HomeMy WebLinkAbout20151333.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, MAY 11, 2015 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 11, 2015, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Mike Freeman, Pro-Tern Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Steve Moreno Also present: County Attorney, Robert T. Frick Acting Clerk to the Board, Tisa Juanicorena Controller, Barbara Connolly e MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of May 6, 2015, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. ka CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on May 6, 2015, as follows: 1) USR14-0068 - LaSalle Rental Property One, LLC, do Herschel Holloway, (con't to 7/1/2015); 2) USR15-0003 - Martin Barron; and 3) PUDF14-0009 - Barefoot Lakes, LLC, do Brookfield Residential Properties. Commissioner Cozad seconded the motion, which carried unanimously. O AMENDMENTS TO AGENDA: There were no amendments to the agenda. O CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. PROCLAMATIONS: • 1) WELD COUNTY POLICE OFFICERS WEEK - MAY 10-16, 2015, AND PEACE OFFICERS MEMORIAL DAY - MAY 14, 2015: Chair Kirkmeyer read the proclamation for the record. Sheriff Steve Reams accepted the award on behalf of the Weld County Sheriff's Office and expressed his appreciation for the recognition. He further stated this proclamation and memorial day is a part of the healing process for family members of police officers killed in the line of duty. Sheriff Reams also thanked Sargeant J.D. Brodarious for setting up the annual memorial event. Commissioner Conway expressed his gratitude for the department and his shared grief over the slain peace officers in our (Ohl Minutes, May 11, 2015 2015-1333 Page 1 BC0016 community and beyond, and further recognized this proclamation and memorial as an opportunity to remember those who risk their lives everyday and the hard work of those who serve. Commissioner Cozad concurred with Commissioner Conway in thanking all the police officers who protect us, our properties, and the system that is in place. Commissioner Freeman agreed with fellow commissioners and communicated that 2015 has been a tough year and at times it seems like there is a war against police officers. He encouraged the department to continue to protect and keep doing a great job and lastly, and simply, said "thank you". Commissioner Moreno concurred with fellow commissioners in his appreciation for all they do and how impressive it is in comparison to other counties in the state. Chair Kirkmeyer agreed with all the comments being made and expressed her gratitude for Sheriff Reams taking the helm and making numerous changes to keep Weld County safe. In response to Commissioner Conway, Sheriff Reams, explained the collaborative effort to raise money for the fallen officers to include auctioning the car that was driven by the late Deputy Brownlee and donating what is raised to C.O.P.S., Concerns of Police Survivors, which is an organization that is very instrumental in assisting survivors and helping families who have lost their loved ones in the line of duty. This organization was a great help to the Brownlee family. He extended an invitation to the Board and the public to attend the auction and the memorial. (Clerk's Note: The board paused for a photo opportunity.) O PUBLIC INPUT: Richard Bosley, Greeley Resident, stated this experience is overwhelming regarding the hearing proceedings and conveyed his appreciation for the proclamation as his father was in law enforcement. He shared some of the challenging life issues he is currently trying to address to include being homeless, without a driver's license, health, housing, and further stated he feels the system is broken and he needs guidance. Chair Kirkmeyer suggested he write out each issue he is facing and come back to present it to the Board for answers or suggestions regarding assistance, and she thanked Mr. Bosley for attending. BIDS: • 1) PRESENT BID #B1500077, PERMANENT FLOOD REPAIR (THOMPSON BASIN) - DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, presented the four (4) bids received and stated that staff will make a recommendation on May 27, 2015. In response to Commissioner Conway, Mr. Jiricek conveyed staff will examine the gap between vendor submittals and mentioned three (3) of the four (4) came in under budget. NEW BUSINESS: • 1) CONSIDER EXPENDITURE AUTHORIZATION FOR EMPLOYMENT SERVICES PROGRAM AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Department of Human Services, presented the terms of the expenditure and stated the State Youth Council awarded the Employment Services of Weld County (ESWC) Youth Program with a Promising Practices award of $1,000.00, to be used primarily toward outreach materials promoting a Healthcare Career Boot Camp in collaboration with Aims Community College. Commissioner Cozad moved to approve said expenditure authorization and authorize the Chair to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. El 2) CONSIDER VETERANS SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION OF PAY FOR MARCH 2015, AND AUTHORIZE CHAIR TO SIGN: Toby Taylor, Veteran's Officer, presented the monthly report of services rendered. Commissioner Conway expressed his appreciation for the outreach efforts in this location and the southwest County location and commended Deon Harris of Veteran's Services. Commissioner Conway moved to approve said report and authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously. Minutes, May 11, 2015 2015-1333 Page 2 BC0016 3) CONSIDER TEMPORARY CLOSURE OF CR 63 BETWEEN CR 10 AND ST HWY 52: Janet Lundquist, Department of Public Works, conveyed the terms of the closure effective May 26, 2015, through May 29, 2015, and stated it is for a drainage culvert replacement and staff will be using water for dust abatement on the gravel portions of the detour route and standard road signs and barricades for the closure. Ms. Ludquist further mentioned, in regard to other matters, there may be a delay in the schedule of upcoming projects due to the recent inclement weather and she may have to return for Board approval for a change of dates. Commissioner Conway moved to approve said temporary closure. The motion, which was seconded by Commissioner Cozad, carried unanimously. 4) CONSIDER TEMPORARY CLOSURE OF CR 10 BETWEEN CRS 63 AND 65: Ms. Lundquist detailed the terms of the closure effective May 18, 2015, through May 21, 2015, and stated it is for an irrigation culvert replacement. Staff will be using water for dust abatement on the gravel portions of the detour route and standard road signs and barricades for the duration of the closure. Commissioner Moreno moved to approve said temporary closure and it was seconded by Commissioner Conway, who mentioned his appreciation for the Department of Public Works regarding their efforts to maintain the roads during the recent rain and snow storms. The motion carried unanimously. Commissioner Freeman commented on the rarity of needing to man both the flood desk and snow desk at the same time, to which Ms. Lundquist communicated the impressive job done over the last week regarding road closures, snow removal and assistance. Commissioner Cozad added her appreciation for the Department of Public Works and also communicated her gratitude for Roy Rudisill, Director of Office of Emergency Management and Jennifer Finch, Public Information Officer, stating they also worked all weekend getting information out to the public and keeping people safe. Commissioner Moreno and Chair Kirkmeyer concurred with the other comments made by fellow commissioners and expressed their appreciation as well. 5) CONSIDER CHANGE ORDER NO. 2 FOR WELD COUNTY PARKWAY PROJECT AND AUTHORIZE CHAIR TO SIGN - FLATIRON CONSTRUCTORS: Mike Bedell, Department of Public Works, stated this request is related to the ongoing construction of the Weld County Parkway and the unforeseen circumstances requiring clean up to include hauling items to the landfill which resulted in this request to reimburse the contractor for services rendered. Commissioner Conway moved to approve said Change Order and authorize the Chair to sign. The motion was seconded by Commissioner Cozad, and it carried unanimously. CI 6) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE SALE OF SAME AT AUCTION WITH ROLLER AND ASSOCIATES, AND AUTHORIZE CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Barbara Connolly, Controller, presented the list of items to be auctioned, as shown on Exhibit A, and stated the auction is scheduled for May 13, 2015. Commissioner Freeman moved to approve said declaration of certain equipment as surplus and authorize the Controller to sign. The motion was seconded by Commissioner Moreno, and it carried unanimously. PLANNING: El 1) FINAL READING OF CODE ORDINANCE #2015-5, IN THE MATTER OF REPEALING AND REENACTING WITH AMENDMENTS, CHAPTER 20 IMPACT FEES, OF THE WELD COUNTY CODE: Chair Kirkmeyer requested a motion to read by title only which was made by Commissioner Conway and seconded by Commissioner Cozad, and carried unanimously. Tom Parko, Director of Planning Services, stated there were no changes since the second reading. No public input was offered. The motion to approve on Final Reading, which was made by Commissioner Moreno, and seconded by Commissioner Freeman, carried unanimously. Minutes, May 11, 2015 2015-1333 Page 3 BC0016 RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2015-5 was approved on Final Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
