PROFESSIONAL EXPERIENCE
City of Tucson, January, 1973 - Present
I currently hold the position of Systems Development Administrator for
the municipal government of Tucson, Arizona. This position, to which
I was promoted in November, 1974, requires the supervision of a techni-
cal staff of 35 people consisting of project leaders, systems analysts,
application programers, and systems programmers. I exercise complete
responsibility for developing new computer systems as well as maintain-
ing existing systems in support of all municipal departments.
The City of Tucson is currently operating an IBM 370/158 (upgraded from
an IBM 370/145) running in a VM, CMS, DOS/VS, and CICS/VS environment.
Particular emphasis is placed on developing on-line systems using the
CICS/VS teleprocessing software and using innovative project management
techniques.
Some of the new application systems developed under my management are
in the following areas:
1 . Accounting and Budgetary Control - Online
2. Water/Sewer Utility Billing and Customer Information - Online
3. Inventory Control/Purchasing - Online

My responsibilities also include directing the efforts of the Systems
Software Section in the maintenance of the operating system software.
This includes the evaluation, selection and installation of both hard-
ware and software products. I also function as the Assistant Direc-
tor of the Computer Center.
Prior to my promotion to Systems Development Administrator, I was a
Systems Analyst working closely with the Tucson Fire Department in the
design and development of their computer applications. In this capa-
city, I developed and implemented a much enhanced version of the Uni-
form Fire Incident Reporting Systems (UFIRS) . During the same period,
I was also responsible for the maintenance of other existing Fire De-
partment programs and systems.
Burroughs Corporation, November, 1969 - February, 1971
At the Burroughs Corporation I was a member of a highly specialized
technical group tasked with the development and support of the oper-
ating system (MCP) for the 85500/65700 computers. This work involved
the correction of operating system bugs as well as the creation of
new system features . Some of the more important and difficult fea-
tures I developed for the MCP include USASI tape labeling and handling,
upgrading of DUMP/ANALYZE, and adding a self-contained PUNCH/BACKUP
module.
Bendix Field Engineering Corporation, January, 1969 - November, 1969
While at the Goldstone Deep Space Tracking Facility, I was responsible
for program design, programming, testing, implementation, and documen-
tation of both scientific and business-oriented computer programs.
This work required that I develop and maintain effective working re-
lationships with engineering personnel to produce results in the areas
of data reduction, probability functions , and data conversion. In addi-
tion to this scientific programming, I participated in the design, de-
velopment, and implementation of an inventory control system to keep
track of inventories at each of the tracking stations throughout the
world as part of the United States unmanned space program.
Stanwick Corporation, August, 1968 - December, 1968
In my first position in the computer industry, I was responsible for

how to load ships with men and cargo.
