Inspiring Takers therapy center
The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues may
arise during the remaining application process.
COMMENTS:
General Project Information/Location:
This project is for a therapy center for children including occupational,physical and speech therapy.
This project is east of and adjacent to CR13 and is south of CR38. Parcel number 120906200033. Access
is from CR13.
Roads:
CR13 is an arterial roadway. Traffic counts from 2013 were 2204.
Traffic:
The traffic information provided with the submittal states that Inspiring talkers employs 10 therapists, but
there are generally 5 at the center at a time. Passenger vehicles access the site typically during the
weekday and include approximately 25 round trips.
Access:
Tracking control is required to prevent tracking from the site onto the County Roadway.
O Alternatives such as recycled AC, gravel/road base, may be considered with lighter traffic impact
projects.
Two access points were approved by the Board of County Commissioners for this site. Access permit
number AP 14-00468.
One of the accesses it to provide access to the neighboring farmer and is shared. The agreement for access
is as long as the current property owner owns the property.
For shared accesses, Public Works strongly recommends that the property owner establish an access road
maintenance agreement so future owners of the properties will be aware of their requirements for shared
maintenance of the access road. This is not a requirement for the recorded exemption but is recommended
to avoid property owner conflicts in the future.
General Site Plan Requirements: i.e(IA, RMA, City Town Agreement, etc..., offsite auxiliary lanes)
Geohazard Area:
This site is in not a Geologic Hazard Area.
Floodplain:
The project site is not within a known floodplain.
Drainage Study:
A drainage narrative was submitted with water quality calculations. The site has an overall
imperviousness of 10%. The drainage narrative and water quality design are acceptable.
The applicants will be required to maintain historic drainage flows and run-off amounts on the property.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Contact the Planning
Department for more information.
A Construction Stonnwater Permit is also required with the State for disturbing more than 1 acre.

CONDITIONS OF APPROVAL:
The map shall be amended to delineate the following:
A. County Road 13 is designated on the Weld County Road Classification Plan as an arterial
road, which requires 140 feet of right-of-way at full build out. The applicant shall verify
and delineate on the map the existing right-of-way and the documents creating the right-of-
way. All setbacks shall be measured from the edge of future right-of-way. This road is
maintained by Weld County.
B. Show the approved access(es) on the plat and label with the approved access permit
number(AP 14-00468).
C. Show and label standard tracking control onto publically maintained roadways on the map.
D. Show the accepted water quality feature on the map with volume and label as WATER
QUALITY FEATURE, NO-BUILD OR STORAGE AREA.
E. Show and label the drainage flow arrows, turning radii, and parking and circulation on the
map.
Prior to Construction:
A. If more than 1 acre is to be disturbed, a Weld County grading permit will be required prior to
the start of construction. Contact the Planning Department for application information.
DEVELOPMENT STANDARDS (NOTES ON THE PLAT)
1. Should noxious weeds exist on the property, or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Chapter 15, Articles 1 and II, of the Weld County Code.
2. The historical flow patterns and runoff amounts will be maintained on the site.
3. Weld County is not responsible for the maintenance of onsite drainage related features.
4. There shall be no parking or staging of vehicles on County roads. On-site parking shall be utilized.

Environmental Health Services has reviewed this proposal for a Site Specific Development Plan
and Use by Special Review Permit for A Use Permitted as a Use by Right, an Accessory Use,
or a Use by Special Review in the Commercial or Industrial Zone Districts (office for a therapy
center) provided that the property is not a lot in an approved or recorded subdivision plat or lots
part of a map or plan filed prior to adoption of any regulations controlling subdivisions in the A
(Agricultural) Zone District.
There will be up to 10 employees and 25 families daily, associated with the facility.
There is an existing residence located on the site which is served by Little Thompson Water
District. The District indicates the existing tap is sufficient to serve the facility.
The residence is served by a septic system (SP-9700112). The septic system is sized for 4
bedrooms, which is 8 people per day. If the use of the septic system exceeds 8 people per day
the system must be reviewed by a registered engineer for the additional hydraulic load.
United Waste will provide trash removal and there will be a dumpster located outside the
building. The access drive and parking areas will be recycled asphalt or concrete, and water will
be applied to control dust when necessary.
We have no objections to the proposal; however, we recommend that the following
requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in
a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to
include those wastes specifically excluded from the definition of a solid waste in the
Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance
conditions. The facility shall operate in accordance with the approved Waste Handling
Plan, at all times.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site. The
facility shall be operated in accordance with the approved Dust Abatement Plan, at all
times.
5. This facility shall adhere to the maximum permissible noise levels allowed in the Non-
Specified Zone as delineated in Section 14-9-30 of the Weld County Code.
6. Adequate drinking, hand washing and toilet facilities shall be provided for employees
and patrons of the facility, at all times. Sewage disposal for the facility shall be by septic
system. Any septic system located on the property must comply with all provisions of
the Weld County Code, pertaining to Individual Sewage Disposal Systems.
7. Any additional hydraulic load to an existing septic system will require an evaluation from
a Colorado Registered Professional Engineer. The engineer's evaluation shall be
submitted to the Weld County Environmental Health Department. In the event the
system is found to be inadequate, the system must be brought into compliance with
current Weld County On-site Wastewater Treatment Systems Regulations.
8. The operation shall comply with all applicable rules and regulations of State and Federal
agencies and the Weld County Code.
