The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues
may arise during the remaining application process. Currently, propane is being delivered from Lucerne
which is 18 miles away.
COMMENTS:
General Project Information/Location:
Construct a load out facility to deliver propane to the rural farm community and homes in the area. 2-
30,000 gallon tanks will be placed on a 4 acre parcel.
The site is just south of SH 392 on CR 67.
Roads:
County Road 67 is a Gravel road and is designated on the Weld County Road Classification Plan as a
Local road, which requires 60 feet of right-of-way at full buildout. The applicant shall verify and delineate
on the plat the future and existing right-of-way and the documents creating the existing right-of-way. If
the existing right of way cannot be verified it shall be dedicated. All setbacks shall be measured from the
edge of future right-of-way. This road is maintained by Weld County.
No traffic counts are available in the area.
Traffic:
The traffic information provided with the submittal states that the site will be unmanned and will be visited
by a minimum of two delivery trucks with estimated 2-3 trips per day during working hours. A unit truck
would deliver product to the site once or twice/week during home heating season.
The applicant shall estimate the routes used by the larger tanker importing the propane to the site and
delivery trucks exporting to the homes. It is assumed that the delivery trucks will travel the shortest and
safest route to their destination.
Access:
An access permit has been approved by PW for the access to the site (AP15-00045). Use existing access
approx. 825 ft south of SH 392.
Gates must be set back a minimum of 100 feet from edge of shoulder to allow a truck and trailer or RV to
pull completely off of the roadway and open the gate.
Tracking control is required to prevent tracking from the site onto the County Roadway.
o Temporary Tracking Control shall be used during construction unless permanent tracking control
is installed ahead of construction activities.
o Alternatives such as recycled AC, gravel/road base, may be considered with lighter traffic impact
projects.
Other PW Permits:
A Right-of-Way Use Permit is required for any work in the Weld County Right-of-Way. Contact Weld
County Public Works at 970-304-6496 ext. 3764.
A Transport Permit is required for any oversize and/or over weight vehicles. Contact Weld County Public
Works at 970-304-6496 ext. 3764.
General Site Plan Requirements: i.e (IA, RMA, City Town Agreement, etc..., offsite auxiliary lanes)
NA due to minimal traffic
-Geologic hazard Area:
This area IS NOT in a Geologic Hazard Area.
-Floodplain:
This area IS NOT in a Floodplain.
Drainage Study:
A drainage narrative and water quality capture was submitted with the application. The drainage letter
and water quality calculations are accepted by engineering.
o Water Quality Feature Design: A Water Quality Feature is required onsite downstream of the
business activities such as parking, buildings, storage areas etc... The area can be an existing
low point or excavated area that will capture the stormwater and contaminants prior to flowing
offsite. Methodology for sizing is outlined in Volume 3, Section 3.3.0 of the Urban Storm Drainage
Criteria manual. The web site address is as follows www.udfcd.orq. Please contact Planning

The applicants will be required to maintain historic drainage flows and run-off amounts on the property.
A water quality design was submitted. An approved water quality design is required. Adjustments to the
design are required to meet state water law. Please contact Development Review Engineer with
questions. Label the water quality feature on the plat as "Water Quality Feature, No Build/Storage Area"
and label the required volume.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Contact the Planning
Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303-
692-3575.
CONDITIONS OF APPROVAL:
The map shall be amended to delineate the following:

B. Show the approved access on the plat and label with the approved access permit number
(AP15-00045).
C. Show the accepted water quality feature on the map with volume and label as WATER
QUALITY FEATURE, NO-BUILD OR STORAGE AREA.
D. Show and label the drainage flow arrows, access turning radii, and traffic circulation on the
map.
E. Show any proposed gate back a minimum of 100 ft from the edge of shoulder.
Prior to Construction:
A. If more than 1 acre is to be disturbed, a Weld County grading permit will be required prior to
the start of construction. Contact the Planning Department for application information.
B. If more than 1 acre is to be disturbed for construction of non pipeline items such as
structures, parking lots, laydown yards etc..., a Weld County grading permit will be required
prior to the start of construction.
Prior to Operation:
A. Construction of the approved access and/or tracking control improvements is required prior to
operation.
DEVELOPMENT STANDARDS (NOTES ON THE PLAT)
1. Should noxious weeds exist on the property, or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Chapter 15, Articles I and II, of the Weld County Code.
2. The historical flow patterns and runoff amounts will be maintained on the site.
3. Weld County is not responsible for the maintenance of onsite drainage related features.
4. There shall be no parking or staging of vehicles on County roads. On-site parking shall be utilized.

Environmental Health Services has reviewed this proposal for A Site Specific
Development Plan and Use by Special Review Permit for A Use Permitted as a Use by
Right, an Accessory Use, or a Use by Special Review in the Commercial or Industrial
Zone Districts (propane loadout facility) provided that the property is not a lot in an
approved or recorded subdivision plat or lots part of a map or plan filed prior to adoption
of any regulations controlling subdivisions in the A (Agricultural) Zone District.
The site will consist of two 30,000 gallon storage tanks. There will not be any full time
employees located at the facility.
It is the policy of this Department that portable toilets are allowed when employees or
contractors are on site for less than 2 consecutive hours a day. As personnel will be on
site for a short duration, in accordance with Environmental Health Services policy, the
use of portable toilets is allowed.
The waste handling plan states that a trash receptacle will be onsite and the
maintenance crew will transport it to their Lucerne facility for disposal. Waste
Management serves the Lucerne facility.
The dust abatement plan states that the access drive and circulation pattern will be
graveled and a water truck will be used if necessary.
We have no objections to the proposal; however, we recommend that the following
requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions. The applicant shall operate in accordance with the
approved Waste Handling Plan, at all times.
4. The applicant shall comply with all provisions of the Liquefied Petroleum Gas
Regulations (7 ccr 1101-15), as applicable.
5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved dust abatement
plan, at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Non-specified Zone as delineated in Section 14-9-30 of the Weld County Code.
7. Adequate drinking, hand washing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. As employees or contractors
are on site for less than 2 consecutive hours a day portable toilets and bottled
water are acceptable. Records of maintenance and proper disposal for portable
toilets shall be retained on a quarterly basis and available for review by the Weld
County Department of Public Health and Environment. Portable toilets shall be
serviced by a cleaner licensed in Weld County and shall contain hand sanitizers.
8. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.
