plan and Use by Special Review Permit for a Kennel (up to 35 dogs) in the A (Agricultural) Zone District. Water is provided by Central Weld County Water District. The kennel and house will served by a new septic system, Permit No. SP-1500073. The septic system was designed by an engineer for the kennel and a 2 bedroom residence. The waste handling plan states that animal waste is picked up and placed in a dumpster that is emptied by B and C Refuse. The dust abatement plan states dog runs will be covered with pea gravel and water will be used if necessary. Dogs will be kept indoors at night to minimize noise. The applicant provided a copy of their PAFCA license; however it has expired. We have no objections to the proposal; however, we recommend that the following conditions be part of any approval: Prior recording the plat: 1. A copy of the Pet Animal Care Facilities Act (PACFA) license, from the Colorado Department of Agriculture, shall be provided to Environmental Health Services, Weld County Department of Public Health & Environment. Prior to operation: 1. Septic permit SP-1500073 shall receive final approval from Environmental Health Services, Weld County Department of Public Health & Environment. We recommend that the following requirements be incorporated into the permit as development standards: 1. Animal and feed wastes, bedding, debris and other organic wastes shall be disposed of so that vermin infestation, odors, disease hazards, and nuisances are minimized. Such wastes shall be removed at least weekly from the facility and disposed of by a commercial hauler. 2. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 3. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S. 4. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. The facility shall operate in accordance with the approved Waste Handling Plan, at all times. 5. Fugitive dust and fugitive particulate emissions shall be controlled on this site. The facility shall operate in accordance with the approved Dust Abatement Plan, at all times. 6. This facility shall adhere to the maximum permissible noise levels allowed in the Non Specified Zone as delineated in Section 14-9-30 of the Weld County Code. 7. Sewage disposal for the facility shall be by septic system. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to On-site WasteWater Treatment Systems. 8. Adequate drinking, handwashing and toilet facilities shall be provided for employees and patrons of the facility, at all times. The facility shall utilize the existing public water supply (Central Weld County Water District). 9.
